The criminal justice system, like any other system, is run by insiders: prosecutors, judges, deputy sheriffs, police, clerks, private defense, and public defenders. But system outsiders—victims, witnesses, criminal defendants, and the community in general—have the power to demand respect from that same system and to demand that the system work for them. System insiders have no monopoly on the knowledge and the power to shape the criminal justice system.

This article explores the impact of Hurricane Katrina on the philanthropic landscape in New Orleans, drawing on the perspective of participants in the field—staff and board members of community, local, and national foundations and key nonprofits—who were surveyed or interviewed for this purpose. It does not offer a definitive statement about the disaster as it pertains to philanthropy; nor does it consider the crucial leadership role of the many individuals involved in the recovery process, even though that role often intercepted with the philanthropic sector. At 1:30 p.m. on August 29, 2005, Hurricane Katrina grazed the mostly evacuated city of New Orleans, reserving its most devastating force for coastal Mississippi, just to the east. During the next two days, the federal levees protecting the city failed in multiple places. Sixteen hundred people died in the metropolitan area. Residences and businesses in 80 percent of the city went underwater. Public officials warned residents and business owners that they might not be able to return for two to three months. The scope of devastation in certain parts of the city made ever returning questionable for many residents. …

Data intermediaries have a symbiotic relationship with government as the source of most of their information. The open-data movement in government and development of software-as-a-service technologies shaped the data landscape after Katrina. Through relationships and talent transfers with The Data Center, the City of New Orleans went from having its chief technology officer in federal prison and its data systems in shambles to being a nationally recognized leader in open and accountable government. To be clear, Hurricane Katrina was not “good”—it was a devastating event, the most destructive storm in American history, costing thousands of lives and billions of dollars in damage. In 2010, when the Landrieu administration took office in New Orleans, we inherited a financial situation that the mayor compared to the massive oil spill occurring at that very time in the Gulf, the worst in US history. The city was nearly bankrupt. Much of what we faced was the result of factors—Hurricanes Katrina and Rita, the subsequent failure of the federal levees, the great recession—that were far from the prior administration of Mayor Ray Nagin’s control. It may strike some students of history as ironic, if not contradictory, to talk about civil service reform. The civil service movement was the reform. Some of that skepticism was apparent in the response we received from many city employees when we began exploring the idea of reforming the city’s civil service in post-Katrina New Orleans, and it was understandable. The city employees we talked with expressed fear that we would be returning to the colorful days of Governor Huey Long, when political patronage was based on who you knew and not what you knew. Between 2000 and 2005, I was in charge of every aspect of the New Orleans Saints’ non-football operations, from ticket sales to corporate sponsorships to lease negotiations for the Superdome. By spring 2007, though, by some combination of fate, determination, and maybe a little naiveté, I found myself in charge of legislatively repairing the City of New Orleans’ entire system of recreation. I quickly discovered that this was no small task.

New Orleans’ nickname “Big Easy” was based on the “anything goes” perception of the city. Feeding this perception was a sense of lawlessness, that New Orleans was a place where the rules changed depending on who you were and who you knew. So when Hurricane Katrina hit the city in August 2005 and tossed everything around—flooding mansions and missions, damaging the Superdome and supermarkets—the storm challenged old perceptions and presented unique challenges. Elected officials at the local, state, and national levels play key roles in shaping the agriculture and natural resources (ANR) sectors through the development and implementation of ANR policies and regulations. As such, it has become necessary for members of the ANR community to understand the policy formation process and how to communicate effectively with elected officials about ANR policies and issues. Background: Low-resource rural communities face significant challenges regarding availability and adequacy of evidence-based services.
Purposes: With respect to accessing evidence-based services for Autism Spectrum Disorder (ASD), this brief report summarizes needs of rural citizens in the South-Central Appalachian region, an area notable for persistent health disparities.
Methods: A mixed-methods approach was used to collect quantitative and qualitative data during focus groups with 33 service providers and 15 caregivers of children with ASD in rural southwest Virginia.
Results: Results supported the barriers of availability and affordability of ASD services in this region, especially relating to the need for more ASD-trained providers, …

The Net Stable Funding Ratio (NSFR), a liquidity standard introduced by Basel III, seeks to promote a better match between the liquidity of a bank’s assets and the manner in which the bank funds those assets. The NSFR requires banks to maintain a minimum amount of funding deemed “stable” by the Basel framework based on the liquidity of the banks’ assets and activities over a one-year timeframe. One of the areas seen as most affected by this development may be bank participation in project finance for infrastructure development. One of the Basel Committee on Banking Supervision’s responses to the global financial crisis of 2007-09 was to introduce the Liquidity Coverage Ratio (LCR), a short-term measure that evaluates whether a bank has enough liquidity to meet expected cash outflows during a 30-day stress scenario. One area in which this incentive has already resulted in changed practices is in the market for commercial paper. Banks often provide backup liquidity facilities to the issuers of commercial paper that the issuers can draw upon to repay a maturing issue of commercial paper if they are unable to sell a new issue to …

Hedge funds rely on “prime brokerage” units within banks to provide leverage. With the enhanced capital requirements and new liquidity standards introduced by Basel III driving up the cost to banks of engaging in such financing, prime brokers have begun to offer an alternative means of providing hedge fund clients with leveraged exposure to securities. Known as synthetic financing, this alternative requires the prime broker to enter into derivatives contracts with the clients. Under the Basel III framework, the ability of banks to hedge and net such derivative positions results in capital and liquidity costs for synthetic financing that are …

After the Basel Committee on Banking Supervision (BCBS) introduced the Basel III framework in 2010, individual countries confronted the question of how best to implement the framework given their unique circumstances. Switzerland, with a banking industry that is both heavily concentrated and very large relative to the size of its overall economy, faced a special challenge. It ultimately adopted what is sometimes referred to as the “Swiss Finish” to Basel III—enhanced requirements applicable to Switzerland’s “too-big-to-fail” banks Credit Suisse and UBS that go beyond the base requirements established by the BCBS. In the wake of the financial crisis of 2007-09, the Basel Committee on Banking Supervision (BCBS) faced the critical task of diagnosing what went wrong and then updating regulatory standards aimed at preventing it from occurring again. In seeking to strengthen the microprudential regulation associated with the earlier Basel Accords while also adding a macroprudential overlay, Basel III consists of proposals in three main areas intended to address 1) capital reform, 2) liquidity standards, and 3) systemic risk and interconnectedness. From the earliest efforts to mandate the amount of capital banks must maintain, regulators have grappled with how best to accomplish this task. Until the 1980s, regulation had been based largely on discretion and judgment. In the wake of two bank failures, the central bank governors of the G10 countries established the Basel Committee on Banking Supervision (BCBS) and in 1988, the BCBS introduced a capital measurement system, Basel I. In December 2011, the Chief Executive Officer and Chief Financial Officer of JPMorgan Chase (JPM) instructed the bank’s Chief Investment Office to reduce the size of its Synthetic Credit Portfolio (SCP) during 2012, so that JPM could decrease its Risk-Weighted Assets as the bank prepared to adopt the impending Basel III bank capital regulations. However, the SCP traders were also told to minimize the trading costs incurred to reduce Risk-Weighted Assets, while still maintaining the opportunity to profit from unexpected corporate bankruptcies. Incorporating Macroprudential Financial Regulation Into Monetary Policy, Aaron Klein

This paper proposes two insights into financial regulation and monetary policy. The first enhances understanding the relationship between them, building on the automobile metaphor that describes monetary policy: when to accelerate or brake for curves miles ahead. Enhancing the metaphor, financial markets are the transmission. In a financial crisis, markets cease to function, equivalent to a transmission shifting into neutral. This explains both monetary policy’s diminished effectiveness in stimulating the economy and why the financial crisis shock to real economic output greatly exceeded central bank forecasts.

The pandemic is already forcing many individuals, businesses, and governments to rethink much of what they do and how they do it. As such, it presents an opportunity for public administrators to reimagine the criteria they use when designing and implementing programs and policies, and to more actively engage in prevention of identity-based violence. Access to information is critical to improving production efficiency, but little is known about how farmers are informed on the policy or issues influencing programs related to farming. This research sought to determine the sources of communication used by farmers and ranchers to form opinions about agricultural policy and candidates, identify the issues important in voting, and their level of participation in the political process. Face-to-face interaction was the preferred form of communication in farm organization meetings, with friends, or farm agencies. Magazines were the preferred source of print communication, and university/extension websites were preferred for internet sources. Broadcast media …

Cultural Encounters, Conflicts, and Resolutions
Federal government policies, while benefitting some urban areas, have historically been detrimental to African-American people. Years of welfare and housing policies have placed central city residents, especially African-Americans, at a disadvantage which they have not overcome. Policies that once denied benefits to Black people, such as public welfare and federally-insured mortgages, morphed into stigmatized policies which, when available to Blacks, became obstacles to their advancement. These same policies enabled the majority White population to do what they were initially designed to do – provide a toehold during a period of temporary economic decline after which personal advancement was possible.

In Maine, we have managed to avoid the tragedy of the commons in several arenas. One way we have supplanted tragedy with comedy is through supporting and respecting private ownership of property. Some of this support is by necessity, as areas that might be publicly owned in other states—such as our expansive forests—are predominately privately owned in Maine. Other times, it is through a recognition that the private sector supports responsible public investment and is willing to financially support it through increased tax revenue. As Maine prepares for its next 200 years, policymakers should take heed of these examples. Government …
