On August 24, 2022, President Joe Biden announced his plan for federal student loan forgiveness. The program allows individuals who make less than $125,000 a year and families under $250,000 relieve up to $10,000 of their loan debt. Those who fall under the Pell Grant program are able to relieve up to $20,000 of their debt. The reactions to this “revolutionary” program were mixed. Typically, those who the program would directly affect were very enthusiastic about this idea while those, most notably Republicans, were less than thrilled. North Atlantic Right Whales (NARW) are on the verge of going extinct because of human activity. Entanglements in fixed fishing gear and vessel strikes are killing NARW at such a rate that their extinction is inevitable unless human-caused deaths are significantly reduced. The National Marine Fisheries Service (NMFS, a branch of the National Oceanic and Atmospheric Administration) has subjected Maine’s lobster fishery to regulations aimed at protecting whales since 1997 as part of the Atlantic Large Whale Take Reduction Plan. Large companies lobby U.S. Congress in more significant numbers than small companies and gain a clear advantage in funding acquisitions. But little is known about what conditions influence or disincentivize small and midsize businesses, those with revenues of $5 million to $1 billion, from participating in congressional lobbying. The purpose of this qualitative study was to explore the gap in the research literature by focusing on small and midsize defense company executives who address the conditions surrounding congressional lobbying. Human sex trafficking is a significant issue in the modern world. The International Labor Organization has estimated that 4.5 million people are the victims of forced commercial sexual exploitation worldwide. The United States' laws on human sex trafficking can be found in 22 U.S.C. -§7104 Prevention of Trafficking, and promulgate the strategy of prevention of trafficking, protection of trafficking victims, and punishment of traffickers. Under the terms of 22 U.S.C. -§7104, federal contractors can be penalized if any of their employees or subcontractor employees engage in a commercial sex act. A great deal of political science literature has illustrated that U.S. Representatives respond to different electoral competition scenarios through modifying voting behaviors, floor statements, and bill sponsorship activities. However, scholarship has yet to significantly assess if and how political competition impacts the ways members of Congress present themselves to their voters and explain policy positions to their constituents. This dissertation longitudinally explores if and compares how members of Congress in different and changing electoral circumstances alter their home style behaviors, or not, due to the presence or lack of robust political competition.

Government officials who run administrative agencies must make countless decisions every day about what issues and work to prioritize. These agenda-setting decisions hold enormous implications for the shape of law and public policy, but they have received remarkably little attention by either administrative law scholars or social scientists who study the bureaucracy. Existing research offers few insights about the institutions, norms, and inputs that shape and constrain agency discretion over their agendas or about the strategies that officials employ in choosing to elevate certain issues while putting others on the back burner. This dissertation, using an American Political Development framework, seeks to uncover the variety of ways in which Congressional decision-making over territorial policy has shifted. This article starts with a sketch of the military justice system to orient readers. Understanding that structure, the article then describes the sentencing process for special and general courts-martial. The article follows by identifying two core military sentencing questions: First, should commanders have authority to grant clemency? Second, should the military justice system adopt sentencing guidelines? With respect to each topic presented, the article does not attempt to answer the questions nor offer prescriptions. Earmarks have been controversial ever since becoming a prominent part of the congressional spending process. Critics charge that earmarks fund projects with little or no economic value (for instance Ted Stevens’ “Bridge to Nowhere,”) but instead allow Congress members to direct government spending to campaign contributors (the charge leading to a federal investigation of the now-defunct lobbying firm PMA Group). On the other side of the controversy, congressional earmarks do fund a number of community improvements which are very valuable, at least locally.
