The aim of MassWorks is to bring information to workforce and disability professionals who have the goal of improving employment outcomes for Mass. residents with disabilities.

Borrowing Trouble? Iv: Subprime Mortgage Refinance Lending In Greater Boston, 2000-2002, Jim Campen Feb 2004

Borrowing Trouble? Iv: Subprime Mortgage Refinance Lending In Greater Boston, 2000-2002, Jim Campen

Gastón Institute Publications

The present report is the fourth in the annual series begun by that initial study; it extends the time period covered through 2002, and expands the number of individual cities and towns for which data on subprime refinance lending are provided to 108.

Although motivated by a concern with predatory lending, this study and its predecessors – like all of the other quantitative studies of which I am aware – analyzes and reports on lending by subprime lenders. It is therefore important to emphasize that although all predatory loans are subprime, only a fraction of subprime loans are predatory. While …

Founded in 1995, this project is a networked computerized record-keeping system that allows homeless service providers across Massachusetts to collect uniform client information over time. This information is aggregated in a database used by service providers, advocates, government officials, researchers, and people experiencing homelessness. Analysis of this information is critical to efforts to understand the extent of this problem in Massachusetts in an attempt …

Food Stamps: Available But Not Easily Accessible: A Study Conducted For Project Bread, Michelle Kahan, Elaine Werby, Jennifer Raymond Jul 2002

Food Stamps: Available But Not Easily Accessible: A Study Conducted For Project Bread, Michelle Kahan, Elaine Werby, Jennifer Raymond

Center for Social Policy Publications

Concerned with growing hunger among Massachusetts families eligible for Food Stamps, and the paradoxical decline in the number of program enrollees, Project Bread asked the Center for Social Policy at the John W. McCormack Institute of Public Affairs, University of Massachusetts Boston (CSP) to study the process of securing and sustaining Food Stamp Benefits. Concurrent with the planning process for the study, the Massachusetts legislature, in an override of the Governor's veto in early December 2001, included language in the FY 2002 budget designed to expand access to the program. Among other requirements, the language requires the Department of Transitional …

The Sargent Governorship: Leader And Legacy, Richard A. Hogarty Sep 1999

The Sargent Governorship: Leader And Legacy, Richard A. Hogarty

New England Journal of Public Policy

Following in the long line of succession of his predecessors, Francis W. Sargent served as the sixty-third governor of Massachusetts. A lifelong Republican, he was a man of character and sterling Yankee blue-blood lineage with the stature of a political independent. Grappling with a series of hot political issues and braving the passions and divisions spawned by the war in Vietnam, he was one of the ablest and most intriguing men ever to be governor. He worked hard at knowing his constituents and their concerns, but he did not always provide them with easy answers. Several new ideas were transformed …

Making Family Leave More Affordable In Massachusetts: The Temporary Disability Insurance Model, Jillian P. Dickert Aug 1999

Making Family Leave More Affordable In Massachusetts: The Temporary Disability Insurance Model, Jillian P. Dickert

Publications from the Center for Women in Politics and Public Policy

The passage of the Family and Medical Leave Act (FMLA) in 1993 was a milestone in the development of America’s basic labor standards. But many realized that the Act—which guaranteed 12 weeks unpaid leave for employees of large businesses—was only a cautious first step. The US continues to lag far behind most other nations in providing paid time off for employees needing to care for family members or their own non-work-related illnesses.

States have begun to examine ways to expand both federal and state family and medical leave policies to make them accessible to more workers. State Temporary Disability Insurance …

When a DTA (Department of Transitional Assistance) worker assesses whether a family's (T)AFDC (Temporary Aid to Families with Dependent Children) case will be closed, s/he decides which one of 67 different codes best describes the reason cash benefits for the household will be stopped. To carry out the analyses, we sorted all of the 67 codes into clusters of codes that logically grouped together: Cluster I, Increased Income; Cluster H, Sanctions; Cluster III, Eligible Persons Moved; Cluster IV, Fraud; Cluster V, Client Request; Cluster VI, No Longer Eligible; Cluster VII, Other or Multiple Meanings. Eastward Ho: Issues And Options In Regional Development For The Metropolitan Boston Region, Robert C. Wood, Laura C. Ghirardini, Lori L. Prew, Aundrea Kelley Sep 1997

Eastward Ho: Issues And Options In Regional Development For The Metropolitan Boston Region, Robert C. Wood, Laura C. Ghirardini, Lori L. Prew, Aundrea Kelley

McCormack Graduate School General Publications (active until 2013)

Conventional wisdom suggests that the basic job of public policy studies (and public institutions, for that matter) is to deal in a timely and practical fashion with pressing public issues of the day. The focus typically is on 'ripe' topics, 'hot' political problems. If a study can be ahead of the curve, in John Kingdon's apt phrase "an idea whose time has come," so much the better. But unlike more traditional academic research, where the focus is timeless — i.e., an explanation of previously inexplicable phenomena, timeliness is a prime reason for initiating a policy study.

In this context, analyzing …

A Snapshot Of Individuals And Families Accessing Boston's Emergency Homeless Shelters, 1997, Donna Friedman, Michelle Hayes, John Mcgah, Anthony Roman Aug 1997

A Snapshot Of Individuals And Families Accessing Boston's Emergency Homeless Shelters, 1997, Donna Friedman, Michelle Hayes, John Mcgah, Anthony Roman

Center for Social Policy Publications

This document summarizes key findings from a survey conducted on March 19, 1997 with 338 homeless individuals and 94 families sheltered or served by 33 of 40 shelter programs in the City of Boston. The data presented in this report were collected at one point in time. Point in time data results in an overrepresentation of the "longer term" homeless, and offers limited insight regarding the structural dynamics underlying movement from homelessness to residential stability (Culhane, Lee, Wachter, 1996; White, 1996). However, it does provide a snapshot of the men, women, and children who were spending the night in a …

Shelter Poverty: Housing Affordability Among Asian Americans, Michael E. Stone Oct 1996

Shelter Poverty: Housing Affordability Among Asian Americans, Michael E. Stone

Institute for Asian American Studies Publications

Relatively little research has been conducted that focuses on the housing situation of Asian and Pacific Islander Americans (hereafter generally referred to as Asian Americans), especially on the national level. From a review of about 30 articles and reports over the past decade that examine racial/ethnic housing situations nationally, only one specifically addressed housing problems of Asian Americans (Hansen, 1986) while two others included Asian Americans along with other populations of color. Of the remaining articles, most used the terms race, racial discrimination, or segregation in their titles, yet did not include Asian Americans in the studies. Of particular note, …

The Repeal Of Rent Control In Cambridge, Robert P. Moncreiff Sep 1996

The Repeal Of Rent Control In Cambridge, Robert P. Moncreiff

New England Journal of Public Policy

In the November 8, 1994, state election, Massachusetts voters approved a question placed on the ballot by initiative petition passing a law that effectively outlawed rent control throughout the commonwealth. This law had its most dramatic effect in Cambridge, where a stringent rent control system had been in effect since 1970. The success of the petition was realized primarily through the grassroots efforts of a coalition of small-property owners in Cambridge who felt aggrieved by the city's rent control system. The use of a statewide vote on an initiative petition to enact a law with predominantly local effect created for …

Access To Capital And Technical Assistance, Richard J. Ward Sep 1994

Access To Capital And Technical Assistance, Richard J. Ward

New England Journal of Public Policy

This article summarizes and analyzes the views of select leaders in business, labor, banking, the government, and academia with regard to the constraints, obstacles, and recommendations to achieve economic growth in Massachusetts. The role of the state government in addressing these issues receives special attention. Access to capital and technical assistance had been regarded by many as the key constraint, particularly during the recession of the early 1990s. The author analyzes inconvenient government systems, bottlenecks, and bureaucracy as throttling the flow of capital to small-business entrepreneurs. The analysis concludes, however, that unless the state cum federal government finds ways to …

Providing Quality Leadership In Roxbury: A Profile Of Leon T. Nelson, Harold Horton Mar 1994

Providing Quality Leadership In Roxbury: A Profile Of Leon T. Nelson, Harold Horton

Trotter Review

Poor leadership is often the cause for the inept functioning and eventual collapse of an organization or agency. This is because the leader sets the tone and to a great extent determines whether or not an organization will be viable. Leon T. Nelson, president of the Greater Roxbury Chamber of Commerce, has done his utmost to live up to the organization's motto, "Quod facis bene fac," which means doing whatever you do as well as you possibly can.

In a community that underwent drastic demographic changes during the 1970s and 1980s, when numerous businesses led the "white flight" to suburbia, …

State Strategy For Developing Base Industries: A Massachusetts Case Study, Chris Tilly Jun 1993

State Strategy For Developing Base Industries: A Massachusetts Case Study, Chris Tilly

New England Journal of Public Policy

In developing strategies for economic development, state governments must target base industries that bring income into the state and drive the rest of the economy. This article presents a case study of industry analysis and development strategy for Massachusetts, focusing on the state's base industries. Particular attention is paid to the role of industry clusters — groups of industries linked through customer, supplier, or other relationships, and typically concentrated geographically as well. After assessing strengths and weaknesses of the state's economy, the author concludes that despite the current severe recession, the state possesses the basis for renewed growth. Policy implications …

Fiscal Smell Tests: A Mid-Term Reality Check Of Massachusetts Finances, Joseph S. Slavet, Joseph R. Barresi Apr 1993

Fiscal Smell Tests: A Mid-Term Reality Check Of Massachusetts Finances, Joseph S. Slavet, Joseph R. Barresi

McCormack Graduate School General Publications (active until 2013)

In his latest budget message the Governor points to achievement of a "real, but fragile fiscal balance. " On the credit side of the ledger, he cites four balanced budgets, reduced reliance on one-time revenues, no new taxes, five tax cuts, no deficit borrowing, and a triple upgrade in bond rating. On the debit side are continued spending pressures, slow tax revenue growth and burdensome levels of debt.

But is the fiscal condition of the Commonwealth stable, albeit fragile? Or would a careful reading of the numbers transmit another message?

The purpose of this report is to measure the Commonwealth's …

The Older Population In Massachusetts, 1980-1990, Gerontology Institute, University Of Massachusetts Boston Oct 1992

The Older Population In Massachusetts, 1980-1990, Gerontology Institute, University Of Massachusetts Boston

Gerontology Institute Publications

Massachusetts and the nation are aging! People 65 and older are growing in numbers more rapidly than other younger segments of the population, and the unprecedented growth of this group has created new demands on and new opportunities for every major sector of American life. But if we are to make constructive plans for an aging society, we must have sound information on the major changes in the make-up of the population.

This report shows how the older populations in Massachusetts and in the United States have changed in the decade between 1980 and 1990. It is designed to serve …

Latinos In Massachusetts: Growth And Geographical Distribution, Ralph Rivera Sep 1992

Latinos In Massachusetts: Growth And Geographical Distribution, Ralph Rivera

New England Journal of Public Policy

Massachusetts has undergone radical changes in its racial/ethnic composition in the last ten years. The Latino population, owing to its extraordinary growth rate during the last two decades, is the largest racial/ethnic minority group in the state. Yet relatively little is known about this population because of the "information gap." Based on 1990 census data, this article focuses on the growth and geographical distribution of Latinos in Massachusetts. It considers the undercount of Latinos, the growth of Latinos in the commonwealth from a national perspective, and assesses the increase of Latinos in the New England states. It explores the growth …

Editor's Note, Padraig O'Malley Mar 1992

Editor's Note, Padraig O'Malley

New England Journal of Public Policy

Today, much of public policy debate takes place in a social vacuum. This is partly because policy issues are often rather arbitrarily assigned to particular and seemingly unconnected disciplines that put a premium on maintaining their separate baronies of intellectual hegemony, and partly because of our own too-pervasive proclivity for compartmentalizing in order to simplify. One of the goals of the New England Journal of Public Policy is to invade, as it were, these baronies, to liberate the policy issues held hostage there and release them into a broader, more human context, one that accentuates the idea of connectedness as …

Making The Homeless Disappear: Redefining Homelessness In Massachusetts, Sue Marsh Mar 1992

Making The Homeless Disappear: Redefining Homelessness In Massachusetts, Sue Marsh

New England Journal of Public Policy

While unemployment rocked Massachusetts, housing costs remained at record levels, and the federal government continued its inattention to housing and human service programs, the numbers of homeless families sheltered by the commonwealth of Massachusetts declined. This article examines the changes over the last decade in the way Massachusetts provides shelter to homeless families. What has in fact changed for homeless families, Marsh contends, is whether the state of Massachusetts considers them homeless. An increasingly complicated and burdensome set of rules has become a highly effective gatekeeper that keeps the commonwealth's shelter expenditures down and homeless families out.

State Government's Response To Homelessness: The Massachusetts Experience, 1983-1990, Nancy K. Kaufman Mar 1992

State Government's Response To Homelessness: The Massachusetts Experience, 1983-1990, Nancy K. Kaufman

New England Journal of Public Policy

When Governor Michael S. Dukakis reentered the State House in January 1983, he focused his inaugural address and priorities for his incoming administration on solving the problem of homelessness. This article describes the policy approach taken during his two successive terms as governor from 1983 to 1990, outlines the various steps taken to rally public and private support and resources on preventing the problem and on finding long-term, permanent solutions designed to solve it, and points to some of the lessons learned during these years of experimentation and innovation.

Massachusetts At The Crossroads, Richard E. Ring Mar 1992

Massachusetts At The Crossroads, Richard E. Ring

New England Journal of Public Policy

Massachusetts is at a critical juncture in its care for homeless individuals. In the face of a charged political climate and with a governor bent on the "downsizing" and "privatization" of government services, decisions are being made that are of major importance to the welfare of homeless individuals in this state. Based on the choices of the state administration, Massachusetts can either solve its homelessness problem in the near future or relegate its homeless population to a lifetime spent on the streets or in shelters. In comparison to other states, Massachusetts has been relatively successful in caring for homeless people. …
