The demining pair were clearing a lane as a team with one doing the detection and the other clearing the vegetation. The pair had just changed around after detection. The victim moved to the top of the clearance lane to re-position the red string lines and begin clearing vegetation and spoil from the next part of the lane prior to detection. As the victim bent down to position the stakes with the red string attached, he stood on a mine with his left foot on the cleared left hand side of the lane. When the mine exploded, the victim’s partner …

Towards A Better Mine Action Programme: Master Of Science Dissertation, Tim Lardner

Global CWD Repository

This dissertation sets out to assess how the global community has dealt with landmines and the damage they are having on the population. The study analyses the development of two programmes in particular in Cambodia and Mozambique - and then considers the influences that culture and organisational structure have on those organisations. Taking these lessons, the study analyses the best methods of implementation and recommends a number of areas worthy of consideration in the development of future mine action organisations.

After discussion with the German Government the terms of reference were decided to be the following: The evaluation team was to evaluate the German Project Coordination pilot project in Cambodia. The GPC Project is a staff development project in which Cambodian staff are to be trained in various information and TM disciplines. The IM people are intended to fit into an information cell that manages a “National Integrated Database” held and managed by CMAA. The TM personnel, who will eventually serve as part of an overall QA/QC system will ostensibly also fit into a CMAA cell of some type. It …

Mine Clearance By Villagers In Rural Cambodia: Spontaneous Demining Initiatives, Final Study Report, Ruth Bottomley Jan 2001

Mine Clearance By Villagers In Rural Cambodia: Spontaneous Demining Initiatives, Final Study Report, Ruth Bottomley

This report presents the findings and conclusions of a six-month research project to investigate the occurence of mine clearance activities by villagers. The aim of the research was to provide reliable and accurate information on the subject of village mine clearance with the intention that this information could help to inform and expand the debate and perhaps suggest some viable solutions. The research was based very much on qualitative methodology. This methodology allowed the researchers to gather a more detailed, in-depth "street view" of the villages affected by mines and unexploded ordnances.

At the time of the accident, Victim No.1 was excavating a detector reading. Victim No.2 was the detector man and had paused on his return to the safe area because he felt unwell and so had not left the vicinity when the mine initiated. Victim No.1 was excavating with a "trowel" [a locally made excavating tool] (after prodding) when (at 10:40) he initiated a mine. He had been a deminer for 13 months.

On the morning of the accident the victim was working as a prodder man on an upward incline of 30o. The detector man got a reading, marked it and called to the victim to investigate. As the victim was excavating he saw a white metal tube about the size of a finger but did not recognise what it was. He continued to prod around it and he initiated the mine with the tip of his prodder

The working area was on the Cambodian mid-level (as opposed to flood plain and mountainous area) so there was a lot of bamboo. The victim was the prodder man and was called by his partner to investigate the source of a detector reading near some bamboo. The victim knelt on the ground and prodded the area for a short time. At 11:05 he initiated a mine and fell back into the cleared area.

The victim said that he did not find anything at the first marker, and then failed to find anything at the second marker with his prodder. He called his partner to check with the detector again and the reading was confirmed. He then started excavating with his "trowel" when the mine exploded. He estimated that the mine was buried to a depth of 4cm, but did not see it prior to the explosion.

The victim stated that he was prodding to a depth of about 8cm and did not feel the mine before it exploded. He said that normally when the ground was very wet they stopped operations because it was not comfortable to lie down. He maintained that he had been lying on his plastic sheet but was still getting wet and the ground conditions were not safe to work in.

Signed by an expatriate specialist and dated 5th September 1998, the report stated that demining had started at the site on 10th June 1998 and fourteen Type 69s and two PMNs had been recovered. The victim had worked for 40 minutes on the morning of the accident and in that time had cleared 4m and located and excavated four metal fragments. He was prodding to investigate another signal from his "Ebinger 420H" when at 07:50 he detonated a PMN.

The mined area was a road that linked Malay with National Route 5. The victim was working as a prodder man in one of the ditches that ran along both sides of the road. He was squatting at the bottom and working his way up the side. The ground had a very hard crust to a depth of 2cm and was soft underneath. The victim's partner marked a reading and then moved back to allow the victim to investigate. Because the ground was hard, the victim used a "trowel" to break up the surface, but initiated the mine.

The victim's partner placed a start stick about 25cm away from the marked edge of the safe lane from which they were advancing, and a second stick half a meter in front of that (so marking the working area). The victim checked his detector, then started to sweep the first 50cm in front of the start stick. This took about one minute. On finding the area clear he bent down to pick up the start stick and moved it forward, taking a step forward as he did so. He stepped on a mine that had been in front of or …

The working area was covered with dense vegetation and the clearance work involved the removal of thick bushes and small trees. The victim had been working as the vegetation cutter and prodder man on the morning of the accident and had completed the clearance of his lane just before the lunch break. As he was returning he noticed that one of the stakes holding the marking tape was not straight so he attempted to put it right by pulling the tape. In trying to do so he walked along a fallen log near the edge of the lane but his …

The victim was the vegetation cutter and prodder man. He cleared 50cm of vegetation at the end of the lane and then handed over to his partner, the detector man. The detector signalled so a marker was put down and the detector man returned to the umbrella. The prodder man investigated the source of the signal and then shouted that he had found a mine. He started to excavate around the mine in preparation for placing a TNT charge next to it. There were a lot of roots around the mine but the victim was not aware that there were …

The victim was told to get a marking stick by his supervisor. While he was doing so, he stood on the "booster" of a PMN-2 that had been "destroyed" on 20th December 1996. The "booster" had lain hidden in a clump of grass 2m (or 4m on an attached sketch-map) from where the mine was "destroyed". The "booster" left a crater of 10cm diameter x 5cm deep.

The two men were close to the detonation and both suffered severe hand injury so a handling accident is inferred. Light face injuries including eye "burns" imply that their safety spectacles were not worn. If the victims were handling the device, the control failure is compounded because the demining group's SOPs did not allow them to handle devices.

The Medical report recorded the time of the accident as 18:00, which is long after work stops for the day. From this it is inferred that the victim stepped on a mine in an area believed safe. That area may or may not have been previously cleared.

At approximately 09:00 the victim detonated a PMN while investigating a detector signal with his prodder. He sustained a traumatic amputation of his left thumb and forefinger, grazing to his left upper arm and to the lower half of his face, and "a slight laceration to the cornea of his left eye" that caused 50% blindness in this eye. He was also bleeding from both ears. The victim was wearing body armour and a visor.
