Education Inequality In The United States: A Wicked Problem With A Wicked Solution, Lincoln Bernard Jan 2021

Education Inequality In The United States: A Wicked Problem With A Wicked Solution, Lincoln Bernard

CMC Senior Theses

A problem wicked in its complexity and detriment; the United States has failed most of its students in its inability to address the unashamedly rampant inequality throughout its public education system. The inequality in American public schools appears evident and boundless, but the causes of that inequality, and especially its solutions, are not as obvious. It is easy to explain away the system’s failures as a product of the United States’ ultra-varied environment, but further investigation reveals much of the systems problems are self-caused, resulting from the United States’ uniquely local approach to supporting its schools. A misguided fear of …

Strategic Educational Leadership Within The Policy-Making Arena: The Promulgation, Passage, And Practice Of Tennessee's High Performing School Districts Flexibility Act Of 2013, Robert Lawrence Hullett Jr.

Theses and Dissertations--Education Sciences

In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. A provision of this state law required that half of teacher and principal evaluations be based upon student achievement, which included a component of required continuous academic growth. For school districts whose students scored at the highest academic performance levels, the continuous growth component would negatively impact their teachers’ and principals’ annual evaluations. In 2012, the Williamson County Schools (WCS) superintendent requested mitigation for relieve from the Tennessee …

Papers, Posters, and Presentations

While startups are considered an important potential contributor to Egypt’s economic growth, they encounter myriad challenges that hinder their ability to reach their potential, sustain their market presence, and their capacity to provide decent job opportunities. Challenges include the difficulty of locating and sustaining funding, the complicated legal and regulatory framework that governs them, the conservative social norms and culture, and the lack of data and information regarding market dynamics and existing opportunities. The research findings revealed that many startups face challenges with their Human Capital Management (HCM), in the planning, acquisition, development, or sanction functions. This policy paper examines …

Diminishing And Preventing Homelessness: A Managerial Audit Of Santa Clara County Nonprofit Organizations Addressing Homelessness, Sergio J. Gonzalez

Master's Projects

While the problem of homelessness intensifies in the United States, the search for solutions becomes increasingly crucial. As the number of homeless people in Santa Clara County, California continues to surge, various sections of government and nonprofit organizations have intensified their search for ways to reduce the problem. There have been many proposed ideas for a solution, such as policy options and emergency measures to address local crises. For example, the city of San Jose, California, has opened a “bridged housing” community, allocating 80 tiny homes with beds, a desk, and air conditioning in two locations to serve as temporary …

Our world changed drastically on February 11th 2020 when the World Health Organization announced the name of the new coronavirus disease as COVID-19, and the pandemic was later considered the greatest challenge we have faced since World War II. Although we have started to experience social life in various new ways, the impacts that it will bring are still unknown. In recent years, migration had already undergone different transformations globally, and more changes are expected. This is the sixth of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). Researchers conducted surveys of residents in housing developments operated by the New York City Housing Authority (NYCHA), half involved in MAP and half not involved. The survey measured opinions and perceptions about public safety and resident well-being. Surveys were conducted well after the 2014 launch of MAP, but the data allowed the study to examine differences between MAP and non-MAP communities.

Policing In A Democratic Constitution, Michael Wasco Oct 2020

Policing In A Democratic Constitution, Michael Wasco

Indiana Journal of Constitutional Design

Most constitutions contain provisions relating to or impacting policing. Separate from the armed forces and intelligence services, the police are the state’s internal security apparatus, and codifying issues related to policing within a constitution can ensure efficient service delivery and human rights protections.

Originating from the Libyan constitution making process, this paper provides a taxonomy of options for constitution drafters and scholars. More so than other issues, such as separation of powers or human rights protections generally, policing sections are very country specific. While not advocating for specific best practices, the work gives ample justifications for certain policing principles and …

Public Perceptions Of Delays In The Release Of Police Body-Worn Camera Footage, Christopher L. Bush

Journal of Sustainable Social Impact

Delays in the release of police body-worn camera (BWC) video footage have amplified public concerns about police misconduct. People question law enforcement transparency when video from BWCs is not shared with the community in a timely manner. The qualitative case study explores the life experiences of the community and the victims’ family related to delays in the release of police BWC footage. Mettler and Sorelle’s policy feedback theory was used for the study’s theoretical framework. The research questions focus on understanding the lived experiences and perceptions of community relationships with law enforcement around transparency, communication, and information sharing. A qualitative …

Caregivers’ Expectations, Reflected Appraisals, And Arrests Among Adolescents Who Experienced Parental Incarceration, Cynthia J. Najdowski, Melissa Noel Aug 2020

Caregivers’ Expectations, Reflected Appraisals, And Arrests Among Adolescents Who Experienced Parental Incarceration, Cynthia J. Najdowski, Melissa Noel

Psychology Faculty Scholarship

This research sought to identify a potential process by which intergenerational crime occurs, focusing on the effect of parental incarceration on adolescents’ subsequent arrests. We drew from Matsueda’s work on reflected appraisals as an explanatory mechanism for this effect. Thus, the present research examined whether caregivers’ and adolescents’ expectations for adolescents’ future incarceration sequentially mediated the effect of parental incarceration on adolescents’ actual arrest outcomes. Propensity score matching was used to examine this effect in a sample of 1,735 15- to 16-year-olds using NLSY97 data. Parental incarceration was positively related to caregivers’ expectations of adolescents’ future arrest. Moreover, caregivers’ expectations …

Predictors Of Social Distancing And Mask-Wearing Behavior: Panel Survey In Seven U.S. States, Plamen Nikolov, Andreas Pape, Ozlem Tonguc, Charlotte Williams

Economics Faculty Scholarship

This paper presents preliminary summary results from a longitudinal study of participants in seven U.S. states during the COVID-19 pandemic. In addition to standard socio-economic characteristics, we collect data on various economic preference parameters: time, risk, and social preferences, and risk perception biases. We pay special attention to predictors that are both important drivers of social distancing and are potentially malleable and susceptible to policy levers. We note three important findings: (1) demographic characteristics exert the largest influence on social distancing measures and mask-wearing, (2) we show that individual risk perception and cognitive biases exert a critical role in influencing …

The Attracting Intelligent Minds Conference: An Assessment Of Graduate Diversity Recruitment, Alfred T. Dowe

Graduate Theses and Dissertations

Graduate student recruitment is one of the most important factors in growing university enrollment. Unlike undergraduate recruitment, graduate recruitment is a coordinated effort facilitated between graduate faculty and program coordinators and graduate recruiters who often work outside of the department. An essential element in graduate recruitment is the effectiveness with which underrepresented minorities are identified and recruited. Graduate schools are commonly using initiatives known as intervention strategies to help enhance their traditional recruitment strategies and campus visitation programs have become a popular recruitment tool within those strategies.

Since the 1990’s, the University of Arkansas (UA) has employed various intervention strategies …
