The primary cause of this accident is listed as “Deminer inattention” because the Victim slipped into the cleared area. Questions arise about the suitability of his footwear. The secondary cause is listed as a “Management control inadequacy” because the management of the demining group declined to make the accident details available. Although this is sometimes done to protect the Victims, in this case the Victim’s name was among the limited detail made available. It is possible that the managers have chosen to avoid transparency because they are afraid that the circumstances of the accident would reflect badly on their organisation.

With the goal of measuring and analyzing Cambodia human insecurity, Dr. Aldo Benini and Taylor Owen have collected a large amount of data down to the local (1,600 communes) level. At their disposal is the largest existing geo-referenced database of Cambodian security and vulnerability data.They study four types of violence: landmine and UXO strikes (most of which are victim-actuated), as well as serious crime, land conflicts, and domestic violence (perpetrated by contemporary agents).

A generic risk management methodology has been derived, and aspects of it were used to develop risk management strategies for Cambodia and Bosnia. This report presents the findings and conclusions of a six-month research project to investigate the occurence of mine clearance activities by villagers. The aim of the research was to provide reliable and accurate information on the subject of village mine clearance with the intention that this information could help to inform and expand the debate and perhaps suggest some viable solutions. The research was based very much on qualitative methodology. This methodology allowed the researchers to gather a more detailed, in-depth "street view" of the villages affected by mines and unexploded ordnances.
