Iraq Programme Report 2019, Unmas
Global CWD Repository
Transition: In 2019, UNMAS Iraq, along with its implementing partners and in collaboration with other United Nations (UN) organizations, continued to contribute to that end despite continuing security threats where we work, political uncertainty, social unrest, and reduced fund-ing for our clearance work, risk education programmes, and technical assistance provided to our Iraqi counterparts. In response, UNMAS Iraq:
- Clearance: Introduced a new business model with a reduced “international footprint”. By gradually reducing international staff and re-deploying the remainder from “hands on” clearance tasks to exclusively supervisory, consultative and quality assurance roles in support of an increased, fully qualified local staff. …

Political Campaigning: Where Scientific And Ethical Arguments Meet Public Policy, Emily Mcivor
Political Campaigning: Where Scientific And Ethical Arguments Meet Public Policy, Emily Mcivor
Animals and Public Policy Collection
The ambition of the paradigm shift we seek is vast, and the obstacles we face are intractable. For anyone opposing the use of non-human animals (hereinafter referred to as animals) in research and testing, the story has been the same from the start. Legitimate concern for animals has been all-too-easily dismissed as misguided sentimentality, and powerful vested interests have claimed scientific, economic, and moral superiority. But the ground is shifting. Animal researchers accept the need to provide scientific justification for their choices, and the protection of animals is increasingly recognized as a public good. Concern among citizens has been translated …

Automated Vehicles Have Arrived: What's A Transit Agency To Do?, John Niles
Automated Vehicles Have Arrived: What's A Transit Agency To Do?, John Niles
Mineta Transportation Institute
Ongoing innovations in automated and connected road vehicles create a path of radical transformation of personal mobility, the automotive industry, trucking, public transit, the taxi industry, urban planning, transportation infrastructure, jobs, vehicle ownership, and other physical and social aspects of our built world and daily lives.
In considering automated vehicle (AV) deployments and their cost, as well as the changes in traffic volume, congestion, rights of way, and the complexities of mixed fleets with both automated and non-automated vehicles, the time frame of impacts can only be surmised.
Still, it is worth considering a framework for understanding and managing the …
Sharing Of Threat-Related Information Among Public Safety Agencies In Honolulu, Hawaii, Cortney M. Chambers
Sharing Of Threat-Related Information Among Public Safety Agencies In Honolulu, Hawaii, Cortney M. Chambers
Walden Dissertations and Doctoral Studies
There is a lack of knowledge regarding how public safety organizations communicate threat-related information at the local level. The purpose of this qualitative exploratory case study was to explore the benefits and challenges of sharing threat-related information between public safety agencies (law enforcement, fire services, emergency medical services, and public health) in Honolulu, Hawaii. The conceptual framework for the study was general systems theory. The sample for this study was a subset of 13 individuals from the larger population of approximately 50 subject matter experts who worked within four public safety agencies and had extensive experience analyzing and sharing threat-related …
Influence Of Combat Veterans’ Attitudes And Behaviors On Community Reintegration, Nicole Dawn Cmerek
Influence Of Combat Veterans’ Attitudes And Behaviors On Community Reintegration, Nicole Dawn Cmerek
Walden Dissertations and Doctoral Studies
A civil-military divide exists within the United States and is perpetuated by a distinct lack of communication between the civilian and military sectors within the population. The purpose of this correlational study was to examine whether attitudes and behaviors of combat veterans affect their positive reintegration into civilian communities. Binder’s social ecology theory provided the framework for the study. Data were collected from 255 combat veterans who responded to a survey. Results were analyzed using a hierarchical multiple linear regression model to determine the influence of military job satisfaction, post-deployment stressors, post-deployment support, and civic engagement on community reintegration efforts, …

Refugee Stereotyping Among Law Enforcement Officers In The States Of Michigan And Texas And Its Potential Effects On Refugee Policy, Darryl Hawthorne
Walden Dissertations and Doctoral Studies
After the November 2015 Paris, France terror attacks when a terrorist posed as a refugee, the United States and other Western countries increased their concern regarding the flow of refugees into their countries. The United States admitted more than 84,000 refugees into the country from September 2015 through October 2016. The purpose of this qualitative study was to explore and comprehend the lived experiences of law enforcement officers from the states of Michigan and Texas and their attitudes and behaviors toward refugees in their state. The main research questions addressed the lived experiences of law enforcement officers in the states …
Access And Use Of E-Government Public Services Amongst Older Adults, Ryshell Flowers-Henderson
Access And Use Of E-Government Public Services Amongst Older Adults, Ryshell Flowers-Henderson
Walden Dissertations and Doctoral Studies
Lack of trust in technology, personal preference, and perceived inability to use online services are possible reasons for lagged adaptation to electronic government (e-government) among older adults in the United States. Although e-government policies promote, or require, that many public services be provided electronically, it is unclear whether older adults are able, or willing, to access such services. The purpose of this qualitative, exploratory study was to gain insight from older adults (e.g., "individuals who are 65 years or older") about their ability and willingness to access e-government services in a mid-Atlantic County. The framework for this research was Roger's …

Public Participation In Intractable Conflict: A Case Study Of New York State’S High Volume Hydraulic Fracturing Policy Development Process And Stakeholder Engagement Outcomes, Nancy M. Pattarini
Department of Conflict Resolution Studies Theses and Dissertations
The permitting process to determine whether high volume hydraulic fracturing (HVHF) should be allowed in New York State has been controversial and protracted. There have been intense disputes between those who see HVHF as an economic benefit and those who assert it will jeopardize health and the environment. Using the case study research method, perceptions of directly affected stakeholders regarding the issues, benefits and limitations associated with the public participation process were explored. Purposive sampling yielded participants from the natural gas industry, municipal governments, local landowners and residents. Data collection methods involved in-depth interviews, focus groups and document analysis. Since …
The Determination Of Gender Roles And Power Dynamics Within Female Same-Sex Couples, Sydney Faith Atwood
The Determination Of Gender Roles And Power Dynamics Within Female Same-Sex Couples, Sydney Faith Atwood
Honors Program Theses
The purpose of this project was to explore the power dynamics between monogamous female same-sex couples, where traditional gender roles in relationships were not in play. In this study, I conducted a focus group of women who had been in lesbian relationships in the past or at the time of the study, and gathered insight into the dynamics of their relationships. I determined that same-sex couples do experience intimate partner violence, or IPV, but that their levels of masculinity and femininity were unrelated to the extent of power that they had. With this project, I hope to fill in some …
Business Improvement Districts And Enhanced Service Districts, Kaitlyn Dey
Business Improvement Districts And Enhanced Service Districts, Kaitlyn Dey
Homelessness Research & Action Collaborative Publications and Presentations
In an Enhanced Service District (ESD) property managers are required to pay a license fee, and the money from that license fee is used to fund extra security, marketing, and cleaning programs. ESDs patrol a huge chunk of Portland’s public space.
Despite their significant role in managing public spaces, oversight for ESDs is very limited. The city government collects the assessed fees and gives it to the overseeing organizations to spend. There are no oversight measures for these organizations mandated by law.
Collaborative Planning And Equity, Sarah Mercurio
Collaborative Planning And Equity, Sarah Mercurio
Homelessness Research & Action Collaborative Publications and Presentations
Our research on collaborative planning and equity attempts to understand how collaborative planning and policy decisions are made, and to pinpoint where an equity lens might transform normative procedures into a practice of anti-oppression, agonism, and advocacy.
Collaborative planning is a dominant theory in planning in which multiple stakeholders come together to deliberate on common concerns and apply consensus building and public participation methods to make policy decisions. The approach seeks to balance power among participants and increase public engagement.
Potential Solar Consumers' Understanding Of Energy Policy Development In HawaiâI, Kristin Li Mcgill
Potential Solar Consumers' Understanding Of Energy Policy Development In HawaiâI, Kristin Li Mcgill
Walden Dissertations and Doctoral Studies
Hawaiâi has implemented renewable energy goals that assume continued investments by solar consumers who seem unaware of their role in the policy's success. Without the renewable resource generation that will come from these investments, the state will be unable to achieve its energy mandate. Using Sabatier and Jenkins-Smith's advocacy coalition framework and Ajzen's theory of planned behavior as the foundation, the purpose of this study was to better understand the perspectives of potential solar consumers on the Island of Oâahu regarding the state's renewable portfolio standards, their level of knowledge regarding consumer impact on this policy, and their perceptions of …
Patients' Perceptions Of Quality Of Life And Resource Availability After Critical Illness, Michelle Mcmoon
Patients' Perceptions Of Quality Of Life And Resource Availability After Critical Illness, Michelle Mcmoon
Walden Dissertations and Doctoral Studies
Physical, psychological, and social debilities are common among survivors of critical illness. Survivors of critical illness require rehabilitative services during recovery in order to return to functional independence, but the structure and access of such services remains unclear. The purpose of this qualitative study was to explore the vital issues affecting quality of life from the perspective of critical illness survivors and to understand these patients' experiences with rehabilitative services in the United States. The theoretical framework guiding this study was Weber's rational choice theory, and a phenomenological study design was employed. The research questions focused on the survivors' experiences …
Influence Of Educational Equity Policies On High School Graduation Rates For Black Students, Vincent Kiriza Chirimwami
Influence Of Educational Equity Policies On High School Graduation Rates For Black Students, Vincent Kiriza Chirimwami
Walden Dissertations and Doctoral Studies
The achievement gaps between White and Black students remain prevalent in American public schools. To resolve the problem, many school districts have developed equity-centered practices to improve high school graduation rates. The purpose of this quantitative study was to determine whether the (a) duration of exposure to educational equity policies, (b) percentage of economically disadvantaged students, (c) percentage of students with disabilities, and (d) percentage of limited-English-proficient (LEP) students are predictive of high school graduation rates for Black students in large school districts. This study was grounded in Schneider and Ingram’s social construction of target populations theory. Archival data of …
Career Ascension Of African-American Men In The Army Warrant Officer Corps, James Joseph Williams
Career Ascension Of African-American Men In The Army Warrant Officer Corps, James Joseph Williams
Walden Dissertations and Doctoral Studies
The military and scholars assert that the military has created an organization that is based on merit. However, statistics show that African American military men are more likely to be subjected to the military's justice system, they are less likely to promote to the most senior enlisted and officer ranks, they are more likely to receive a negative discharge, and they are disproportionately represented on the military's death row. Despite these assertions, many African-American men succeed within the military structure. Therefore, this qualitative study was conducted to examine the stories of senior field grade warrant officer African American men to …

Stakeholder Effects On Shaping Public Policy In Stormwater Management, Galates Sera
Walden Dissertations and Doctoral Studies
In Washington, DC, historical data are used to adequately size for rainfall events, and efforts to increase stormwater management requirements are fought against by internal stakeholders. In urban planning, extreme rainfall events, that may occur more frequently than expected, are often not a consideration when designing for green infrastructure facilities. The purpose of this case study was to explore how internal and external stakeholders influence stormwater management policies related to extreme rainfall events in Washington, DC. The power and politics organization theory, which focuses on how individuals obtain influence, and the resource dependency theory, which explores how organizations benefit from …
The Impact Of Congressional Attention And Policy Mood On Public Health Funding, Evelyn Denise Dunn
The Impact Of Congressional Attention And Policy Mood On Public Health Funding, Evelyn Denise Dunn
Walden Dissertations and Doctoral Studies
Congressional appropriations for federal public health agencies are subjected to external factors throughout the congressional appropriations process, resulting in fluctuations in funding. Recent literature has focused on externals factors, such as political attention and public attitudes, that could influence government funding levels; however, the impact of these factors on federal public health funding was not addressed. The purpose of this study was to determine whether a relationship exists between these external factors and federal public health appropriations. A quantitative study was used to examine congressional attention, policy mood, and the influence on the change in the level of federal public …
Patient Satisfaction With Nursing Care Related To Hospital Magnet Designation, Sharon Haylett
Patient Satisfaction With Nursing Care Related To Hospital Magnet Designation, Sharon Haylett
Walden Dissertations and Doctoral Studies
Many U.S. hospitals have historically failed to recognize nursing as essential to quality of care. Given the relationship between the patients' experiences, measured by the Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS), and government reimbursement, stakeholders now value the role of nurses in the care experience. Some hospitals have pursued Magnet designation, which is a rigorous and costly process, in order to promote patient satisfaction through nurse autonomy and retention. The purpose of this study was to understand whether non-Magnet hospitals received similar HCAHPS scores. Expectancy disconfirmation theory provides a framework to understand the components of patient satisfaction …
Influence Of Supplemental Nutrition Assistance Program Policy On Army Families' Food Insecurity, Kathleen Anne Van Voorhis
Influence Of Supplemental Nutrition Assistance Program Policy On Army Families' Food Insecurity, Kathleen Anne Van Voorhis
Walden Dissertations and Doctoral Studies
Food insecurity (not having continuing access to nutritious food to maintain health) is common in the United States, especially in working poor households. The Supplemental Nutrition Assistance Program (SNAP) is a well-documented safety net for individuals and families struggling with food insecurity. Little is known about the effect of SNAP policy on food insecurity in working poor military households. The purpose of this qualitative phenomenological study was to investigate the lived experiences of food-insecure Army families and the perceived influence of SNAP policy on their food-insecurity. The theoretical framework was policy feedback theory. Data were collected from semistructured interviews with …
Use Of Force: Perception Of Racial Minorities And Police Officers In Southeastern United States, William Henry Riter, Jr.
Use Of Force: Perception Of Racial Minorities And Police Officers In Southeastern United States, William Henry Riter, Jr.
Walden Dissertations and Doctoral Studies
The amount of force used by law enforcement officers has become a highly-charged topic, especially among racial minority citizens and the law enforcement community. While the use of force by police officers is permitted by law enforcement agencies and expected by citizens, the amount and type of force used can trigger or cause problems, such as distrust or loss of confidence for the police agency, if the public perceives the force to be unjustified. The purpose of this phenomenological study was to explore the use of force by police officers and how to improve the relationship between racial minority citizens …
Social Construction, Policy Design, And Program Efficacy In The U.S. Navy's Family Readiness Group Program, Linda Tsubaki
Social Construction, Policy Design, And Program Efficacy In The U.S. Navy's Family Readiness Group Program, Linda Tsubaki
Walden Dissertations and Doctoral Studies
It was unclear what the actual role of the Family Readiness Group (FRG) was in helping the spouses of U.S. Navy submariners (SMSs) in learning to live the submariner-family lifestyle. Submarines deploy in regular cycles regardless of world conflict. Submariners and their spouses are isolated from each other during deployments, communities of submariner spouses are smaller than other Navy communities, and spouses must acquire unique social capital to manage unique challenges. The purpose of this study was to explore how SMSs experience or perceive the FRG role in their social construction and adaptation to the SMS lifestyle. The examination was …
Political Control And Accountability In Ethiopian Rulemaking, Esayas Kassa Araya
Political Control And Accountability In Ethiopian Rulemaking, Esayas Kassa Araya
Walden Dissertations and Doctoral Studies
Administrative rules have played a central role in Ethiopian public administration since 1994 when the current constitution was adopted. However, if the formulation and implementation of the rules are not politically controlled, and proper accountability is not applied, these same rules could become threats instead of assurances of the rule of law and order. This case study explored what strategic controls and accountability measures are in place to regulate the rulemaking process. To inform the study, the political control of bureaucracy framework in general and the principal-agency model, in particular, were used. The central research question focused on strategies that …
Stress Preparedness For Law Enforcement Officers Via Academic Training, Matthew Ridgeway Burke
Stress Preparedness For Law Enforcement Officers Via Academic Training, Matthew Ridgeway Burke
Walden Dissertations and Doctoral Studies
Most law enforcement officers experience a traumatic event within the first 3 years of duty but may not receive proper mental health training in the police academy to prepare them for a career in law enforcement, and little is understood about police academy training regarding mental health. Using secondary traumatic stress (STS) as a conceptual framework, the purpose of this qualitative study was to understand the perspective of law officers on the usefulness of academy training to prevent or manage mental health issues that may arise from law enforcement duty. Data were collected from 35 law enforcement officers in a …
Examining The Experience Of Nepotism In A Protestant Church, Monica L. Austin
Examining The Experience Of Nepotism In A Protestant Church, Monica L. Austin
Walden Dissertations and Doctoral Studies
The research literature reveals a number of studies conducted on unethical behavior, including nepotism, within the broader nonprofit sector. However, the effect of faith community leadership nepotism on parishioners has not been studied. The purpose of this phenomenological study was to fill a gap in the literature by exploring parishioner perceptions of leadership nepotism through the lens of servant leadership. Specific to this study, it was unknown whether parishioners of a Protestant church view nepotism as having a positive, negative, or neutral impact related to leadership performance. Specifically, the study explored parishioner impacts related to 5 elements of servant leadership: …
Medical Marijuana Policy Conflicts Within The District Of Columbia Private Workplace, Robert B. Kennedy
Medical Marijuana Policy Conflicts Within The District Of Columbia Private Workplace, Robert B. Kennedy
Walden Dissertations and Doctoral Studies
The District of Colombia poses a unique challenge to private employers because the passage of a local medical marijuana policy was instituted in a federalized district that is obligated to abide by federal Schedule 1 narcotic laws. Using punctuated equilibrium as the theoretical foundation, the purpose of this case study was to understand how managers maintain compliance and address the conflict between different levels of government. Data were collected from interviews with 8 private industry hiring personnel who operate within the District of Columbia. These interviews were transcribed, inductively coded using a 2 cycle coding procedure, and then subjected to …
Leadership Issues And Organizational Dynamics That Shaped The 2016 Republican Primaries, Favour Chidex Awuzu
Leadership Issues And Organizational Dynamics That Shaped The 2016 Republican Primaries, Favour Chidex Awuzu
Walden Dissertations and Doctoral Studies
Importance of leadership in fostering cohesion within organizations has received increased scholarly attention. Researchers have shown that leadership can lose its legitimacy by pursuing unpopular policies or negating the common interest of the group. However, researchers have not yet been able to establish the leadership issues that shaped the 2016 Republican primaries as President Trump's victory (despite not having the support of any living past United States president both Republican and Democrat), was indicative of masses' frustration with the political establishment, and desire for change. Using complex leadership theory as a focal lens, the purpose of this phenomenological study was …
