This report is designed to aid the Hartford Land Bank (HLB) in its efforts to remediate blight as well as lay the groundwork for a more frictionless path to homeownership for residents in the City of Hartford. Over the course of the semester, the team has conducted research and analysis on various models and state funding systems that could increase property ownership among city residents. In collaboration with the HLB and Cleveland Housing Network (CHN), the team has focused on existing rent-to-own (RTO) and lease-purchase models of homeownership with decades of high success rate.

Over the last two decades San Francisco has been suffering from a worsening housing shortage and affordability crisis, as housing production has lagged far behind job growth in the city and the region. As San Francisco’s housing market is especially supply constrained due to its unique geography, long-standing zoning laws, and convoluted permitting process, it is especially difficult to add the needed housing at an acceptable rate. Overall, this housing crisis has affected middle and lower income households the most as many have been forced to relocate due to rapidly increasing rents.

COVID-19 exacerbated existing problems with housing affordability in the United States, particularly for Black and Hispanic renters. To curb these financial hardships, Congress created the Emergency Rental Assistance (ERA) program, but ERA rollout has been slow and inconsistent. This brief describes geographic differences in ERA spending across the U.S. and encourages states and localities to adopt policies that increase program eligibility and streamline fund disbursement.

Housing First is a nationally recognized approach to solving homelessness, but literature does not account for the unique characteristics of geographic locations that are isolated and have high cost of living. This study examined one such city and benchmarked it against another. Public housing policy continues to exacerbate the concentration of poverty for low

income household adults (LIHA), preventing their mobility to achieve or sustain

affordable housing in low-poverty affluent neighborhoods. Successful design and

implementation of public housing policy for LIHA has been elusive for policymakers

seeking to address socioeconomic self-sufficiency problems in the United States.

Devalued homes and weakened economic conditions of 2008 led to lost property tax revenues, more vacant and abandoned properties, and destabilized neighborhoods. The first Neighborhood Stabilization Program (NSP1) was a federal intervention designed to mitigate the damage of the recession, but there is scant evidence of program effectiveness. A phenomenological study, using a method outlined by Moustakas,

answered questions on the benefits and barriers of NSP1 as perceived by stakeholders in a Mid-Atlantic city. The individuals who staff the nation's 4,600 Community Development Corporations (CDCs) represent the front line in production of affordable housing for America's poor. CDC staff members work within chronic funding uncertainties, applying complex and often ambiguous policies, under pressure to address shortfalls in affordable units. As such, they represent a prime example of Lipsky's (1980) street level bureaucrats (SLBs): agency workers with no formal policy role, who nevertheless shape policy by exercising discretion in the course of implementing ambiguous directives under stressful and alienating conditions.
