Recruitment Machines, Community Power And Political Return On Investment (Proi): Economic Development Policy In The Age Of Amazon, Eric G. Griego Montoya

ABSTRACT

A fundamental policy choice in economic development among local policy makers is the appropriate mix of “outside” strategies that use incentives to attract companies, and “inside” strategies that invest in smaller and local businesses. Using a mixed-methods research design, including national and state surveys along with qualitative analysis of interviews conducted with policy elites, I examine the role of ideology, elites, community, competition, social capital (trust and influence), and electoral politics in these policy decisions. I use new descriptive theoretical frameworks called “recruitment machines” and “Political Return on Investment (PROI)” to describe how and why local elected officials support …

The panic surrounding the COVID-19 pandemic led politicians to implement lockdowns and issue “stay-at-home” orders that follow in a long line of government attempts over the past century at economic central planning. With only a few notable exceptions among the several states, elected officials and bureaucrats seized on emergency powers afforded them by the onset of the novel coronavirus. In mid-March 2020 the publishing of the now infamous epidemiological models gave governments the sensational information they needed to get the wheels of government planners turning. Amidst the already fraught politics of immigration, “sanctuary” policies, whereby state and local law enforcement agencies limit their cooperation with federal immigration enforcement authorities to varying degrees, have emerged as a particularly contentious issue. This paper sifts past the political vitriol surrounding the issue of “sanctuary” and uses original survey research in Philadelphia to answer a straightforward question: Are these policies working? That is, are the city of Philadelphia’s sanctuary policies actually building trust between its undocumented residents and local law enforcement, thereby laying the groundwork for higher rates of crime reporting and safer communities? Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. This paper attempts to examine a correlation between lockdown length and COVID-19 case rate, death rate and fatality rate. In March of 2020, the publishing of alarmist epidemiological models prompted government officials to enact sweeping emergency measures (Miltimore 2020). Notably, the Imperial College London model published by epidemiologist Neil Ferguson predicted a “best-case scenario” of 1.1 million COVID-19 deaths in the U.S. by August 2020. This paper applies public policy concepts such as agenda setting, resource allocation, lobbying, and campaign rhetoric to the field of homeland security. The analysis examines the allocation of resources among the U.S. federal government’s five broad homeland security priorities during the fiscal years of 2012-2017. An overemphasis on border security has led to a disproportionate allocation of resources among these various priorities. The last 8 years have seen a dramatic increase in the flow of Central American apprehensions by the U.S. Border Patrol. Explanations for this surge in apprehensions have been split between two leading hypotheses. Most academic scholars, immigrant advocates, progressive media outlets, and human rights organizations identify poverty and violence (the Poverty and Violence Hypothesis) in Central America as the primary triggers responsible. Explaining the variance in states’ concealed carry laws (referring to the practice of carrying a handgun in public in a concealed fashion) is a topic that remains underexplored in academic literature. This study looks at nine variables—political, gun and crime-related, economic, and education-related—and uses a multinomial logistic regression analysis to detect differences between states with more or less restrictive concealed carry laws. Out of these variables, only two statistically significant relationships were found: states with the least restrictive concealed carry laws had fewer Republicans in the upper house of their state legislatures (this result was unexpected) and had higher gun …

The purpose of this thesis is to describe and analyze the South Carolinian eviction crisis from the perspective of radical geography. South Carolina was chosen for the severity of its crisis and the lack of research at a sub-state level. Court records of eviction filings from 2019 were geocoded and tested for spatial clustering, which was clearly visible. Plaintiff names were used to identify the most frequent filers and distinguish landlords by type. At the census tract level, eviction filing counts were compared with neighborhood characteristics using negative binomial regression, and most were found to be significant in South Carolina. …
