Foster Kinship, a Nevada-based nonprofit, operates under the belief that “When children cannot be with their parents, they should be with their family” (Foster Kinship, 2022). It supports kinship caregivers, who often take in children during a crisis, in navigating the foster care system. The organization’s Kinship Navigator Program offers training, case management, and licensing support to kinship caregivers, enabling them to access financial assistance and other benefits. However, many caregivers who complete the training do not finish the licensing process, limiting placement stability and access to resources for the children. This study examines the growth of the Southern Nevada startup ecosystem, analyzing key components such as funding sources, incubators, accelerators, and public-private collaborations. Since 2014, Nevada has consistently ranked among the bottom five states, if not last, in the nation for youth mental health, with more than 34,000 youth reporting experiencing thoughts of suicide in 2025 (U.S. Department of Health and Human Services, 2023). The state’s student-to-counselor ratio stands at 456 to 1, nearly double the recommended 250 to 1 (American School Counselor Association, 2024). In Southern Nevada, these challenges are compounded with persistent provider shortages, chronic underfunding, and a fragmented system of care. This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence. Sexual and gender minority (SGM) individuals face a wide range of mental and physical health challenges, which contribute to higher rates of suicide. SGM individuals encounter distress, discrimination, and in some cases, harmful anti-LGBTQIA+ laws and policies that contribute to additional mental and physical health stress. A web-based survey of 1,034 SGM participants in the United States measured the types and frequency of discrimination occurrences and related distress. The survey considers the variety of interactions between individuals and their relationships, while also measuring the community and societal factors that affect health outcomes for SGM individuals. George Floyd’s death shifted public opinion as 76% of Americans agreed that incidents such as the killing of Floyd are signs of racism within law enforcement. While police reforms such as implicit bias training and body-worn cameras gained public support, they insufficiently address the structural, cultural, and organizational components of policing that can obstruct accountability and contribute to racial disparities in policing.
