Npos And Their Stakeholders’ Psychological Contracts: The Value Of Implicit Expectations In Bolivia, Maria Renee Barreal, Roland Pepermans, Michael Dooms Apr 2020

Npos And Their Stakeholders’ Psychological Contracts: The Value Of Implicit Expectations In Bolivia, Maria Renee Barreal, Roland Pepermans, Michael Dooms

Gobernar: The Journal of Latin American Public Policy and Governance

Managing non-profit organizations (NPOs) in developing countries constitutes a challenge due to the intrinsic hardship of their missions, and the pressure of balancing their stakeholder’s interests and needs. Beyond the explicit challenges NPOs face (e.g., attracting volunteers, retaining employees, accounting to donors), we tackle the implicit obligations and returns that volunteers, employees, and donors hold towards an NPO. By introducing the concept of Stakeholder Psychological Contracts (SPC) and its three currencies (relational, transactional and ideological), we identify how each creates value for these stakeholders in a different way, using data from 409 respondents, representing 7 Bolivian NPOs. Despite the high …

La Administración Pública Desde La Perspectiva De La Prevención De Atrocidades En Las Respuestas A La Covid-19: Aprovechar La Pandemia Para Lograr Mayor Equidad Social, Nadia Rubaii, Kerry E. Whigham, Susan Appe Jan 2020

La Administración Pública Desde La Perspectiva De La Prevención De Atrocidades En Las Respuestas A La Covid-19: Aprovechar La Pandemia Para Lograr Mayor Equidad Social, Nadia Rubaii, Kerry E. Whigham, Susan Appe

Gobernar: The Journal of Latin American Public Policy and Governance

The pandemic is already forcing many individuals, businesses, and governments to rethink much of what they do and how they do it. As such, it presents an opportunity for public administrators to reimagine the criteria they use when designing and implementing programs and policies, and to more actively engage in prevention of identity-based violence. In this contribution, we suggest a new analytical lens to guide public administrators’ decision making, one informed by the theory and practice of mass atrocity prevention. This perspective recognizes that the decisions and actions of public administrators in response to the pandemic will influence whether individual …

“La Forma Sigue A La Función”. Organizaciones Parciales De Movimientos Sociales Para La Realización Prefigurativa Del Cambio, Ruth Simsa, Marion Totter

Gobernar: The Journal of Latin American Public Policy and Governance

Gobernar: The Journal of Latin American Public Policy and Governance

La Artesanía Del Orden Social, Luis Felipe Dávila May 2018

La Artesanía Del Orden Social, Luis Felipe Dávila

Gobernar: The Journal of Latin American Public Policy and Governance

Frictions In Transitional Justice Processes: Colombia's Victims Law, Integral Reparation And The Temporality Of Multiple Victimization In Displaced Women, Sophie Rähme May 2018

Frictions In Transitional Justice Processes: Colombia's Victims Law, Integral Reparation And The Temporality Of Multiple Victimization In Displaced Women, Sophie Rähme

Gobernar: The Journal of Latin American Public Policy and Governance

This article addresses the challenges that integral reparation programs meet when aiming to respond to multiple victimization experienced by displaced women. By adopting the ethnographic concept of “frictions” (Tsing, 2005), I analyze four dimensions of discursive frictions that occur surrounding reparative practice backed by the Law on Victims and Land Restitution and its multiple local encounters and dis-encounters when compensating multiple victimization in the post-conflict of Medellín. Like other studies have identified shortcomings of the idealistic and innovative Colombian reparation program, it becomes evident that the integral reparation efforts fall short in addressing the real complexity of interrelated and multiples …

Analysis Of The Perceptions About The Organizational Environment In Colombia’S Public Sector, Fabian Telch, Pablo Sanabria May 2018

Analysis Of The Perceptions About The Organizational Environment In Colombia’S Public Sector, Fabian Telch, Pablo Sanabria

Gobernar: The Journal of Latin American Public Policy and Governance

Public servants are conditioned by perceptions about their jobs environments that can lead them to have less appreciation for their organizations. There are few studies that focus on a theoretical and practical understanding of the organizational environment as a factor that may lead public workers to low motivation and job satisfaction levels. We aim to explore organizational environment of Colombia’s public-sector entities as a key organizational aspect, considering the demographic characteristics of Colombian public servants. Through multivariate statistics we explore whether some demographic and organizational traits of public officials play a role on their appreciations of their organizational environments. To …

Observing And Measuring Government Openness. A Conceptual Discussion And Application To Mexico, Guillermo Cejudo, Cynthia L. Michel, Armando Sobrino, Marcela Vázquez May 2018

Observing And Measuring Government Openness. A Conceptual Discussion And Application To Mexico, Guillermo Cejudo, Cynthia L. Michel, Armando Sobrino, Marcela Vázquez

Gobernar: The Journal of Latin American Public Policy and Governance

Open government has become a goal for countries all over the world, but it remains an elusive concept. Despite innovative methodologies to assess open government policies, action plans, and interventions in different countries, scholarly research and practical decisions are hindered by the lack of a precise concept and an operationalization. In this paper, we make two contributions to this discussion. First, we argue that the discussions about open government would benefit from taking the grammatical structure of the concept seriously (open is an adjective, government a noun). Second, we propose that, in order to be conceptually and practically useful, open …

El Análisis De Políticas Públicas: La Evolución De Una Disciplina Y Su Relevancia En Colombia, Carlos Andres Olaya Oct 2017

El Análisis De Políticas Públicas: La Evolución De Una Disciplina Y Su Relevancia En Colombia, Carlos Andres Olaya

Gobernar: The Journal of Latin American Public Policy and Governance

For several decades, the so-called public policy turn has become more relevant in the context of Latin America in general, and Colombia in particular. Both in the political and academic spheres, research projects or intervention have been put forward which, directly or indirectly, relate to a vague and general notion of "public policy." However, the advances in the specific field of the policy theory are timid. Therefore, it is necessary to deepen and energize the proper disciplinary debates of public policy, beyond the study of any policy in particular. Thus, this article explores the historical development of policy studies as …

Los Fundamentos Del Análisis Prospectivo De Políticas Públicas, Juan Guillermo Vieira Silva Oct 2017

Los Fundamentos Del Análisis Prospectivo De Políticas Públicas, Juan Guillermo Vieira Silva

Gobernar: The Journal of Latin American Public Policy and Governance

Given the inexistence in Spanish of an introductory synthesis to prospective policy analysis, this article proposes its conceptual and historical bases, the analysts' work and skills, and the ways to approach it, listing some of the most used methods and techniques . For this, the article reviews an important part of the English literature on the subject, organizing it descriptively for pedagogical and analytical purposes. Initially, the use of the expression public policy analysis is clarified, differentiating the field of public policy studies from the analysis applied within it to produce information for decision making; then the definition of policy …

Biciactivismo En Medellín. De La Acción Colectiva A La Agenda Política, Gloria Estela López Lopera, Diana Patricia Salinas Arango

Gobernar: The Journal of Latin American Public Policy and Governance

The analysis of collective action from Medellin’s cycling advocacy groups on the political agenda of the city, when seen through an Interpretativist Theoretical Perspective, is a reflection of the actual gap between the citizens and the public policy. This fact gives importance to the contexts, local knowledge, and the citizenry’s arguments. The case study is in itself a tool of methodological inquiry. Empirical evidence is gathered by applying semi-structured interviews, direct observation, and documentary review. Such evidence is systematized using matrixes and map-analysis. Cycling advocacy groups of Medellin become visible through proposals which represent the bicycle as a symbol of …

El Discurso De La Transición Al Socialismo De Hugo Chávez (1999-2008), Josefina Bruni Celli, Javier Rodríguez Oct 2017

El Discurso De La Transición Al Socialismo De Hugo Chávez (1999-2008), Josefina Bruni Celli, Javier Rodríguez

Gobernar: The Journal of Latin American Public Policy and Governance

The purpose of this study is to trace Hugo Chavez’s transition-towards-Socialism efforts in Venezuela between 1999 and 2008, and by means of discourse analysis. Through combined qualitative and quantitative analyses of a random transcript sample from the ‘Aló Presidente’ Sunday program, the study: 1) analyzes the president's discourses that have to do with production relations, for the purpose of clarifying the trajectory of Hugo Chávez's policies regarding these, and in associated models of production; 2) identifies the discursive strategies employed by Hugo Chávez to legitimize and push forward changes in the very production relations that he promoted. Through the analysis …
