The Center for Social Policy (CSP) is continuing its ongoing evaluation role with HOPE VI, a federally funded program operated by the United States Department of Housing and Urban Development. HOPE VI allows public housing authorities to apply for funding to redevelop severely distressed housing developments. The Old Colony development is currently the most physically distressed site in the Boston Housing Authority’s federal portfolio, with aged systems and infrastructure and high annual energy and water costs. This project began in January 2014.

The more than 35,000 nonprofit organizations in Massachusetts employ 20% of the state’s workforce and serve as a vital part of the social safety net. Many of these organizations face challenges concerning fiscal sustainability. Funding often covers current services with little surplus to address organizational capacity issues. Successful public-nonprofit partnerships are key to building a resilient nonprofit sector. This study contributes to the nonprofit sector’s knowledge of how best to engage with policymakers at the state and local level.

The Coasts and Communities IGERT (Integrative Graduate Education and Research Traineeship) Program starting in 2014 at the University of Massachusetts Boston provides PhD students with the skills to understand the interactions between natural and human systems and to develop appropriate policy solutions for urban and urbanizing environments. By emphasizing interdisciplinary collaboration and communication, this program aims to enable trainees to apply innovative and sustainable solutions across geographical, political, and economic contexts.

The Forum works on the principle that cities that are in conflict or have emerged from conflict (divided societies) are in the best position to help other cities in similar situations. The Forum for Cities in Transition was founded by Professor Padraig O’Malley as an initiative of the John Joseph Moakley Chair of Peace and Reconciliation at the University of Massachusetts Boston.

Volunteers in communities throughout Massachusetts turn out in large numbers each September and October for COASTSWEEP, the statewide coastal cleanup program sponsored by the Massachusetts Office of Coastal Zone Management (CZM) and coordinated by the Urban Harbors Institute (UHI) University of Massachusetts Boston. COASTSWEEP is part of the International Coastal Cleanup (ICC) organized by Ocean Conservancy in Washington, DC. LIFT-Boston, a local nonprofit, and a team of UMass Boston Public Policy PhD students, have engaged in a collaborative problem identification and goal setting focused on the effectiveness of LIFT’s unique service delivery model. LIFT uses volunteer advocates and a goal-oriented process with no eligibility criteria to assist clients in distress. Our study aims to help LIFT discover how their approach affects their clients’ well-being.

Through a 5 year grant, the Center for Social Policy (CSP) serves as a strategic learning and evaluation partner to The Boston Foundation (TBF). TBF’s investment and people and place-based initiatives seek to make sustainable, positive change through community and economic development in neighborhoods along the Fairmount-Indigo transit line in Boston. From 2010-2012, the Center team worked closely with Mattapan United and Millennium 10 (in Codman Square/Four Corners) to identify community priorities for neighborhood change. One way public organizations improve services is through the implementation of performance measurement programs. To help public managers address the challenges of performance measurement, knowing how others are using data in decision-making is valuable. Communities of practice are one way for public managers to access such information. StatNet began in 2008 as a network of municipal officials using data-driven performance management approaches. The group gathers three times per year for in-depth discussion of municipal governance, focusing on topics such as police, fire, budgets, constituent relations and DPWs.
