Impact Of Mandatory Sentencing Policies On Alabama's Prison Populations, Stephanie Elaine Stewart Jan 2019

Impact Of Mandatory Sentencing Policies On Alabama's Prison Populations, Stephanie Elaine Stewart

Walden Dissertations and Doctoral Studies

State prison systems, particularly in the Southern US, have been overpopulated for decades with unlikely support for building new prisons which has led to overcrowding. Policy makers, however, have adopted mandatory minimum policies that include harsher sanctions for habitual offenders which exacerbated the problem of overcrowding, yet little is understood about how sentencing reform is associated with overpopulation. Using Clear and Schrantz conceptualization of prison population change, the purpose of this quantitative descriptive study was to understand how one prison system in a southern state was impacted over a 10-year period by the implementation of mandatory minimum sentencing requirements. Data …

Framing Islamophobia And Civil Liberties: American Political Discourse Post 9/11, Lama Hamdan Jan 2019

Framing Islamophobia And Civil Liberties: American Political Discourse Post 9/11, Lama Hamdan

Walden Dissertations and Doctoral Studies

Rhetorical frames are used to support political agendas, define problems, diagnose causes, make policy judgments, and suggest solutions. Following the attacks on September 11, 2001, politicians and media pundits used Islamophobia as a fear-mongering tactic to justify public policy formation. The purpose of this study was to analyze public discourse on Islamic terrorism in arguments advocating government surveillance, restrictive immigration policies, and other erosions of U.S. constitutional protections of its citizens. This study drew on the postmodern theories of Lakoff, Lyotard, and Said to critically examine U.S. political discourse on Islam and terrorism. Three conceptual rhetorical frames were examined: Clash …

Accomplished Education Leaders' Perspectives On Competition, Capacity, Trust, And Quality, Robert Lee Williams Jan 2019

Accomplished Education Leaders' Perspectives On Competition, Capacity, Trust, And Quality, Robert Lee Williams

Walden Dissertations and Doctoral Studies

From 2017 to 2019, the primary strategy to improve public schools in the U.S. was increasing competition through the expansion of charter schools and the promotion of vouchers to send public school students to private schools. The problem this presented was that key education leaders had not provided adequate input and feedback into this strategy. The purpose of this qualitative study was to gather the perspectives of accomplished education leaders on how Tiebout's theory of competition and the concept of the Ontario K-12 School Effectiveness Framework impacted quality, trust, and capacity. Data were collected using semistructured interviews with a purposeful …

Service Delivery Agents' Perceptions Of The Impact Of Panhandling Policy In Virginia, Nancy Brown

Walden Dissertations and Doctoral Studies

Panhandling (also called begging and mendicancy) has been a problem for lawmakers. Although current crime control measures (based on the broken windows theory) have identified a perceived link between disorders (i.e., panhandling) and crime, previous attempts to ban panhandling were deemed unconstitutional. The purpose of this work was to investigate the impact of the latest attempt to curb panhandling in Hampton Roads, Virginia, known as the Public Education Campaign. This phenomenological inquiry examined the perceptions and work-related experiences of service delivery agents to explore the impact of the panhandling policy on panhandling and policy enforcement. Purposive sampling was used to …

Consequently, attrition in this group has created a substantial problem in maintaining a trained and ready Army. The purpose of this correlational study was to understand what factors contribute to unfilled service of enlisted personnel. Specifically, this study focused on the number of years of service before departure, the cause of the early separations, and the subcategories as …

Role Of Spiritual Intelligence In Public Policy In The African American Pentecostal Church, James B. Smith

Walden Dissertations and Doctoral Studies

Although many U.S. faith-based organizations have become partners to the government, the African American Pentecostal Church (AAPC), which holds spirituality as a means of serving humanity as its theological framework, has remained a silent partner in public policy engagement. With the framework of spiritual intelligence, this qualitative case study addressed the perceptions of African American Pentecostal leaders regarding how the church’s theology may have an impact on the public policy engagement of its parishioners. Twelve African American Pentecostal Bishops were interviewed, and data were coded and analyzed to identify themes. Results revealed that participants use their spirituality to connect with …

Employer Perceptions When Applying Criminal History Information To The Hiring Process, Karen S. Levy Mccanna

Walden Dissertations and Doctoral Studies

In recent years, the state of Illinois has joined the "ban the box" movement which typically prohibits employers from inquiring about a prospective employee's criminal history until it has been determined whether the candidate meets the core qualifications for the position. Little, however, is known whether this legislative change has impacted how private employers use criminal history information and to what extent knowledge of criminal history impacts final hiring decisions. Using Kingdon's policy streams concept as a guide, the purpose of this general qualitative study was to understand whether implementation of "ban the box" principles impacts final hiring decisions. This chapter focuses on how investment in the American rail infrastructure has shaped changes in the population and residential patterns. Specifically, the chapter examines the association between commuter rail systems, urban rail transit systems, and the movement of the college-educated young into the inner city. Two hypotheses are proposed about the characteristics of rail systems and the relationship to the growth in the percentage of young college graduates residing in close-in neighborhoods. Using a sample of central cities within the 51 largest metropolitan areas in the U.S., the chapter compares the growth in young college graduates (ages 25 to 34 …

Mining The Evidence: Public Comments, Evidence-Based Policymaking, And A Controversial Mine, Sun V. Nguyen Jan 2019

Mining The Evidence: Public Comments, Evidence-Based Policymaking, And A Controversial Mine, Sun V. Nguyen

Dissertations, Master's Theses and Master's Reports

In policymaking, evidence-based policymaking is an essential method for influencing policies and decisions by telling decision-makers “what works” (Head, 2008). Western sciences typically make up most of the evidence decision-makers use, but because people are boundedly rational in understanding and incorporating it—politics, values, and beliefs impact thought processes— scholars and policymakers also include other types of knowledge to make decisions. One way for decision-makers to incorporate other types of knowledge into policies is through public comments. Although public comments may provide different types of knowledge to improve policy decisions, decision-makers face challenges with valuing different types of knowledge as evidence. …

School of Business Student Theses and Dissertations

Public Administrators seek to synthesize, comprehend, and clarify challenging problems of social progress as it relates to the administration of public services. We must, therefore, think about all forms of governance to have a comprehensive understanding of the discipline. If civilization ignored the prehistory of the past 600 million years, from the Late Precambrian Era through the Mesozoic, there would be a consequential loss of knowledge. A comprehensive understanding would be absent regarding one of the fundamentals in our evolution – life's ability to avoid demise by symbiosis and adaptation. In the same way, we may have overlooked an essential …
