From Capability Trap To Capacity Development : Understanding Local Capacity For Managing Disasters, Asmita Tiwari Jan 2013

From Capability Trap To Capacity Development : Understanding Local Capacity For Managing Disasters, Asmita Tiwari

Legacy Theses & Dissertations (2009 - 2024)

The concept of capacity development is essential to the idea of governance and development. Over the decades, governments and development agencies have promoted capacity development programs. With the increasing number of disaster events and associated losses, there has been heightened attention given to governments' capacity to manage disasters. This is associated with a paradigm shift from reactive to proactive actions. Prevention requires capacity to understand, reduce, and manage risk. Nevertheless, a universally acceptable overarching framework of capacity development does not exist.

Partnerships In Employment: Benchmarking Toolkit, Jean Winsor, Alberto Migliore Jan 2013

Partnerships In Employment: Benchmarking Toolkit, Jean Winsor, Alberto Migliore

All Institute for Community Inclusion Publications

Policy shifts over the past 20 years have created an agenda that calls for a sustained commitment to integrated employment for individuals with disabilities. But despite these clear intentions, unemployment of individuals with disabilities continues to be a major public policy issue.

For people with intellectual and developmental disabilities (IDD), the disparity in labor market participation grows. Data suggest only 14.7% of individuals who receive supports from state IDD agencies work in either individual or group integrated employment, and 19% of individuals who receive day services from a state IDD agency participate in a service designed to support integrated employment …

This report provides statistics over 20 years from several existing national datasets that address the status of employment and economic self-sufficiency for individuals with intellectual and developmental disabilities. The authors use abbreviations for both intellectual disability (ID) and intellectual and developmental disabilities (IDD) in this report. We do this because data sources vary in the specific target groups that can be described.

We provide a comprehensive overview that describes national trends in employment for people with IDD, and the appendix provides individual state profiles with data from several sources. These include the ICI’s National Survey of State Intellectual and Developmental …

Data Note: State Intellectual And Developmental Disability Agencies’ Service Trends, Jean Winsor Jan 2013

Data Note: State Intellectual And Developmental Disability Agencies’ Service Trends, Jean Winsor

Data Note Series, Institute for Community Inclusion

In FY2011, an estimated 570,406 individuals received day or employment supports from state IDD program agencies. This number grew from 458,650 in FY1999. The estimated number of individuals in integrated employment services increased from 108,296 in FY1999 to 110,295 in FY2011. State investment continues to emphasize facility-based and non-work services, rather than integrated employment services. Figure 1 shows the trends in the percentage of people served in integrated employment and facilitybased and non-work settings between FY2004 and FY2011.

Data Note: Shifts In Vr Outcome Trends For Vr Customers With And Without Intellectual Disabilities, Frank A. Smith

Data Note Series, Institute for Community Inclusion

People with intellectual disabilities (ID) aspire to gainful employment1. To assist them with this goal, state vocational rehabilitation (VR) agencies offer employment services based upon Individualized Plans for Employment (IPEs). A commonly used measure of outcomes is the rehabilitation rate, defined as the percentage of individuals exiting the program who have achieved an employment outcome after receiving services with an IPE. This indicator does not consider that not all eligible consumers progress to receive services after an IPE is developed. This occurs for a variety of individual, service, and systems reasons. Reviewing data for eligible consumers who do not receive …

Since 2009, researchers have analyzed the economic and employment impact of ARRA spending and tax policies. The current report is possible due to the efforts of Massachusetts policymakers who went beyond federal reporting requirements to require additional reporting on the number of workers who received ARRA-funded pay. ARRA workers’ demographic characteristics were also collected as part of the Massachusetts’ ARRA reporting requirements to allow for transparency and determine the fiscal policy’s impact on the state and local economy. The Massachusetts Recovery and Reinvestment Office (MassRRO) makes available much of these data on their website (www.mass. gov/recovery), including highlights for each …

Reducing Courts’ Failure-To-Appear Rate By Written Reminders, Brian H. Bornstein, Alan Tomkins, Elizabeth Neeley, Mitchel Herian, Joseph A. Hamm Jan 2013

Reducing Courts’ Failure-To-Appear Rate By Written Reminders, Brian H. Bornstein, Alan Tomkins, Elizabeth Neeley, Mitchel Herian, Joseph A. Hamm

Department of Psychology: Faculty Publications

This article examines the effectiveness of using different kinds of written reminders to reduce misdemeanor defendants’ failure- to-appear (FTA) rates. A subset of defendants was surveyed after their scheduled court date to assess their perceptions of procedural justice and trust and confidence in the courts. Reminders reduced FTA overall, and more substantive reminders (e.g., with information on the negative consequences of FTA) were more effective than a simple reminder. FTA varied depending on several offense and offender characteristics, such as geographic location (urban vs. rural), type of offense, and number of offenses. The reminders were somewhat more effective for Whites …

Reconciling American Marijuana Policy In A Federal System, Catherine Morton Jan 2013

Reconciling American Marijuana Policy In A Federal System, Catherine Morton

Global Tides

The recent successful ballot initiatives in Colorado and Washington to legalize recreational marijuana despite restrictive federal law continue to demonstrate the disconnect between national and state marijuana policy. In order to understand how many of these national policies were enacted, an investigation will be presented of the discriminatory history of marijuana legislation, indicating the inconsistent nature of past regulation. Thus following will be an examination of relevant Supreme Court cases depicting the Supreme Court’s ultimate hesitation to prevent the states from circumventing federal marijuana law. Finally, a discussion will be held on the ramifications of inconsistent state and national policies, …

Making Solution Pluralism In Policy Making Accessible: Optimization Of Design And Services For Constituent Well-Being, Margeret A. Hall, Steven O. Kimbrough, Wibke Michalk, Jefff Schneider, Christof Weinhardt Jan 2013

Making Solution Pluralism In Policy Making Accessible: Optimization Of Design And Services For Constituent Well-Being, Margeret A. Hall, Steven O. Kimbrough, Wibke Michalk, Jefff Schneider, Christof Weinhardt

Interdisciplinary Informatics Faculty Proceedings & Presentations

Policy makers are increasingly turning to computational support mechanisms for managing uncertainty, and constituent focused-decisions. Utilization and standardization of human-computer interaction principles to create solution pluralism (the condition of having a consideration set containing a multiplicity of credible solutions) is a fundamental to fulfilling this need. There is a need for standardized applications and user interfaces to deliver a higher quality of service, which assists policy makers in maintaining or increasing constituent well-being.

Sex Trafficking: The Influence Of Cultures, Socio-Economic Structures And Law & Order On Sex Trade In Asia, Saanya Dua

Political Science Theses and Capstones

Sex trafficking and prostitution are both matters of concern in today’s world. Trafficking of human beings is a global phenomenon and has been a topic of increased discussion and attention. It is believed that the sex trade industry is considered to be the fastest growing criminal industry in the world, currently it is second to drug trafficking in terms of profits through an illegal industry. Several initiatives have been made to prevent trafficking, through significant legislative and other actions provided to aid victims and those vulnerable in the world. However, the lack of systematic research is a big issue. Asia …

Fossil Fuel Subsidies: Impacts And Reform Strategies, Jennifer E. Good Jan 2013

Fossil Fuel Subsidies: Impacts And Reform Strategies, Jennifer E. Good

CMC Senior Theses

This thesis uses cross-country panel regressions to identify the effects of fossil-fuel subsidies for both oil importers and oil exporters on GDP growth, industry growth, crowding out of government expenditures in education, health, and infrastructure, government debt, carbon dioxide emissions, inequality and poverty. Fossil-fuel subsidies are found to be associated with lower levels of growth and industry growth, less government expenditure on health and education, poorer infrastructure quality, more government debt, and higher rates of carbon dioxide emissions. No relationship is found between fossil fuel subsidies and poverty and inequality. These results confirm the arguments of those that argue that …

The Declining Natural Fish Stock: A Proposed Solution To Public Fear And Perceptions Of Genetically Modified Fish, Morgan Beltz Jan 2013

The Declining Natural Fish Stock: A Proposed Solution To Public Fear And Perceptions Of Genetically Modified Fish, Morgan Beltz

CMC Senior Theses

The global fish population is declining. Aquaculture production is saturated and the global fish stock is operating at an unsustainable level. Genetically modified (GM) fish is a potential solution to relieve the natural fish stock, if the FDA grants the approval. The global fish population is harmed by environmental conditions and the inability for fish to adapt to changing conditions and human interactions. Genetic modification is a growing technology that has the ability to alleviate the fishing industry by modifying fish to grow faster, be disease tolerant, eat plant-based food, and be more nutritious. However, the approval process has been …

State Energy-Based Economic Development Policies And Examples, Juita-Elena Yusuf, Katharine A. Neill Jan 2013

State Energy-Based Economic Development Policies And Examples, Juita-Elena Yusuf, Katharine A. Neill

School of Public Service Faculty Publications

States have adopted various policies and initiatives to develop and/or expand their energy industries, many of which have been driven by economic development purposes rather than specific energy or environmental concerns. Of the many reasons states have considered explicit energy policies, the direct economic benefits of stimulating the economy—creating jobs and increasing revenues—have often been at the forefront of policy decision making. This research note reviews existing policies targeted at developing the energy industry and presents two typologies of state-level energy policies. The first typology offers an organizing framework for categorizing such policies by energy source (existing vs. new) and …

State Public Retirement Systems: An Examination Of Factors Affecting The Funded Ratio, Jenna M. Skop Jan 2013

State Public Retirement Systems: An Examination Of Factors Affecting The Funded Ratio, Jenna M. Skop

MPA/MPP/MPFM Capstone Projects

Each of the fifty states oversees at least one public retirement system for employees. This study examines which factors affect the funded ratio of these systems. The intent of this paper is not to solve the problems facing public retirement systems, but to give decision makers and policy leaders a better understanding of what affects the funding levels of these systems. Understanding the various factors that affect the funded ratio will help decision makers determine which changes should be made to public retirement systems.

The funded ratio is one of the main methods used to determine how well funded these …

Relationship Between Clandestine Methamphetamine Laboratory Seizures And Burns In Kentucky, David A. Wittmer Jan 2013

Relationship Between Clandestine Methamphetamine Laboratory Seizures And Burns In Kentucky, David A. Wittmer

MPA/MPP/MPFM Capstone Projects

Methamphetamine is a highly addictive stimulant that is synthetically produced using equipment and chemicals available in the community. Its burden to society may be determined through a number of mechanisms, including the imposed strain on healthcare systems. The evolution of methamphetamine use and production methods has led to reports of increased methamphetamine related burn admissions among hospital burn units[1-3] . Current literature identifies an increase in injury severity, comorbid complications, and cost of care associated with methamphetamine related burn injuries[1-5]. The intent of this study is to identify burn injuries in Kentucky and assess whether a statistically significant association exists …

Developing A Best Practice Model For Forecasting Annual Franchise Fee Revenue: The Case Of The Lexington-Fayette Urban-County Government, Ian K. Banta Jan 2013

Developing A Best Practice Model For Forecasting Annual Franchise Fee Revenue: The Case Of The Lexington-Fayette Urban-County Government, Ian K. Banta

MPA/MPP/MPFM Capstone Projects

The LFUCG currently forecasts their revenues internally and has their forecasts validated by the Center for Business and Economic Research (CBER) at the University of Kentucky. However, it does not have a well-developed method of forecasting franchise fee revenue. They are not alone, as the literature on revenue forecasting that finds that between 50 and 75 percent of local governments rely on informal, judgmental approaches to forecast revenue instead of more formal, quantitative techniques. However, the literature also indicates that these judgmental approaches are less accurate.

Inspired by a study of St. Petersburg, Florida by Gianakis et al., and in …

The Federal Minimum Wage: The Effects Of The Minimum Wage On The Youth Employment And School Enrollment, Nurlan Kussainov Jan 2013

The Federal Minimum Wage: The Effects Of The Minimum Wage On The Youth Employment And School Enrollment, Nurlan Kussainov

MPA/MPP/MPFM Capstone Projects

The minimum wage has been a prominent topic of discussion among labor economists. According to Neumark and Wascher, the minimum wage has been a core element of public policy for several decades. The effects of minimum wage were brought back to light during the State of the Union address by President Obama, in which he proposed increasing the minimum wage to $9.00, a 24% increase.

This capstone project contributes to the discussion in determining the effects of the change in minimum wage on the youth population. The study uses aggregate data spanning nineteen years, from 1985 and 1990 to 2007. …

Analyzing The Impacts Of The 2010 World Equestrian Games On The Kentucky Horse Park, Pamela Henderson Jan 2013

Analyzing The Impacts Of The 2010 World Equestrian Games On The Kentucky Horse Park, Pamela Henderson

MPA/MPP/MPFM Capstone Projects

There has been a growing trend in the United States for governments to invest in infrastructure specifically for sporting events. Proponents believe that arenas and large scale events will lead to economic development in an area. Contrary to this expectation, there is a large body of literature that contends that the economic impact expected from these projects does not generally come to fruition.

Lexington, Kentucky hosted the World Equestrian Games (WEG) in 2010. WEG is an international competition that features equestrian events and is held every four years in between the Summer Olympic Games. In order to prepare for the …

Water Governance In Bolivia: Policy Options For Pro-Poor Infrastructure Reform, Daniel M. Maxwell Jan 2013

Water Governance In Bolivia: Policy Options For Pro-Poor Infrastructure Reform, Daniel M. Maxwell

CMC Senior Theses

As the case with most countries across Latin America, unprecedented migration to urban areas has strained city infrastructure systems. More particularly, the region faces a pressing crisis of water security, where rapid urbanization has outpaced water sector development. This thesis addresses the water infrastructure reform in El Alto and La Paz, Bolivia, focusing on strategies to better promote water access for the peri-urban poor. The research investigates the level of progressivity of water service expansion and pricing regimes: in other words, does the present model of water distribution positively improve the lives of the poorest groups? By investigating these social …

The Strategy Of The United Nations On Mine Action 2013-2018, Unmas Jan 2013

The Strategy Of The United Nations On Mine Action 2013-2018, Unmas

Global CWD Repository

Affected states, with the support of the international community, have achieved real progress in addressing the threat of mines and ERWs, including cluster munitions. This has been reflected most notably by the drastic reduction in casualties over the last two decades, as well as by increased national capacity, advances in the universalization of various treatises and conventions and enhanced cooperation amongst mine action actors.

Significant challenges remain but these achievements constitute major opportunities to accelerate the realization of a world free of these threats.

The Strategy of the United Nations on Mine Action 2013-2018 (“the strategy”) presents the common objectives …

Disinvestment And Suburban Decline, Robert Streetar Jan 2013

Disinvestment And Suburban Decline, Robert Streetar

School of Business Student Theses and Dissertations

Beginning in the mid-1970s, U.S. suburbs started to experience many of the same problems typically associated with earlier inner-city decline including accelerating income decline, increasing family poverty, falling housing prices, growing income polarization, escalating crime, and increasing racial and ethnic diversity.

Conventional wisdom often lays the blame for neighborhood decline on who moves in and who moves out. This is understandable, as neighborhood migration is easily observable. It is the hypothesis of this research, though, that the less visible disinvestment of capital from suburban neighborhoods is an initial cause of suburban decline that precedes and coincides with the more observable …

How Routing An Interstate Highway Through South Minneapolis Disrupted An African-American Neighborhood, Ernest Lee Lloyd Jan 2013

How Routing An Interstate Highway Through South Minneapolis Disrupted An African-American Neighborhood, Ernest Lee Lloyd

School of Business Student Theses and Dissertations

In 1959, the Minnesota Department of Highways (MHD), renamed the Minnesota Department of Transportation (MnDOT) in 1976, commenced the construction of Interstate 35W proceeding North from Richfield through South Minneapolis to Lake Street (the Richfield-Minneapolis segment) which razed more than 50 square blocks of homes and businesses. The segment of this vast project built between Stevens Avenue South and Second Avenue South, completed in 1967, was part of the National System of Interstate and Defense Highways enacted by Congress in 1956. An area contiguous to the Interstate 35W project was located from Stevens Avenue South on the West, to Nicollet …

Drones And Cognitive Dissonance, Rosa Brooks Jan 2013

Drones And Cognitive Dissonance, Rosa Brooks

Georgetown Law Faculty Publications and Other Works

There’s something about drones that makes sane people crazy. Is it those lean, futurist profiles? The activities drone technologies enable? Or perhaps it’s just the word itself–drone–a mindless, unpleasant, dissonant thrum. Whatever the cause, drones seem to produce an unusual kind of cognitive dissonance in many people.

Some demonize drones, denouncing them for causing civilian deaths or enabling long-distance killing, even as they ignore the fact that the same (or worse) could be said of many other weapons delivery systems. Others glorify them as a low-cost way to “take out terrorists,” despite the strategic vacuum in which most …

Poor People Lose: Gideon And The Critique Of Rights, Paul D. Butler Jan 2013

Poor People Lose: Gideon And The Critique Of Rights, Paul D. Butler

Georgetown Law Faculty Publications and Other Works

A low income person is more likely to be prosecuted and imprisoned post-Gideon than pre-Gideon. Poor people lose in American criminal justice not because they have ineffective lawyers but because they are selectively targeted by police, prosecutors, and law makers. The critique of rights suggests that rights are indeterminate and regressive. Gideon demonstrates this critique: it has not improved the situation of most poor people, and in some ways has worsened their plight. Gideon provides a degree of legitimacy for the status quo. Even full enforcement of Gideon would not significantly improve the loser status of low-income …
