In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). Resolution refers to the use of managerial authority and administrative directives to influence system change; reinvestment entails using financial incentives to encourage system change, and realignment employs organizational and …

Nathan Deal’s successful 2010 campaign to become Georgia’s 82nd governor included a promise to enact an Arizona-style immigration enforcement law in Georgia, a promise he kept when he signed HB 87 into law in May 2011. To be sure, the high saliency of immigration law enforcement and policy reform in Georgia has much to do with rapid growth of the state’s Hispanic population in recent years.

Life without parole seems an attractive and logical punishment under the modern coercive crime-control principles of general deterrence and incapacitation, a point reinforced by its common use under habitual offender statutes like "three strikes." Yet, there is increasing evidence to doubt the efficacy of using such principles to distributive punishment. The prerequisite conditions for effective general deterrence are the exception rather than the rule. Moreover, effective and fair preventive detention is difficult when attempted through the criminal justice system. Location based social networking (LBSN) applications are part of a new suite of social networking tools. LBSN is the convergence between location based services (LBS) and online social networking (OSN). LBSN applications offer users the ability to look up the location of another “friend” remotely using a smart phone, desktop or other device, anytime and anywhere. Abstract

Amidst the worst disaster to impact a major U.S. city in one hundred years, New Orleans’ main trauma and safety net medical center, the Reverend Avery C. Alexander Charity Hospital, was permanently closed. Charity’s administrative operator, Louisiana State University (LSU), ordered an end to its attempted reopening by its workers and U.S. military personnel in the weeks following the August 29, 2005 storm. Drawing upon rigorous review of literature and an exhaustive analysis of primary and secondary data, this case study found that Charity Hospital was closed as a result of disaster capitalism. Beyond The It Magic Bullet: Hiv Prevention Education And Public Policy, Fay C. Payton

Journal of Health Disparities Research and Practice

Analytic applications are vital in the assessments of public health and surveillance as these applications can drive resource allocation, community assessment and public policy. Using a dataset of nearly 90,000 patient hospital encounters, the number of instances with an ICD code of HIV and co-morbidities was identified. Blacks accounted for 75 percent of HIV hospital encounters in the dataset. While business analytic applications informed this study of cross-tabulations and interaction effects among race, age and gender, there appears to be a significant relationship among HIV diagnoses and substance abuse. The purpose of the study was to explore the impact of the Baby Boomer Generation on the future services provided by Senior Centers in Northwest Arkansas, specifically in Benton, Madison, and Washington counties. The study was a mixed methods design utilizing both qualitative and quantitative methods. Three research groups were used: Nine Senior Center Directors, which were interviewed; one focus group composed of four Baby Boomers; and a print survey distributed to ninety-two Baby Boomers. The data revealed that changes are needed in the program and services in Senior Centers to attract the Baby Boomer Generation. Changes will need to …

The social implications of a wide variety of technologies are the subject matter of the IEEE Society on Social Implications of Technology (SSIT). This paper reviews the SSIT’s contributions since the Society’s founding in 1982, and surveys the outlook for certain key technologies that may have significant social impacts in the future. Military and security technologies, always of significant interest to SSIT, may become more autonomous with less human intervention, and this may have both good and bad consequences. We examine some current trends such as mobile, wearable, and pervasive computing, and find both dangers and opportunities in these trends. …

In Professor Steve Mann- inventor, physicist, engineer, mathematician, scientist, designer, developer, project director, filmmaker, artist, instrumentalist, author, photographer, actor, activist- we see so much of the paradigmatic classical Greek philosopher. I recall asking Steve if technology shaped society or society shaped technology. He replied along the lines that the question was superfluous. Steve instead pointed to praxis, from which all theory, lessons or skills stem, are practiced, embodied and realized. Steve has always been preoccupied by the application of his ideas into form. In this way too, he can be considered a modern day Leonardo Da Vinci.

Traditionally the approach used to analyse technological innovation focused on the application of the techno-economic paradigm with the production function as its foundation. This thesis explores the rise of the evolutionary paradigm as a more suitable conceptual approach to investigating complex innovations like automatic identification (auto-ID) devices. Collecting and analysing data for five auto-ID case studies, (bar codes, magnetic-stripe cards, smart cards, biometrics and RF/ID transponders), it became evident that a process of migration, integration and convergence is happening within the auto-ID technology system (TS). This the first in a series of research to practice briefs based on the 2010–2011 National Survey of Community Rehabilitation Providers (CRPs) funded by the Administration on Developmental Disabilities and the National Institute for Disability and Rehabilitation Research. This brief presents findings on people with all disabilities and people with intellectual and developmental disabilities (IDD) who are served in employment and non-work settings by community rehabilitation providers (CRPs). The last national comprehensive survey of CRPs conducted by the Institute for Community Inclusion was in 2002–2003, and also gathered data on provider services for individuals with disabilities (Metzel et al., 2007). …
