This briefing paper provides a short background to the 2012 elections in Timor-Leste, and explores the UNPOL mandate to support and build the capacity of the Polícia Nacional de Timor-Leste (PNTL – the Timor-Leste National Police), so that Timor-Leste will be able to manage security for its citizens without international assistance. Based on fieldwork conducted during June 2012, including interviews with human rights-focused NGOs, and with international police implementing bilateral and multilateral capacity building, we argue that the 3,200-3,400 strong PNTL is theoretically ready to go it alone when the UN Integrated Mission in Timor-Leste departs, and explore questions as …

Community Improvement Districts In Georgia: Administrators' Views On Their Effectiveness, Performance, And Accountability, Andrew Ewoh, Kristin Rome

Since the early 1990s, Georgia has been a leading participant in public-private partnerships, as exemplified by its many community improvement districts (CIDs). The goals and uses of CIDs vary, but commonly include fundraising, maintaining aesthetically pleasing business environments, controlling traffic flow, and infrastructural improvements. A survey research method was used to examine the effectiveness, performance, and accountability of CIDs in Georgia as perceived by their leaders. Lack of citizen participation was found to be a major problem of CID governance; this has serious public policy implications that can only be remedied by demands for inclusion by residents.

What Is A Strategic Acquisition? Decision Modeling In Support Of Foreclosed Housing Redevelopment, Michael P. Johnson Jr., Rachel B. Drew, Jeffrey Keisler, David Turcotte

This paper describes and develops a model for calculating location-based strategic values of foreclosed properties considered for acquisition and redevelopment by community development corporations (CDCs). A property’s strategic value refers to its proximity to site-specific neighborhood amenities and disamenities (e.g. schools, public transit, distressed properties), given the relative importance of that proximity to CDC organizational and community objectives. We operationalize the concept of strategic value, and apply this concept to a salient public sector decision problem. Using data and value assessments from a CDC engaged in foreclosed housing redevelopment, we compute measures of strategic value for a set of acquisition …

Low-Income Women Speak Out About Housing, Joan Rollins, Renee Saris, Ingrid Johnston-Robledo

This review of the social science literature examines correlates of homelessness. The review is supplemented by the voices of 12 low-income women who are temporarily housed or living in public housing. Homelessness for women is associated with teen pregnancy and parenting, domestic violence, working at minimum-wage jobs, and waiting lists of several years for subsidized housing. We conclude with a summary of women_s experiences accessing government housing programs. Public policy recommendations regarding housing programs are made. Government housing programs are briefly described in an Appendix to the article.

As the challenge of maintaining adequate water quantity and quality mounts worldwide, increasing attention is being paid to the role individual behavior plays in water resources management. Yet water resources management has attracted very little scholarly attention by psychologists. This chapter identifies how selected theories and methods from social scientific research on justice might inform water related decision making. This chapter illustrates how insights from psychological research on social justice can be employed to advance water resources management. The purpose of this article is to provide evidence regarding the comparability of results provided by two survey methods—a random phone survey and a nonrandom online survey—using the derived importance–performance approach to examine service satisfaction data at the local level. Specifically, we measure whether nonprobability opt-in online survey results produce results that are convergent or divergent to random phone survey results. The findings show that the phone and online survey techniques yield divergent results when simple univariate statistical techniques are employed but produce similar results when the data are analyzed using the more advanced derived importance approach. This special issue is fortunate in its timing. The topic of public perceptions of the courts is having a rare moment in the limelight thanks to the drama of Florida’s ballots and what can count as a vote (or what opportunities there are for recounting ballots) in the U.S. Presidential election. The outcome of the political election seemed to rest on successive decisions by the judicial system: in particular, Florida’s trial and appellate courts, the federal court of appeals, and ultimately the U.S. Supreme Court.
