2013 has been a busy year once again for the APOPO mine action team. In Mozambique APOPO has been instrumental in clearing Gaza Province of landmines and Explosive Remnants of War (ERW) to the point where Gaza has been declared “Impact Free”. The teams have since been deployed to other Provinces within the country to continue their efforts with the aim of assisting Mozambique to achieve full compliance with its Anti-Personal Mine Ban Convention obligations by December 2014.

2013 has been a challenging year with use, or alleged use, of antipersonnel landmines and cluster munitions. In addition to strong condemnation, the CMC and the ICBL played a crucial and unique role in ensuring all of the confirmed and alleged instances of use were brought to light and kept on states’ agenda, investigated, widely condemned and that pressure would be put on the states in question to halt use of these weapons.

The protection of civilians against all types of explosive weapons is at the core of the GICHD mandate. I am pleased to see that the United Nations Secretary-General, in his latest report on the protection of civilians in armed conflict of 22 May 2012, has urged relevant actors to undertake and support further collection and analysis of data related to the humanitarian impact caused by explosive weapons. In this vein, the GICHD has started to work on a classification scheme for explosive weapons.

In 2011, in Afghanistan, where we have the largest UNMAS programme, over 880,000 explosive items were destroyed, thus facilitating security and development initiatives. In the Democratic Republic of the Congo, more than 6,000 kilometres of roads were verified safe, contributing to freedom of movement and development. In Western Sahara, 6.8 square kilometres of land were released, marking a 242 per cent increase from 2010. In Sudan, the mine action programme was transitioned to national ownership. Delivering on its commitment, UNMAS has successfully led and completed the United Nations Mine Action Strategy, which was endorsed, last December, by the heads of United Nations entities active in mine action. This was a welcome reaffirmation of UNMAS leadership and coordination role. The adventure of the Swiss Foundation on Mine Action (FSD) started 16 years ago with demining activities and the destruction of antipersonnel mines. It is only natural that the FSD very quickly broadened the range of its activities to encompass all types of mines and unexploded ordnances of war.

In 2012, APOPO’s Mine Action Mozambique program delivered beyond set requirements and exceeded the expectations of the country’s national demining authority. APOPO fi nished its work in the Gaza province and declared it free of known minefi elds a year ahead of the initial schedule of 2013. This excellent achievement was realized due to the successful expansion of the program’s capacity. This past year has been one of accomplishment and growth for the Marshall Legacy Institute. We provided critically needed assistance to some of the most landmine-affected regions of the world. Our Mine Detection Dog Partnership Program (MDDPP) put 22 lifesaving dogs into service in Afghanistan, Angola, and Sri Lanka. Our Children Against Mines Program (CHAMPS) engaged thousands of American schoolchildren on an important global humanitarian issue and linked them with their peers in mine-affected communities. A landmine survivor recently said of APOPO’s work in Mozambique: “There is happiness our land has been returned to us, freedom of grazing for livestock, no restrictions on where we walk. The mines have been a serious problem but we have already seen a reduction in people losing their lives. We are very happy.”
