This paper discusses the need for better information on investment risks. The information should be relevant, concise, and accessible to individual investors. More and better information on factors that are likely to influence an investment’s performance and investors’ decisions should eventually lead to better investment decisions – more savings and higher retirement incomes. This paper presents a number of ways to disclose risk to individual investors. There are three numerical and three visual representations to risk. Policy shifts over the past 20 years have created an agenda for sustained commitment to integrated employment for individuals with disabilities. But despite these clear intentions, unemployment of individuals with disabilities continues to be a major public policy issue. Labor force statistics for December 2010 indicate that 28 percent of working-age adults with disabilities are employed, compared with 70 percent of people without disabilities. Labor force data also indicate that workers with disabilities have experienced significantly higher levels of job loss and hardship during the recession of the late 2000s. Community-based operations research is the name of a new sub-discipline within operations research and the management sciences. CBOR synthesizes previous practice and research traditions within OR/MS to address problems within the public sector that are often of a localized nature, that address the concerns of citizens affiliated through characteristics of race, ethnicity and class and other ties and that are solved using diverse qualitative and quantitative methods. Massachusetts policy makers decided to go beyond existing ARRA federal reporting requirements and collect additional data in order to gauge the effectiveness of ARRA’s fiscal policy by counting the number of individuals who have received an ARRA-funded paycheck. In addition, policy makers wanted to look at some of the demographic characteristics of this population. This report provides an in-depth analysis of the data that the MA Recovery Office collected during the first and second quarters of 2010, with a particular focus on job creation and retention by race, ethnicity, gender, disability status, and geographic location.

Economists are often called on to help address pressing problems of the day, yet many economists are uncomfortable about disclosing the values that they bring to this work. This essay explores how an inadequate understanding of the role of methodology, as related to ethics and human emotions of concern, underlies this reluctance and compromises the quality of economic advice. States and cities invest millions each year in efforts to reinvigorate these cities through economic development policies. The recent housing foreclosure crisis has had devastating impacts on individuals, communities, organizations and government. In response, several community development corporations (CDCs) have sought new ways to assist neighborhoods suffering from the myriad effects of high foreclosures, including neighborhood instability, increased vandalism and crime, lower property values, and economic disinvestment. This research project focuses on activities of community-based organizations that acquire and redevelop foreclosed properties to support neighborhood stabilization and revitalization. The Benchmarks initiative has collected data, analyzed in this report, on a significant portion of the state workforce. Guided by Stephen Crosby, dean of the McCormack Graduate School of Policy and Global Studies at UMass Boston, Commonwealth Compact has conducted newsmaking surveys of public opinion and of boards of directors statewide. We provide an overview of retirement plan proposals that could be implemented at the state level. All aim to increase participation in retirement savings, mainly by lowering the cost of doing so and possibly by offering some employer or government matches to employee contributions. The proposals vary widely on how much risk employees are exposed to. Some proposals leave most of the risks of saving for retirement – investment, market, and longevity risk – with the employee, while others try to eliminate them all. The first is theoretical: a framework will be proposed with which to approach the activity of nonprofit organizations within civil society in modern democracies. Whereas the traditional approach posits three sectors in a triangular setting (the top corner occupied by the government, the bottom-right corner occupied by the market, and the bottom left corner by the “third sector”), a better conceptualization defines civil society as a social space between the state (located above) and the individual or the private sphere (located below). This paper reviews the challenges faced by the Haifa Council of Volunteer Organizations (CVO) as the umbrella organization of third-sector organizations working in Haifa, Israel. It will review challenges that affect our everyday decisions and shape the council’s activities. Most likely, some of these challenges affect other umbrella organizations as well, while some are unique to the CVO and are the result of local, historical, structural, and organizational factors.

Over the past several years, the Massachusetts Office of Dispute Resolution and Public Collaboration (MODR) has worked with the Kettering Foundation to establish a Public Policy Institute (PPI) for public deliberation at the University of Massachusetts Boston. In June 2008, the Kettering Foundation invited MODR to join other research partners across the country in a research experiment influenced by Daniel Yankelovich‟s Seven Stages of Public Understanding. The purpose of this experiment is to test how effectively a citizen court process model communicates public opinion on contentious public policy issues to public officials and the media.

The Individuals with Disabilities Education Act, last amended in 2004 (IDEA 2004), encourages parents and educators to work collaboratively, emphasizing that as a team they are uniquely suited to make decisions that help improve the educational experiences and outcomes of children with disabilities. The Advancing Parent-Professional Leadership in Education (APPLE) Project was funded to develop the leadership skills of parents individually and within their communities. The project took place in Massachusetts, where school districts are required to have a special education parent advisory council (SEPAC).

We are engaged in a continuing effort to understand the scope of elder activity and the implications of activity for well-being. We are particularly interested in the forces that encourage or inhibit multiple forms of activity, the ways in which participation in some activities influences participation in other activities, and the cumulative implications of activities for well being. Our interest in multiple forms of activities sets us somewhat apart from Gerontologists who focus on single forms of activity such as volunteering, taking classes, caring for grandchildren, working, or exercising.
