A Narrative Policy Framework And Feminist Critical Policy Analysis Of The Welfare Reform Acts, And The Higher Education Of Single Welfare Mothers, Evelyn Jean Mangin
Walden Dissertations and Doctoral Studies
AbstractScholars approached poverty through welfare reform by focusing on reductions in caseloads, timing out of benefits, and who was and not deserving of a four-year college degree. There is limited research regarding the power of narratives during the policy process and their influences on the language in welfare public laws. This qualitative study addressed the gap in the literature and policy analysis research by comparing and analyzing the welfare narratives and language used by policymakers and political actors from four presidential administrations: Presidents Clinton, Bush, Obama, and Trump, between 1996-2018. This study employed the narrative policy framework (NPF), a theory …
An Examination Of The Absence Of A Comprehensive Smokefree Law In Georgia On College And University Campuses, Nakki Price
An Examination Of The Absence Of A Comprehensive Smokefree Law In Georgia On College And University Campuses, Nakki Price
Walden Dissertations and Doctoral Studies
AbstractCigarette smoking is the number one preventable cause of death and disability in the United States. Although there are policies that govern the use of tobacco products, there are jurisdictions that do not employ these policies. Comprehensive smokefree laws govern private-sector entities and prohibit smoking in public places, specifically restaurants, bars, and workplaces. While states have the authority to implement these laws, some include exceptions that limit the intention of the law. Colleges and universities are specific communities for learning and serve as housing for students and an employer for the greater community. There is a gap in the literature …
The Obligation Of Law Enforcement Agencies To The Mental Health Of Their Officers, Michael Ballard
The Obligation Of Law Enforcement Agencies To The Mental Health Of Their Officers, Michael Ballard
Walden Dissertations and Doctoral Studies
The extent of law enforcement agencies’ responsibility to address their officers’ mental health needs is unclear, despite the availability of resources and suggested guidelines. This research applied the theory of planned behavior to police officers’ willingness to seek mental health assistance from their agencies, examining the responses of 104 law enforcement officers in Utah and Idaho from four agencies. The results of this quantitative study provide evidence that law enforcement agencies have a responsibility to the mental health of their officers. Officers in general recognized the value of mental health services for others; however, they were not likely to seek …

An Analysis Of Liquefied Petroleum Gas Adoption For Household Cooking In Nigeria, Saheed Olanrewaju Lasisi
Walden Dissertations and Doctoral Studies
The Nigerian government established a domestic liquefied petroleum gas penetration program (DLPGPP) to support Nigerian households that still use traditional fuels, which are inefficient and hazardous for users while polluting and degrading the environment. Little is known about the relationships that exist among liquefied petroleum gas (LPG) accessibility, LPG affordability, and LPG adoption to guide DLPGPP implementation. Narrowing this gap was the purpose of this study using the general framework of consumer theory. The study's research questions addressed the effects of LPG affordability and LPG accessibility on LPG adoption for cooking in Nigeria’s households. A cross-sectional, correlational survey was employed …

Disinterest In Pursuing A Law Enforcement Career Among Minorities, Howard E. Jordan
Walden Dissertations and Doctoral Studies
AbstractIn the United States, women and racial minorities are underrepresented in the law enforcement profession. Ideally, law enforcement agencies should reflect the racial makeup of the communities they serve; which has been a challenge for departments. The purpose of this study was to investigate what effect media reporting of unarmed Black men killed by police has had on women and racial minorities’ decisions to apply for police jobs. Another issue investigated was whether family attitudes influence women’s and racial minorities’ decision making about becoming police officers. The theoretical frameworks applied for this study were the critical race theory and punctuated …

Impact Of Unfunded Accrued Pensions Liabilities On Paying The Annual Required Contribution, Angel O. Chiriboga
Walden Dissertations and Doctoral Studies
Pension benefits are important incentives to attract public sector workforces. Los Angeles County cities have faced budgetary pressures due to increases in unfunded accrued pension liabilities (UAPL) linked to improved salaries and benefits without budget considerations. Los Angeles County cities contract with California Public Employees’ Retirement System (CalPERS) to provide retirement benefits under city-specific employee retirement contracts. Complex decision-making processes to improve benefits and salaries require interaction between city councils, management, unions, and CalPERS. The purpose of this quantitative study was to determine the relationship between the ability to raise revenues and to pay for annual required contribution of cities …

Utilization And Impact Of Peer-Support Programs On Police Officers’ Mental Health, Beth A. Milliard
Walden Dissertations and Doctoral Studies
Police officer suicides rates hit an all-time high in the province of Ontario, Canada, in 2018. Sadly, this statistic is somewhat unsurprising, as research has shown that police officers suffer from higher rates of mental health disorder diagnoses compared the general public. One key reason for the elevated levels of suicide and other mental health issues among police officers is the stigma associated with seeking help. In an attempt to address these serious issues, Ontario’s police services have begun to create internal peer-support programs as a way of supporting their members. The present research explores the experiences of police officers …
