Modeling For Policy Change : A Feedback Perspective On Improving The Effectiveness Of Coastal And Marine Management, Donald David Robadue Jr.
Modeling For Policy Change : A Feedback Perspective On Improving The Effectiveness Of Coastal And Marine Management, Donald David Robadue Jr.
Legacy Theses & Dissertations (2009 - 2024)
Those advocating for effective management of the use of coastal areas and ecosystems have long aspired for an approach to governance that includes information systems with the capability to predict the end results of various courses of action, monitor the impacts of decisions and compare results with those predicted by computer models in order to suggest alterations in the actions needed if the goals are not being achieved. This dissertation draws on system dynamics modeling, content analysis and professional experience to explore four decades of experience in the United States as well as international cases to reveal lessons and strategies …
The Impact Of The Welfare Reforms Of 1996 On Migration, Participation And Residential Choice, Samrat Bose
The Impact Of The Welfare Reforms Of 1996 On Migration, Participation And Residential Choice, Samrat Bose
Legacy Theses & Dissertations (2009 - 2024)
The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 gives states wide latitude to institute eligibility rules for welfare payment, set welfare payment amounts and decide on the income threshold that trigger welfare payments under the Temporary Assistance for Needy Families (TANF) program. Do recipients shop around for the best deal by migrating to a state with higher benefits and liberal eligibility rules in the post-welfare reform era? Does the migration behavior of single mothers support the lifecycle hypothesis? Do states with higher welfare payments and easier eligibility rules have increased participation rates for their migrant population compared …
The Development And Regulation Of Civil Society : Perspectives From The Andes, Susan Marie Appe
The Development And Regulation Of Civil Society : Perspectives From The Andes, Susan Marie Appe
Legacy Theses & Dissertations (2009 - 2024)
This dissertation is an empirical analysis of a government policy tool--registry of civil society organizations--targeted toward civil society, how civil society and nonprofit organizations respond to the policy tool, and how it influences the development of civil society. The theoretical framework is based on concepts from literature on mapping civil society, policy studies, nonprofit studies, and development studies. The analysis is based on data collected through administrative and legislative documents and 82 interviews with nonprofit leaders in Ecuador and Colombia, South America.
Essays On Applications Of Behavioral Decision Making In Public Management And Policy, Navid Ghaffarzadegan
Essays On Applications Of Behavioral Decision Making In Public Management And Policy, Navid Ghaffarzadegan
Legacy Theses & Dissertations (2009 - 2024)
This is a three-essay dissertation on examination of behavioral decision making phenomena in the contexts of public management and policy analysis. I study how policymakers, government employees, and citizens behave, make decisions and learn from decision outcomes. I move toward prescriptive analysis and offer solutions that can improve government performance.
Business As Usual : The Nonprofit Sector In The U.S. National Elite Network, Scott Vincent Dolan
Business As Usual : The Nonprofit Sector In The U.S. National Elite Network, Scott Vincent Dolan
Legacy Theses & Dissertations (2009 - 2024)
Research on the structure and distribution of power in the United States has focused mostly on the relative power of business, and has largely neglected the nonprofit sector. This is despite evidence that points to the emergence and growth of large-scale, bureaucratic, and elite-led nonprofit organizations. When the political role of the nonprofit sector has been examined, it has come predominantly from two sets of literature: the civic engagement/social capital tradition or the interest group tradition. I argue that both sets of literature, however, start with faulty assumptions about the nature of power and politics, and thereby fail to situate …
Metropolitan Fragmentation Vs. New Regionalism And The Evolving Nature Of Metropolitan Governance : An Analysis Of Growth Politics And Policy In The Capital Region Of Upstate New York, Paul Thomas Knudson
Metropolitan Fragmentation Vs. New Regionalism And The Evolving Nature Of Metropolitan Governance : An Analysis Of Growth Politics And Policy In The Capital Region Of Upstate New York, Paul Thomas Knudson
Legacy Theses & Dissertations (2009 - 2024)
Development in the urban and metropolitan context continues to be a vibrant area of scholarship and debate in the social sciences. This study continues and augments this research by examining two overarching issues: first, how development at the local level is impacted by fragmented political structures and inter-municipal relations, and second, the extent to which local, non-profit organizations and state agencies whose policies involve land-use planning and environmental conservation, are addressing issues of uneven- and parochial-centered development as a by-product of political fragmentation.
Residence Restriction Legislation, Sex Crime Rates, And The Spatial Distribution Of Sex Offender Residences, Kelly M. Socia
Residence Restriction Legislation, Sex Crime Rates, And The Spatial Distribution Of Sex Offender Residences, Kelly M. Socia
Legacy Theses & Dissertations (2009 - 2024)
Residence restrictions are one of the most recent, and most controversial, public policies seeking to protect community members from registered sex offenders (RSOs) reentering society following incarceration. Residence restriction policies prohibit RSOs from living within a given distance of certain places where children might gather (e.g., schools, daycares, parks, and playgrounds). In doing so, the expectation is that RSOs will have a harder time finding and approaching young children whom they can sexually assault, thus driving sexual recidivism rates down. These policies, first passed in 1995 at the state level and in 2005 at the county and local level, have …
Fiscal Decentralization In Taiwan : A Case Study Of The Centrally-Allotted Tax Revenue Program And Local Financial Accountability, Nai-Ling Kuo
Legacy Theses & Dissertations (2009 - 2024)
Fiscal decentralization has generated enormous interest in the past two decades. Despite some remaining skepticism regarding fiscal decentralization, many countries have adopted various forms in an effort to improve public service quality. The primary objectives of this dissertation are to understand fiscal decentralization in unitary countries, to gain information about the role of the equalization program in local finances, and to investigate local financial accountability issues in a unitary country. Three independent but linked studies were conducted to achieve the above objectives. They employ case studies on Taiwan's equalization transfer program, the Centrally-Allotted Tax Revenue (CATR) program, and local financial …
Thinking Beyond Performance Indicators : A Holistic Study Of Organizational Information Use, Natalie Christine Helbig
Thinking Beyond Performance Indicators : A Holistic Study Of Organizational Information Use, Natalie Christine Helbig
Legacy Theses & Dissertations (2009 - 2024)
Government agencies are continually challenged to find ways to improve the implementation of public programs in order to serve the needs of citizens and deliver public value. Governments around the world have adopted performance-related activities, primarily focused on the development and use of performance measurement as a major way to achieve these improvements. However, research to-date has focused predominately on managerial use of performance information for decision making and has narrowly defined the nature of information and knowledge. Theorizing and problematizing the relationships and impacts of information and knowledge on public organizations and public management are needed.
The Effect Of Teachers' Unions On Issues In School Reform, Katie Reed
The Effect Of Teachers' Unions On Issues In School Reform, Katie Reed
Public Administration & Policy
The thesis is divided into a number of sections. Part II examines some of the relevant literature on teachers’ unions and reform in education (specifically, merit pay, charter school, and school voucher reforms). The literature review presented in Part II is split up into two sections itself; Section A which examines the actual effectiveness of the aforementioned school reform programs on student achievement, and Section B, which examines literature showing the ways in which teachers’ unions impact school reform. In Part III, primary sources, including direct statements and information from teacher union websites and newspaper articles, are analyzed to determine …
Mortgage Lending Reform Finding Innovative State Responses To The Foreclosure Crisis, Leann Lu
Mortgage Lending Reform Finding Innovative State Responses To The Foreclosure Crisis, Leann Lu
Public Administration & Policy
In today’s American housing market, foreclosure can be seen as an epidemic resulting from the legal mass marketing of risky loan products and systematic overcharging of consumers in susceptible positions. Subprime mortgages are high-cost home loans intended for people with weak or blemished credit histories, and though they are intended to encourage and facilitate homeownership, not only did politicians create a flawed mortgage industry to push for this “American Dream” but it is arguably a manipulative industry that can easily be taken advantage of.1 Thus, current snapshots of the subprime market show that one in every five subprime mortgages made …
Harm Reduction In Outpatient Drug-Free Substance Abuse Treatment Settings, Michael Eversman
Harm Reduction In Outpatient Drug-Free Substance Abuse Treatment Settings, Michael Eversman
Legacy Theses & Dissertations (2009 - 2024)
In the United States, drug-free substance abuse treatment programs generally operate under an abstinence-only, disease model based service orientation. Citing several reasons, critics suggest disease model approaches hinder client utilization and retention within such services. The framework of harm reduction offers an alternative approach to substance abuse treatment services and may have potential for improving utilization and retention outcomes. Yet little is known about how harm reduction is perceived by practitioners in drug-free substance abuse treatment settings, and the circumstances in which harm reduction may or may not be accepted. In addition, despite a body of narrative literature suggesting harm …
The Effects Of Organizational Culture And Climate On Employee's Turnover In Public Child Welfare Agencies, Miseung Shim
The Effects Of Organizational Culture And Climate On Employee's Turnover In Public Child Welfare Agencies, Miseung Shim
Legacy Theses & Dissertations (2009 - 2024)
Background & Purpose: Employee's turnover in child welfare agencies negatively influences remaining employees, clients, and organization itself as well as losing skilled or trained employees. For example, employee's high turnover tends to be cyclical, in that high turnover gives additional workload burden to remaining employees and causes lack of continuity of services for vulnerable children and families. Moreover, child welfare agencies have to bear financial costs, including hiring and training. Although current literature increasingly emphasizes the importance of organizational factors in employee's turnover issues, more empirical research is needed to be conducted to understand organizational effects on employee's turnover. This …

Understanding jurors’ perceptions of juvenile defendants has become increasingly important as more and more juvenile cases are being tried in adult criminal court rather than family or juvenile court. Intellectual disability and child maltreatment are overrepresented among juvenile delinquents, and juveniles (particularly disabled juveniles) are at heightened risk for falsely confessing to crimes. In two mock trial experiments, we examined the effects of disability, abuse history, and confession evidence on jurors’ perceptions of a juvenile defendant across several different crime scenarios. Abused juveniles were treated more leniently than nonabused juveniles only when the juvenile’s crime was motivated by self-defense against …
