Donors have been increasingly using budget support since 2000 to associate development aid delivery with improved development institutions and good policies that will ensure aid effectiveness, in particular in West Africa Economic and Monetary Union (WAEMU) countries. There is however little evidence that budget support promotes good policies and institutions in WAEMU countries. Los Angeles County cities have faced budgetary pressures due to increases in unfunded accrued pension liabilities (UAPL) linked to improved salaries and benefits without budget considerations. Representative bureaucracy indicates that police agencies should reflect the communities they serve to improve public perception of the agencies. An underrepresented population in U.S. law enforcement is minority females. The intersection of religion and politics results in “wicked” policy problems for which evidence-based solutions are hard to find. An example is the Affordable Care Act's contraceptive coverage requirement (CCR). Researchers have found an overlap of psychological symptoms in victims of Post-Traumatic Stress Disorder and Continuous Traumatic Stress. Although the circumstances inducing the psychological reactions are different, the symptoms mimic one another without a clear cut demarcation, calling for practitioners to be cautious of contexts inducing psychopathology that is triggered through re-experiencing of past trauma when they are assessing and intervening with ongoing trauma-exposed communities. U.S. counterterrorism policy appears to be influenced by different perspectives, as evidenced by conflicting statements by U.S. presidents regarding the causes of terrorism. Academic theories are not always applied by U.S. government employees who develop, influence, and implement counterterrorism policy.
