Humanitarian Demining Technology Program Antipersonnel Mine Neutralization Device Test Report, Christopher Wanner
Humanitarian Demining Technology Program Antipersonnel Mine Neutralization Device Test Report, Christopher Wanner
Global CWD Repository
The Antipersonnel Mine Neutralization Device (APMINUD) is a mechanical system for safely detonating Antipersonnel mines as part of a peace time mine clearance operation. It is intended to be used in conjunction with a shielded, all terrain vehicle with hydraulic crane. The system would be used to neutralize previously marked AP mines by detonating them one at a time.
The plunger inside the APMINUD is designed to strike the ground when released by the operator. An expendable foot on the plunger applies approximately two tons of impact force over a 10" diameter area when released. The impact force pushes the …

The investigators determined that the victim was working in a "breaching lane" when he got a detector reading. He marked the point and started to prod. He found some old food tins and continued prodding. His right hand became tired so he moved his bayonet to his left hand just before the mine went off at 08:40. The victim lost his left eye, two fingers of his left hand and had minor injuries to his right hand and body.

The investigators determined that the deminer was resting while his partner worked when he saw a fuse in the uncleared area at the side of the lane. He picked it up and "started playing" with it and it exploded. The Section Leader was covering for another deminer who had gone to urinate [so was not observing].

This accident was listed in UN MAC records as a non-mine casualty and no accident inquiry had been instigated. [It was recognised that it was a mine accident when the MAC was asked to explain why it was not treated as such.]

At 12:40 the victim was kneeling behind his base stick and demining in a heavily overgrown area. While cutting grass in front of his base stick he noticed some smoke ahead of him. He stood up to run and was only a metre away when something detonated behind him.

The Future Of Our Public Lands: A Symposium On Federal Land Policy, Andrus Center For Public Policy
Research and Reports
On February 11, 1998, the Andrus Center for Public Policy convened The Future of Our Public Lands: A Symposium on Federal Land Policy. The leaders of the Bureau of Land Management (BLM), U.S. Forest Service (USFS), and National Park Service (NPS) were invited to Boise to address conference attendees and then respond to questions and observations from a panel representing various groups interested in land management and from the audience. BLM Director Pat Shea, USFS Chief Mike Dombeck, and NPS Director Bob Stanton were urged, before the conference, to focus their remarks on three questions:
1) What is the current …

The investigators determined that the victim was working on the ridge of a stony hill [photographs showed it was very steep and rocky]. He was given permission to leave the area to urinate and went into an area declared clear by a dog survey team. The investigators expressed the view that the area was unsuitable for dogs to clear because it was too steep for them to "sit" when indicating a signal.

While the usual discussion about the poverty of the minimum financial security speaks, the authors ask what it could mean for to be living in a secure socio-cultural minimum. The fact is that poverty can be both "caused" by various forms of exclusion, as well as the socio-cultural exclusion promotes or "causes".

Differentiating Regulation Of Public And Private Institutions: A Preliminary Inquiry, Jonathan G.S. Koppell
Differentiating Regulation Of Public And Private Institutions: A Preliminary Inquiry, Jonathan G.S. Koppell
Publications from President Jonathan G.S. Koppell
Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. These profiles include information on the structure of the regulator, the intent of the regulation, the enforcement tools …

Four Commentaries: How We Can Better Protect Children From Abuse And Neglect, Leroy H. Pelton
Four Commentaries: How We Can Better Protect Children From Abuse And Neglect, Leroy H. Pelton
Social Work Faculty Research
The fundamental structure of the public child welfare system is that of a coercive apparatus wrapped in a helping orientation. Agencies ostensibly having the mission to help are mandated to ask whether parents can be blamed for their child welfare problems, and these agencies have the power to remove children from their homes. Thus, the public child welfare agency has a dual-role structure: On one hand, the agency attempts to engage in prevention and support, and to promote family preservation; on the other hand, it also has the task of investigating complaints against parents and removing children from them. This …

Economic Navigation In A Period Of Great Uncertainty, Murray L. Weidenbaum
Economic Navigation In A Period Of Great Uncertainty, Murray L. Weidenbaum
Murray Weidenbaum Publications
1997 was a very good year economically, but 1998 is expected to bring a lower growth rate and a slowdown across a number of industries. But rather than a period of doom-and-gloom, 1998 will in fact be best defined as a time of economic uncertainty. In light of this, this paper attempts to provide an economic outlook for the year ahead by answering three key questions: first, how will the East Asian financial deterioration affect us? Second, will politicians try to spend the projected federal surplus before it materializes? Lastly, will the Federal Reserve continue to stay on the policy …
