In May 2023, Uganda enacted a law criminalizing homosexuality. The Ugandan parliament and President Yoweri Museveni defended the enactment of this law, arguing that homosexuality directly violates Ugandan cultural norms and Biblical doctrines. In response to this legislative action, the United States immediately condemned the law and threatened to withdraw the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), along with other forms of assistance and investments. Despite this, many Ugandans, supported by their leaders, publicly expressed their willingness to accept the aid suspension rather than repeal the law. This article will examine the promotion of LGBTQ rights in Africa, …
The Importance Of Dialogue Between The United States And North Korea: How Can The United States Respond To The Nuclear Issue With North Korea?, Unbi Choi
Helm's School of Government Conference - American Revival: Citizenship & Virtue
The nuclear issue with North Korea could create even more danger in currently tense international relations. In reality, a long-standing economic sanction is a factor in North Korea's continued hostile attitude toward the United States. The Trump administration chose negotiation instead of economic sanctions. Negotiations succeeded in temporarily easing tensions between the United States and North Korea. However, the Biden administration put economic sanctions back on North Korea. Since then, North Korea has increasingly cultivated hostility, even more than in the last few years, and is further developing nuclearization. As this example indicates, economic sanctions would have negative consequences. The …

Rethinking Supply Chains: Mitigating The Risk Of Chinese Dependence And Protecting Us Semiconductor Intellectual Property, Jamison Finnamore
Helm's School of Government Conference - American Revival: Citizenship & Virtue
This paper explores the complex economic interdependence between the US, China, and Taiwan, specifically in the semiconductor industry. China’s increased aggression and intellectual property (IP) theft threatens to unbalance the iron triangle of US, China, and Taiwan trade relations. The problem overview elaborates on Taiwan’s crucial role in the semiconductor supply chain, and China’s threat against it. The argument is made that the US must take a nuanced and multifaceted approach to solving the diplomatic, economic, and military policy problem. Criteria for success are outlined, emphasizing the need to address root causes and not compromise US commitment to a free …
The True Cost Of Education, William J. Norris Iii
The True Cost Of Education, William J. Norris Iii
Helm's School of Government Conference - American Revival: Citizenship & Virtue
Education, rightfully, has been seen as the best way to train the next generation of citizens. The Founding Fathers held that it was essential for the nation’s growth to teach children citizenship and virtue. With the recent expansion of school choice options across the country, this is a good time to refocus on that goal, and examine the true cost of public education in America. This study will examine data, particularly information published by the Department of Education and the U.S. Census Bureau, to form a picture of the true cost of public education. Even though a large percentage of …

Citizenship And Virtue’ Are Requirements For Maintaining Liberty, Timothy P. O'Brien
Helm's School of Government Conference - American Revival: Citizenship & Virtue
In the twenty-first century, the United States of America has been caught in a time of increased polarization, the Republic has been fraying as the sense of community has cracked, where fanatics on the extremes of the political spectrum have contributed to the disruption of normal political order driven by normative agendas. The underlying political theories on which the nations was founded emerged from the ancient Greek philosophers and passed through the early Christian philosophers to the Framers of the Constitution of the United States of America. This article explores the foundations of citizenship and virtue as it applies to …
Upholding Liberty And Justice Through The Virtue Of Citizen Volunteerism, David W. Bolton
Upholding Liberty And Justice Through The Virtue Of Citizen Volunteerism, David W. Bolton
Helm's School of Government Conference - American Revival: Citizenship & Virtue
Alexis de Tocqueville observed that colonial Americans were preoccupied with civic duty, and he spoke to the beneficial power of early American volunteer associations which did not rely on government solutions. Colonial Americans resolved immediate communal needs through volunteerism and charity via civic and religious organizations. From de Tocqueville’s perspective, an essential element of being a good citizen was contributing to your community through volunteerism and charity. State and federal government overreach could be avoided by resolving local issues locally. The true nature of citizenship was to ensure liberty and justice through voluntary, philanthropic efforts and avoiding the mandated funding …
City On A Hill: A Reflection On Christian Ethic And Human Morality, Mayce Combs
City On A Hill: A Reflection On Christian Ethic And Human Morality, Mayce Combs
Helm's School of Government Conference - American Revival: Citizenship & Virtue
In John Winthrop’s sermon A Model of Christian Charity (1630), he spoke to his congregation of the mission God had called them to. With the creation of a new blended nation, the only way to be exceptional was to reflect the gospel in policy, action, and foremost thought. Philosophers from ancient times to today acknowledge that an individual is made up of the soul and their body. From the soul, comes thought, reason, empathy, and a connection to a divine being who deciphers what is morally unjust. The body is a sinful, self-seeking vessel that does not have the ability …
Keepers Of The Peace Or Soldiers: An Analysis Of The 1983 Beirut Marine Barracks Bombing And The Rationale Behind Deploying Troops In A Peacekeeping Capacity, Brock Bellinger
Bound Away: The Liberty Journal of History
Despite President Reagan’s historic foreign policy success in ushering in the collapse of the Soviet Union and liberation of Eastern Europe, the loss of life during the Beirut Marine barracks bombing marks a substantial failure in Reagan’s foreign policy record. Reagan’s foreign policy failure in Beirut that resulted in the deaths of 241 Americans merits further examination amongst students of international relations as this peacekeeping mission illustrates the dangers of sending American troops into harm’s way without a clear and decisive goal and exit strategy. By evaluating the 1983 Beirut Marine barracks bombing, the hindsight and judgment of history allows …
Ai And National Security: The United States Risks Losing Its Competitive Edge, Royce Morris
Ai And National Security: The United States Risks Losing Its Competitive Edge, Royce Morris
Liberty University Journal of Statesmanship & Public Policy
Recent developments in artificial intelligence (AI) have caused concern over the ethical implications of large-scale AI implementation. As a result, leading technologists and computer scientists have advocated an incremental rather than comprehensive approach to AI development and implementation to allow ethical and structural guidelines to provide a public safety net. However, such an approach does not account for the geopolitical and national security implications of lagging behind competitors like China, who have publicly stated goals of reaching AI supremacy within the next ten years. This article presents a national security analysis of the risks to American national security by allowing …
America Without A Minimum Wage: Why The Federal Minimum Wage Should Be Abolished, Zachary Cary
America Without A Minimum Wage: Why The Federal Minimum Wage Should Be Abolished, Zachary Cary
Helm's School of Government Conference - American Revival: Citizenship & Virtue
Minimum wage policy may be the greatest economic policy issue where the common man has a strong opinion. Nearly every person has a view of how minimum wage policy should be enacted, whether it be in raising the federal minimum wage, changing the scope of authority in the federal government, or another policy. However, in discussing any kind of policy, the key details of the policy must be discussed in the framework of both how it would be affected and how it would impact its stakeholders. In this policy analysis, the Iron Triangle of Public Policy – the key executive …
The Impact Of The Deinstitutionalization Policies On Homelessness, Henrique Krigner
The Impact Of The Deinstitutionalization Policies On Homelessness, Henrique Krigner
Helm's School of Government Conference - American Revival: Citizenship & Virtue
Homelessness is a growing issue in America. In 2019 there were 567,715 homeless individuals in the United States, distributed in emergency shelters (63%) or residing unsheltered on streets (27%). In 2021, even though specialists argue that the Covid-19 restrictions greatly harmed an accurate counting, the total number of unsheltered homeless in America increased in 20%. Such increase became a central discussion not only to regular citizens and neighborhood associations, but it also became a great concern within the federal government which has been appropriating billions of dollars each year to “end homeless”.
Specialists point out that the growth of the …

“As you stand for your values do so with gentleness and respect—that’s how we move our country forward.”
Mike Pence, 48th Vice President of the United States of America (2017-2021)
Since the founding of the United States of America, political discourse has often taken an unpleasant and nasty tone. Partisan disagreement concerning public policy is normal and policy should be the subject of vigorous debate. Disagreement, bickering, and even fights on the floor of Congress, are not new phenomena. However, today there is a growing sense in the country that civility and intolerance are on the rise. This study …
Examining The Effects Of Student Loan Forgiveness And The Christian Perspective, Sarah Rogers
Examining The Effects Of Student Loan Forgiveness And The Christian Perspective, Sarah Rogers
Helm's School of Government Conference - American Revival: Citizenship & Virtue
On August 24, 2022, President Joe Biden announced his plan for federal student loan forgiveness. The program allows individuals who make less than $125,000 a year and families under $250,000 relieve up to $10,000 of their loan debt. Those who fall under the Pell Grant program are able to relieve up to $20,000 of their debt. The reactions to this “revolutionary” program were mixed. Typically, those who the program would directly affect were very enthusiastic about this idea while those, most notably Republicans, were less than thrilled. While the idea is good in theory, the execution of debt forgiveness will …

Creating a new sports division: The importance of protecting women’s sports while encouraging sportsmanlike competition
The foundation of sports is to encourage respectful and fair competition between two or more individuals. For those who choose to participate, they are pursuing the happiness they find in competition, others have found their livelihood in sports, and most find liberty in their carefree activities.
Given the recent rise in the popularity of the transgender community, it is natural for members that want to compete in sports, specifically women’s sports. However, with that there are also those who would abuse this popularity to support …
Reforming Illinois K-12 Public Education Through A Four-Pronged Approach, Seth Brooks
Reforming Illinois K-12 Public Education Through A Four-Pronged Approach, Seth Brooks
Senior Honors Theses
Public education in the United States has produced lackluster results in the past decades. Various forms of school choice have emerged in recent years to combat the poor results seen in the public education system, but these private schools are financially unattainable for many Americans. Bureaucratic overload, city corruption, inequities in funding, and frequent teachers’ strikes have certainly contributed to the destitute state of Illinois’ public education. In this thesis, the attainability of fiscal relief for Illinois families who choose alternative education and the necessity of the state in permitting such alternatives is discussed.
Current school choice policies in the …
An Alternate Route: How Ronald Reagan Defied Expectations With His Approach To The Crosswinds Of The Patco Strike, Brock Bellinger
An Alternate Route: How Ronald Reagan Defied Expectations With His Approach To The Crosswinds Of The Patco Strike, Brock Bellinger
Bound Away: The Liberty Journal of History
One challenge which reveals an executive’s leadership ability involves making the decision to fire an employee. President Ronald Reagan did not enjoy firing employees, due in part to his own father struggling to maintain employment. When the 1981 PATCO strike occurred, several obstacles arose which tested Reagan’s ability to act. The Professional Air Traffic Controller’s Organization (PATCO) had publicly supported Reagan during his 1980 presidential campaign when other unions did not. Additionally, Reagan was sympathetic to unions, even serving as President of the Screen Actor’s Guild. These potential obstacles proved challenging from a political and personal perspective. However, when the …
Faith-Based Addiction Treatment Programs And The Drug Courts, Christopher J. Boosey
Faith-Based Addiction Treatment Programs And The Drug Courts, Christopher J. Boosey
Liberty University Journal of Statesmanship & Public Policy
Addiction treatment programs are a major part of the Drug Courts system as under this system, addiction treatment and rehabilitation are used in an attempt to address the root causes of crime with the intent to reducing recidivism rates. Trends in research are beginning to show that faith-based addiction treatment programs are more effective than comparable secular programs. However, there are constitutional issues that prevent these programs being awarded by the drug courts without a comparable, secular alternative. This essay reviews relevant research on the comparable efficacy of faith-based and secular addiction programs and the constitutional issues related to the …

“The United States’ Broken Immigration Policy: The Labor Shortage And A Public Policy Solution”, Timothy P. O'Brien, Melissa Beaudoin
Liberty University Journal of Statesmanship & Public Policy
The United States is a nation divided. The recent surge of illegal immigration into the United States has been the source of contention and debate among the American public. While some want to welcome all immigrants, others insist that immigrants enter the United States legally. With an emphasis placed on the accommodation and the placement of illegal immigrants, less attention has been paid to the United States’ need for immigration. This article asserts that while illegal immigration is a problem that must be addressed, more immigrants are needed. With sinking birth rates and an aging population, the United States needs …
Twenty-One Years Later: Reflections On 9/11, Bessie Blackburn, Shaddi Spencer, Hayden O'Connor
Twenty-One Years Later: Reflections On 9/11, Bessie Blackburn, Shaddi Spencer, Hayden O'Connor
Liberty University Journal of Statesmanship & Public Policy
Twenty-one years ago, one of the greatest attacks on the American republic occurred. On September 11, 2001, American Airlines Flights 11, 77, 93, and 177 were hijacked by Islamic extremists and crashed in New York City, Washington D.C., and Pennsylvania. The atrocity of these incidents and the extensive loss of life impacted not only the United States but the entire world. Nevertheless, in light of this tragedy the American people found unity in patriotism, rekindling a sense of national purpose in the form of the “Global War on Terrorism.” This document is a compilation of reflection articles written by individuals …

The Age Of Advanced Communication: Impacts Of Superpower Disinformation On U.S. Public Diplomacy, Kaitlyn Elizabeth Early
Helm's School of Government Conference - American Revival: Citizenship & Virtue
The age of advanced technology is among us. Beginning in the 1430s with the invention of the printing press, innovations such as the telegraph, radio, television, and the internet have changed the channels of communication, foreign and domestic, forever. Much of the previous research dominating the field of United States foreign policy focuses upon the age of disinformation. Some research pieces surrounding the impacts of communication tools on public diplomacy are outdated as technology is constantly changing. Rather, an up-to-date, comprehensive study of the shifting public diplomacy and media strategies due to these advanced communication tools would paint a thorough …

Tactical Mistakes: Women's Role In Terrorism, Laura Daniel
Tactical Mistakes: Women's Role In Terrorism, Laura Daniel
Liberty University Journal of Statesmanship & Public Policy
Since the 1970s, the word "terrorism" has become a well-known term. Almost two decades after 9/11, it has become a part of everyday vocabulary and, at times, dominates the news cycle. However, the faces we see associated with terrorism are mainly men. When talking of a training camp or a video claiming responsibility for terrorist attacks, women are not a part of the majority. However, women do play a significant role in terrorism. This article evaluates the history of women in terrorism and their positions in terror organizations, as well as the tactical mistake of overlooking women's role in global …
