Egypt is enduring a significant shortage of physicians, despite the annual graduation of approximately 10,000 medical students from its 27 medical schools. In 2016, the physician density was alarmingly low, with only one doctor per 12,285 people. This shortage is exacerbated by a physicians’ brain drain, as Egypt is a leading exporter of physicians to countries like the United Kingdom and Australia. As of 2020, the Egyptian Medical Syndicate reported 212,835 registered physicians, yet 56 percent of them work abroad, and only about 62,000 are actively employed in public hospitals, serving a population of over 110 million. Egypt is located at the crossroads of Africa, the Middle East, and Europe, with over 9 million migrants, including around 1.5 million migrants living in vulnerable situations (IOM, 2022) and around 992,000 registered refugees and asylum-seekers from 133 countries (UNHCR, 2025a) according to the latest available data. Public and policy discussions, however, remain shaped by the widespread stereotypes and confusion in distinguishing between migrants and refugees. This can promote exclusion, disinformation, and social tension. This thesis employed a qualitative approach, combining both desk research and in-depth interviews with 11 participants: nine Tunisian migrant workers and two Tunisian migrant experts. The thesis examined labor shortage in France during the pandemic and the extent to which Tunisian migrant workers managed to bridge the labor shortage relying on the Segmented Labor market theory which was originally developed by Piore (1979), and the two concepts: System Effects and Systemic Resilience.
