The Employment and Training Institute collaborated on a project with the Justice Initiatives Institute examining Branch A Milwaukee Municipal Court cases from 2008 to 2013 using records obtained from the Milwaukee Municipal Court and the Milwaukee County Sheriff’s Office and focusing on the population incarcerated for municipal ordinance violations. A majority of those jailed for failure to pay municipal judgments were not employed at the time of booking. Municipal courts often denied Wisconsin residents unable to pay or delinquent in paying court judgments for municipal citations their right to drive for two years -- jeopardizing workers’ employment options and placing …

For almost ten years, Dr. John Moeser, Senior Fellow of the Bonner Center for Civic Engagement, has been analyzing U.S. Census data to track poverty trends among the localities of metropolitan Richmond. He started this project to inform the public about the growth of impoverishment and its effect on every aspect of urban life. The One-Strike Rule, contemplated in a model lease provision, has been the primary mechanism employed by Congress to eliminate the “scourge of drugs” in public housing projects. The rule gives public housing authorities (PHA) discretion to evict tenants engaged in drug-related criminal activity and hold the tenant equally liable if a guest or family member engaged in the criminal activity, even if the tenant had no knowledge of the offense. The Supreme Court most notably upheld this policy in 2002 in United States Department of Housing and Urban Development v. Rucker.

Although philanthropy ranks among the best of human endeavors, local governments across the country have severely restricted charitable entreaties by organizations and individuals alike, all in the name of eliminating "panhandlers." These laws rely on premises that increasingly conflict with Supreme Court instructions about the freedom of speech. Yet lingering uncertainty about where exactly charitable restrictions fall in First Amendment jurisprudence has encouraged local governments to innovate new statutory formulations to wage war on expressions of poverty in order to "clean up" their cities. Development and aid programs, such as those aimed at promoting economic growth and prosperity in ‘Third World’ nations and transition economies, often arise out of Western and neo-liberal policy ideologies and practices. These programs may, in some cases, provide useful guidelines for restructuring institutional structures and governance mechanisms in nations that have long struggled with poverty, economic instability, health crises, and social and political turmoil. This paper examines the compounding problems resulting from court-ordered removal of driving privileges for low-income residents in Milwaukee County and Wisconsin as a “tool” for spurring payments of municipal fines, forfeitures and fees (including charges for violations unrelated to dangerous driving). The analysis is based on data from the Wisconsin Department of Transportation Division of Motor Vehicles, the Milwaukee County Sheriff’s Office, and Branch A of the Milwaukee Municipal Court (i.e., handling municipal cases incarcerated in county jail). Critical labor force problems facing Milwaukee County’s “working poor” families are the lack of steady, good paying jobs and the resulting lack of adequate income support for single parents raising children. This report provides analysis of the income earnings of working-age Milwaukee County families utilizing Wisconsin tax records for filers’ 2012 adjusted gross income and compared with prior years. Within the small geographic area of Milwaukee County (i.e., 241 square miles of land), children have access to vastly different economic supports for their housing, food, clothing, health and other basic necessities as well as for educational resources and social opportunities. …

Executive Summary LIFT-Boston, a local non-profit organization, entered into a collaborative partnership in September 2012 with McCormack Graduate School Public Policy Ph.D. students and faculty to develop and execute a research project. The goals of this endeavor were to assist LIFT-Boston in understanding the outcomes associated with its services and enable the organization to further pursue service goals. The primary research questions respond to the organization’s most fundamental questions. These include how the organization’s unique service model impacts clients across several objective and subjective dimensions of well-being. In this article, I present the key findings from a project entitled “The Social Context of Indigenous Poverty”. The research involved a series of interviews with Aboriginal people in urban SE Australia on issues of poverty, social capital and social exclusion. In the article I draw together Aboriginal perspectives on the meaning of poverty to reflect on the relevance of social capital concepts for understanding Aboriginal economic disadvantage and hence, the merits of policy framed in these terms.
