Nepal now enjoys a unique opportunity to positively transform the country’s economy and society. The economic activities fueled by remittance, supported by foreign aid, and aided by domestic economic activities such as tourism, trade, and services, including start-ups, are helping increase individual incomes. However, the earnings from remittances, which measure to about 25% of Nepal’s GDP, are spent on consumer goods and not on investments that can generate employment and raise the standards of living. Limited access to electricity remains a primary constraint to economic growth and the improvement of livelihoods throughout sub-Saharan Africa. In rural areas, electricity access is especially sparse. The reasons for the scarcity of electricity supply in the region are well documented, with low population density, limited household incomes, and poor regulatory institutions compounding to often make the investment of expanding electricity access result in poor or risky economic returns. In this thesis, I seek to provide a framework for developing nations making policy-decisions about legal rights, as in the realm of Rawlsian ideal theory, prescriptions for governments not living in conditions of moderate scarcity is lacking. I first springboard off Stephen Holmes and Cass R. Sunstein’s conclusion that “all legal rights are positive,” from their book, The Cost of Rights, to argue for the value of considering the economic implications of rights protections. There has been heated debate over transgenic or genetically modified (GM) crops in agriculture. Advocates and critics argue over possible economic, environmental, public health implications of this technology. This study examines varying policy approaches to regulating GM crop cultivation in four developing countries where the technology has large potential application. Why have some countries banned GM crop cultivation in their territory while others encouraged it? In countries where GM crops were allowed, why have varying systems of intellectual property rights (IPR) protection been constructed? This Article argues that, to answer these questions, we must recapture a distinctively American view of the proper relations among state, financial market, and development. This Comprehensive Economic Development Strategy (CEDS) is the outgrowth of a long running effort by the John S. Watson Institute for Public Policy at Thomas Edison State College (Watson Institute) to support economic and community development in New Jersey with a particular focus on urban areas in need of revitalization. The Watson Institute was previously awarded a United States Economic Development Administration (USEDA) grant to complete an economic analysis of the North Central New Jersey Region. What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. The contexts explored here, American Sign Language/English interpreting and spoken language interpreting within the European Parliament, show that simultaneous interpreting involves attitudes, norms and values about intercultural communication that overemphasize information and discount …

Reconstruction and development in poor, fragile countries present a double challenge: tackling the issues of poverty and underdevelopment as well as the constraints posed by instability, poor governance, and weak capacity. This context generates a range of problems that include: insecurity, insufficient planning, inadequate implementation capacity, poor financial management, misprocurement, corruption, a volatile fiscal environment, ineffective donor coordination, and negative environmental and social impacts. More particularly, the region faces a pressing crisis of water security, where rapid urbanization has outpaced water sector development. Among his pathbreaking works are his lectures on the economics of inequality (Sen, 1973), his article on the axiomatics of poverty measurement (Sen, 1976), and his book on anti-poverty policy in the context of famines (Sen, 1981). Rather, the amount of urban employment, the composition of that employment, and the returns from it are determined by a whole host of policies. To review them all in a short paper is an impossible undertaking. The criterion by which I decided which policies to consider is policy-relevance, asking which set of policies is apt to have the largest impact on employment.
