Black Citizens Experiences And Interactions With Police In Coffee County, Brittany Nicole Palmer
Walden Dissertations and Doctoral Studies
Media attention directed towards the relationship between law enforcement officers and communities of color has increased in recent years, specifically regarding the treatment of African Americans. In some cases, contact between police and African Americans had resulted in excessive and unjustified use of force. These types of occurrences have resulted in a divide between African Americans and police officers. The purpose of this phenomenological research study was to understand African Americans’ experiences and interactions with police in communities with less-than-optimal working relations in Coffee County, Georgia. The theoretical framework for this study is the normative sponsorship theory. Data were collected …

Evaluating The Role Of Health Care In Mexico In Undocumented Immigration To The United States, Abdul Ganiyu Mohammed
Walden Dissertations and Doctoral Studies
Undocumented immigration has been a major social and political problem for the United States with an estimated 11 million immigrants living presently in an undocumented status. In Mexico, 73% of the population live below the poverty line and face challenges in meeting basic needs let alone purchasing private health insurance. In May 2003, the government of Mexico established the Segura Popular (popular healthcare) to extend health insurance to underinsured and uninsured communities to address healthcare access inequities. In depth phenomenological interviews were used to explore the lived experiences of formerly undocumented Mexican immigrants living in Hidalgo County, Texas, regarding the …

Walden Dissertations and Doctoral Studies
Limited or lack of access to essential healthcare services affects the social and economic wellbeing of residents in most remote, neglected, and underserved rural communities of Sierra Leone. The ability of residents to embark on productive activities is directly connected to poor health conditions resulting in high mortality rates, increasing levels of poverty, and prevalence of disease and illness. The lived experience was explored of lack of access to essential healthcare services and resources for residents in the Bombali Sebora chiefdom of Sierra Leone. The theoretical framework guiding the research was the Levesque conceptual framework and model for healthcare access. …

Substance Abuse Disorders And Veteran Homelessness, Donald Rufus Williams
Walden Dissertations and Doctoral Studies
Veterans constitute a significant proportion of the homeless population in the United States. Studies indicate that substance abuse is a major issue these veterans face that can result in homelessness. Despite improvement since 2009, substance abuse among this population remains a significant problem. The objective of this study was to gain a better understanding of the experiences of homeless and substance-abusing veterans to provide information to government agencies that may help them develop a practical approach for addressing the issue. The social cognitive theory and Lowry's dimension on federalism provided the theoretical framework for this study. A general qualitative research …

Mp Shocks And Credit Behavior Of Other Depository Corporations In Nigeria, Abiola Omolola Adeleke
Walden Dissertations and Doctoral Studies
The dearth of financial resources for the private sector remains a major constraint to economic growth and development in Nigeria. Amongst other causal factors, the inability of Other Depository Corporations (ODCs) to effectively mobilize financial resources to the productive sectors has been recognized. The gap in literature relates to the fact that previous studies used aggregated loan data, thus, failing to capture sector-specific idiosyncrasies. This study involved evaluating whether monetary policy (MP) has impacted credit creation for economy sectors. The policy feedback, institutional, and financial theories were used to study how MP actions affected deposit taking institutions’ financial intermediation roles. …

The Relationship Between External Influences And State Education Policy Processes, Jessica Chrystal
Walden Dissertations and Doctoral Studies
Political agendas and political attention often change based on media attention and business influence, ultimately impacting policies. Elementary and secondary education policies have evolved to improve academic rigor and increase global competitiveness. Common Core State Standards (CCSS) were established based on state-level elementary and secondary education student needs. The purpose of this quantitative content analysis was to explore how external factors influenced state-level policy actors during the formulation and implementation of one state’s CCSS. All policies follow the policy process, which often includes various actors influencing various phases. Agenda-setting and political embeddedness are two critical components in the policy process …
The 2009 Niger Delta Amnesty: Evaluation Of A Policy Failure, Christian Obidiche Eze
The 2009 Niger Delta Amnesty: Evaluation Of A Policy Failure, Christian Obidiche Eze
Walden Dissertations and Doctoral Studies
In 2009, the federal government of Nigeria under then-President Musa Yar’adua established the Presidential Amnesty Program (PAP), which became their flagship program in combating militancy and turning repentant ex-militants into positively contributing citizens. This is a multi-dimensional problem that involves governmental ineptitude, exploitation by multinational oil companies, and lack of sustainable developmental measures as primary drivers of instability in the Niger Delta. There are arguments that the 2009 PAP Program brought about little positive change in the region. This program brought about peace initially in the region until early 2016, when there was a brief but very destructive return to …
Chemical Facility Anti-Terrorism Standards In Washington, Wade W. Gough
Chemical Facility Anti-Terrorism Standards In Washington, Wade W. Gough
Walden Dissertations and Doctoral Studies
The federal government created the Chemical Facility Anti-Terrorism Standards (CFATS) program in 2007 to keep terrorists from weaponizing hazardous chemicals. The CFATS program did this by targeting high-risk chemical facilities and adding additional regulations, but this has added an additional burden on the Local Emergency Planning Committee (LEPC) that could negatively impact their capacity to prepare and collaborate to prevent chemical disasters. The present study was conducted to evaluate the CFATS program from the perspective of LEPCs to fill an existing gap in the literature. The study was conducted using the theoretical frameworks of contingency theory of organizations by Donaldson, …

Collaborative Governance In Public Education Through Democratic Management Of Polarities, Michele Greene
Walden Dissertations and Doctoral Studies
In a democratic society the use of inter- and intraorganizational collaboration as a pragmatic approach to addressing social issues germane to sustaining that democracy is a challenge, especially in the realm of public education reform. The Common Core State Standards Initiative, an attempt at collaboration to reform public schools initially adopted by more than three fourths of U.S. states, created an ongoing response that included proponents and opposers. The opposition in Pennsylvania led to the State reneging on its original commitment to the Common Core State Standards created by the initiative. Research revealed a gap regarding the ability of the …

African American participants may be experiencing AmeriCorps-based programs differently, in areas such as financial solvency, job readiness skills, and the ability to begin or return to college. This qualitative study was designed to reveal the perceptions and experiences of African American participants who have completed AmeriCorps service in a Midwest metropolis. Using the lens of critical race theory, which explored African American Corps members through a historical position …
Police Officer Aggression During Police-Civilian Encounters And Effect On Civilian Perception, James Aaron Plank
Police Officer Aggression During Police-Civilian Encounters And Effect On Civilian Perception, James Aaron Plank
Walden Dissertations and Doctoral Studies
Trust in the police by the public is the cornerstone of public safety. A lack of trust in the police discourages citizens from reporting criminal behavior, leading to increased crime rates. A lack of trust can be the result of inappropriate actions taken by officers in police-civilian encounters, as perceived by the citizen. Although increased professional standards and training have been implemented in police departments across the U.S., researchers have not demonstrated how aggressive police officer behavior affects the civilian perception of the officer’s actions. The purpose of this study was to determine if there is a relationship between police …

Transformational Leadership And Fiscal Sustainability In The Eastern Caribbean Currency Union, Ophelia Gemma Wells-Cornwall
Walden Dissertations and Doctoral Studies
Fiscal sustainability is an existing problem for countries in the Eastern Caribbean Currency Union (ECCU), particularly during a time of crisis. The concept of fiscal sustainability is a function of the policy posture of the government, which is largely influenced by leadership. Theoretically, the characteristics associated with transformational leadership align with what is required to design and implement fiscal policies that promote fiscal sustainability. Grounded in the transformational leadership theory and Kingdon’s multiple streams framework, this quantitative correlational study involved examining the relationship between transformational leadership and fiscal sustainability in the ECCU. Data were collected from 85 participants working within …
Exploring Stakeholder Opinions Of A School Sentinel Security Program, John Beraud
Exploring Stakeholder Opinions Of A School Sentinel Security Program, John Beraud
Walden Dissertations and Doctoral Studies
AbstractSchool shootings are tragic events that receive immediate, intense, and immense media attention. In the aftermath of an attack, lawmakers and school administrators receive public pressure to provide the necessary resources to incorporate school security programs that seek to improve school safety. The School Sentinel Program (SSP) operating in one Midwest U.S. state’s school district allows school personnel or volunteers from the local community, once screened and trained, to act as armed guards on public school campuses. The SSP allows firearms on school campuses outside of the hands of school resource officers, and these policies have often been met with …
Reentry Services For Individuals Wrongfully Convicted And Exonerated, Karlene Patsy Blackman
Reentry Services For Individuals Wrongfully Convicted And Exonerated, Karlene Patsy Blackman
Walden Dissertations and Doctoral Studies
Despite research summarizing the causes of wrongful convictions, there are limited works on factors influencing exonerees’ reintegration into society. Although reentry services are provided to ex-offenders, the problem is that reentry services are not provided to individuals who are wrongfully convicted and exonerated. This study used state harm as a theoretical foundation. The general qualitative study determined if support or reentry services, if any, would have enhanced or increased the chances of a successful transition into society for individuals wrongfully convicted and exonerated. Specifically, it was an investigation of how a lack of reentry services associated with life, employment, shelter, …

Walden Dissertations and Doctoral Studies
AbstractMany advances have been made in technology and medicine; however, humanity remains vulnerable to existing, emerging, and re-emerging infectious diseases that have a profound negative impact on our society. This study investigated how individuals balance socioeconomics, demographics, and religious views with their actual behavior in response to public health guidelines during an epidemic/pandemic. The participants' perceptions and experiences of a practical problem, how the public was asked to respond, and how the public ultimately responded to public health guidelines were explored. The theoretical model for the study, the polarity of democracy model, has been explored as a possible decision-making tool …

The Imperatives Of Political Will For Revenue Diversification In Delta State Nigeria, Benson Chukwuweike Ojoko
Walden Dissertations and Doctoral Studies
Proceeds from crude oil export account for about 90% of the revenue of the federal, state, and local governments in Nigeria. Given the vagaries of the international oil market, scholars have advocated the need for the government to look beyond oil for other revenue sources with little or no success to date. Despite the plethora of research on the phenomenon of political will, there is no research on how the construct affects revenue diversification at the subnational level. This study examined how central political will is in the design of expansionary revenue policies in Delta State, Nigeria. Developing an understanding …

Perceptions Of Emotional And Social Intelligence Competencies Among Leaders Within Collective Impact Initiatives In Puerto Rico, Geraldine Bayron-Rivera
Walden Dissertations and Doctoral Studies
The complexity of global societies’ issues requires leaders whose competencies facilitate collective impact initiatives as strategies for coordinating multisector efforts to transform substantial social problems. In Puerto Rico, such endeavors are not producing expedient long-term impact. It is crucial to implement said collaborations relying on leaders' emotional strength and skills, enabling efficient processes to find solutions for subpar circumstances in communities. It was unknown whether senior managers in Puerto Rico understood the necessary emotional and social intelligence leadership competencies which must be developed to improve organizational processes in local cross-sector collaborations. This phenomenological study aimed to understand whether these leaders …

An Evaluation Analysis On Public-Private Partnership Of Road Development By The State Of Virginia, Cavine Chavi-Ann Phillips
Walden Dissertations and Doctoral Studies
The unremitting nature of road infrastructural development and the strain of internal budgetary issues have pushed many governmental agencies to seek the non-traditional procurement methods of a public-private partnership to satisfy their ongoing needs. Researchers have examined many regions that have used this non-traditional procurement type of public-private partnership to meet their infrastructural needs while facing budgetary issues. I reviewed the state of Virginia's usage of this non-traditional procurement method as an alternative method to traditional procurement to foster their road infrastructural developmental needs. The state of Virginia has used Public-private partnerships to bridge the current gap of the state’s …
