This study aims to analyze the effect of political competition on health budgets in Indonesia. The analysis was conducted using a fixed-effects panel data regression approach for Indonesia’s regencies and municipalities between 2009 and 2019. To obtain robust results, this study uses three different measures of political competition, namely the Multiparty Margin Index, the Herfindahl-Hirschman Index (HHI), and the Effective Number of Parties (ENP) Index. The estimation results show that only legislative political competition has a significant and consistent negative effect on the health budget, it is similar to the Leviathan Model theory.

A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.

Few studies have explored the crisis of social media use among local government officials. This study investigated how Indonesian leaders use social media. It used data scraping techniques with the Twitter API and the http://tweepy.readthedocs.io/en/v3.5.0/api.html#tweepy-api-twitter-api-wrapper library to collect tweets from each governor's account in Bahasa, Indonesia, between January 1, 2020, and December 31, 2020. The COVID-19 pandemic created an unprecedented need for governance by a multiplicity of authorities. The nature of the pandemic—globally communicable, uncontrolled, and initially mysterious—required a coordinated response to a common problem. But the pandemic was superimposed atop our decentralized domestic and international governance structures, and the result was devastating: the United States has a death rate that is eighteenth highest in the world, and the pandemic has had dramatically unequal impacts across the country. COVID-19’s effects have been particularly destructive for communities of color, women, and intersectional populations.

This fact sheet details how city and county governments within the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah allocated funds from the State and Local Fiscal Recovery Fund (SLFRF) portion of the American Rescue Plan Act (ARPA). Brookings Metro in partnership with the National League of Cities and the National Association of Counties created the “Local Government ARPA Investment Tracker” to display how communities across the country allocate this financial resource. This interactive site allows budget information from cities and counties to be added as such decisions are made.

This research study presents a new model of immigration federalism which integrates existing theories into a framework that emphasizes agency at the local level. Unlike dominant models of federalism that observe the cascading effect of higher-level policy on lower levels of government, this research focuses on empirical evidence at the local level to understand its relation to policy at higher levels. Immigration federalism is receiving substantial interest in scholarly work and in practice, but it lacks a cohesive and comprehensive theory explaining variation at the community level. The Money and Local Democracy Project explores the effects of campaign finance rules on municipal election campaigns and election outcomes in Canada. Governments around the world regulate election campaign financing to ensure that elections are fair and competitive, although they do so in different ways. Funded by a Western University Undergraduate Student Research Internship (UWO) grant, research assistant Brittany Bouteiller was tasked with conducting preliminary research on 65 municipalities across Canada to determine the availability of campaign finance data from local and provincial governments and to identify clusters or trends. This report provides an update on the participation of Latin@s in city government in Chelsea and Boston. Since 2001 several studies have documented a severe underrepresentation of Latin@s in policy-making bodies in government institutions that affect their lives (e.g., Hardy-Fanta, 2002; Uriarte, Jennings, & Douglas, 2014). The Silent Crisis, the 2014 study (Uriarte et al., 2014) commissioned by the Greater Boston Latin@ Network, found significant under-representation of Latin@s in the city governments of Boston, Chelsea, and Somerville. In each of the three cities, the representation of Latin@s in the population far outpaced their role in the municipal governments.

In November 2016 the number of states where recreational marijuana sales are legal increased to eight. Thousands of cities and counties are now on the front lines of regulating these new land uses. Local governments in Colorado, the first state to implement recreational marijuana legalization, are models for jurisdictions in other states. We study counties and municipalities in the eight micropolitan statistical areas in Colorado to learn how they regulate recreational marijuana businesses. The Silent Crisis: Involving Latinos in Decision-Making & Why Latino Representation Matters provides a measure of the economic, social, and political inclusion of Latinos at mid-decade in three cities of the Commonwealth where about one fourth of the state’s Latino population lives. Often wrongly referred to as a “new population,” Latinos have been present in Massachusetts since the end of the 19th century, arriving in large numbers beginning in the 1960s and 1970s and growing to nearly 630,000 persons (9.6% of the population) by 2010. This research seeks to explain budgetary transparency practices of individual US counties by examining the extent of information sharing with constituents via their websites. There are 3,138 counties and county-equivalents in the United States. This study evaluates a random sample of 400 US counties where 19% of the represented counties having populations of 100,000 or more residents, matching the same ratio of counties with populations of 100,000 or more residents nationally. We create a four-level categorical dependent variable measuring budget transparency. Using an ordered probit analysis with six independent variables we are able to explain the probability of counties having …

Nepal is in the midst of a major political, administrative and fiscal restructuring reform moving towards a federal government structure to enhance governance and improve public service delivery. These ongoing efforts are being formulated against the background of the current sub-national governance structure which is largely based on the 1999 Local Self Governance Act (LSGA). The LSGA was a major decentralization reform at the time, introducing a number of key reform initiatives. Despite these bold initiatives under LSGA, however, the Nepalese government structure remained highly centralized, unable to address many of the pressing governance and service delivery problems. In the light of the decentralisation process now under way in Latin America, this paper seeks to address the direction of local government in the region. It proposes two Weberian ideal types of local government systems – ‘managerial’ and ‘governmental’. Ten basic features of local government systems are then used as a template to ‘situate’ Latin American local government within this typology. On the basis of this comparative framework, the paper tentatively concludes that the ‘managerial’ type of local government is gaining ground in the region.

Development in the urban and metropolitan context continues to be a vibrant area of scholarship and debate in the social sciences. This study continues and augments this research by examining two overarching issues: first, how development at the local level is impacted by fragmented political structures and inter-municipal relations, and second, the extent to which local, non-profit organizations and state agencies whose policies involve land-use planning and environmental conservation, are addressing issues of uneven- and parochial-centered development as a by-product of political fragmentation.

This research was conducted at a national training workshop held in February 2008. Almost all councillors from The Gambia participated and all of those who attended responded to the Secretariat’s questions. It finds that a statistically ‘typical,’ ‘average’ councillor in The Gambia in 2009 can be characterised as a 41 year old male who completed secondary level education, works over 38 hours per week as a full time councillor, lives off his allowance only without any other income, serves his first term in office and represents 16,000 people.
