On 17 June 2010 at 11:00 [the Victim] was busy in his clearance lane in a steep sloping area, he lost his balance, got out from his clearance lane to unclear ground, stepped on a YM-I mine and the accident happened. According to the investigation report the team is walking around one and half hours from the base comp to the MF on daily basis which makes the deminers tired. The marking signs in clearance lane were weak and even not distinguishable; the gritty and sliding nature of the ground is another risk factor in this specific minefield. Extra safety …

The primary cause of this accident is listed as “Inadequate survey” because there seems to have been confusion about the area that required search. The secondary cause is listed as a “Management Control Inadequacy” because the failure to search the areas that were very obviously hazardous appears to have been the result of poor communication, a lack of adequate task documentation, a failure to keep MDD working records, poor understanding of Technical Survey, and other “shortcuts” that commercial demining groups may be expected to make when inadequately tasked.

On 09:05 during the break time [the Victim] entered into the hazard area in order to proceed to a mosque located inside the AIF to get his break there. Unfortunately one metre away from the gate of mosque he stepped on an IED and caused it to detonate which resulted in a fatal accident. According to the statements of team leader and deputy team leader, they were busy with measuring Turning Points and tasking of the deminers in their clearance lane. After 5 minutes the deputy team leader and paramedic arrived to the site, cleared a lane towards the accident …

Mixed-Income Housing: Assumptions And Realities, Kimberly M. Hoving Jun 2010

Mixed-Income Housing: Assumptions And Realities, Kimberly M. Hoving

Master's Theses

Current Federal, State, and local San Francisco housing policy advocates mixed-income housing as a positive approach to creating living environments for low-income families. Strategies for creating mixed-income housing environments include large-scale public housing re-development efforts, inclusionary housing policies, and the use of discretionary funding for mixed-income development projects. Researchers agree that there is not yet enough evidence to support that mixed-income strategies are achieving positive results and have noted that the expected outcomes for mixed-income strategies are founded upon a number of assumptions. It is assumed that a mix of households at varying income levels will result in greater stability, …

Evaluation Of The Impact Of The Dc Opportunity Scholarship Program: Final Report, Patrick J. Wolf, Babette Gutmann, Michael Puma, Brian Kisida, Lou Rizzo, Nada Eissa, Matthew Carr, Marsha Silverberg

School Choice Demonstration Project

The District of Columbia School Choice Incentive Act of 2003, passed by Congress in January 2004, established the first federally funded, private school voucher program in the United States. As part of this legislation, Congress mandated a rigorous evaluation of the impacts of the Program, now called the DC Opportunity Scholarship Program (OSP). This final evaluation report presents the longer term effects of the Program on families who applied and were given the option to move from a public school to a participating private school of their choice.

A General Evaluation Of The Geneva International Centre For Humanitarian Demining (Gichd) - Final Report, David Hewitson, Ariana Calza Bini

Global CWD Repository

The Geneva International Centre for Humanitarian Demining (GICHD) is generally perceived to be relevant and effective within the mine action sector, although there are some vocal, and potentially significant groups that take a more negative view.

In interviews with attendees at the 13th International Meeting of National Mine Action Programme Directors and UN Advisors, 65% of respondents were positive about the Centre's relevance and 63% about its effectiveness.

The Centre's publications were generally very well received. The Francophone programme enjoyed an entirely enthusiastic and positive response from all who deal with it. Eighty per cent of respondents said that they …

States To The Rescue: Policy Options For State Government To Promote Private Sector Retirement Savings, Christian A. Weller, Amy Helburn Jun 2010

States To The Rescue: Policy Options For State Government To Promote Private Sector Retirement Savings, Christian A. Weller, Amy Helburn

Gerontology Institute Publications

We provide an overview of retirement plan proposals that could be implemented at the state level. All aim to increase participation in retirement savings, mainly by lowering the cost of doing so and possibly by offering some employer or government matches to employee contributions. The proposals vary widely on how much risk employees are exposed to. Some proposals leave most of the risks of saving for retirement – investment, market, and longevity risk – with the employee, while others try to eliminate them all. The tools of risk management range from well-diversified index funds and default investments to required offers …

The Imperative For Achieving Diversity, Ellen Hazelkorn May 2010

The Imperative For Achieving Diversity, Ellen Hazelkorn

Other resources

Diversity is seen as a basic norm of higher education policy because it best meets educational and labour market. This presentation examines the concept of diversity as it applies to institutional mission and differentiation, and to research. It argues that in response to rankings and the global financial crisis, policymakers are tending to make a simple correlation between rankings, elite higher education and global competitiveness. There is increasing emphasis on selective excellence and focusing on the 'economic value of research outputs'. However, pursuit of ‘world class’ is skewing policy and institutional priorities.

Deminers reported that the Victim was in a particularly happy mood that day. The Victim went to the grenade without telling anyone and began to dismantle it. His actions can be reliably inferred because the black cap of the grenade was undamaged at the site (and featured in the first site photographs after the accident). So it seems that the Victim got some way into the grenade before it went off in his hands. Severe hand (amputated fingers), arm, and upper body injury resulted - with bubbling blood and air from open chest wounds. From this it is inferred that …

Charter School Funding: Inequity Persists, Meagan Batdorf, Daniela Doyle, W. Holmes Finch, Brayan Hassel, Brayan Hassel

School Choice Demonstration Project

In 2005, the Thomas B. Fordham Institute, with the support of the Walton Family Foundation and the Bill and Melinda Gates Foundation, published a report showing that charter schools were greatly underfunded compared to traditional district schools in the 2002-03 school year. This report uses FY 2006-07 data, the most recent available when this project began, to describe the state of charter funding, and to see if it has changed since the last report. It includes all of the original 17 states and Washington D.C., as well as seven new states. The new edition also improves our method of analyzing …
