This research study seeks to understand interested parties’ perspectives on Cameroon's existing land tenure systems, the 1974 land law, and ongoing efforts to reform this land law. It identifies both concerns and specific recommendations from these parties on the formulation and implementation of future reforms. In the decades following the achievement of independence from European colonizers, most governments in sub-Saharan Africa (SSA) have adopted new national land tenure policies to meet their countries’ needs and aspirations. This paper examines how South Africa’s political and economic orientation following the nation’s democratization in 1994 enabled a continuation of Apartheid-era patterns in the City of Johannesburg. In particular, it contends that governmental decentralization, neoliberalism, and global city aspirations—enshrined in both local and national policy documents—turned attention away from addressing internal deprivations. Rather than redistributing social and economic power, uplifting the Black-majority, and allowing urban stakeholders to play a central role in policy formation and decision-making, Johannesburg’s City Government catered to elite outside interests, effectively introducing new forms of segmentation and disenfranchisement. The unassailable continuity of female genital cutting (FGC) despite its criminalization and the salience wielded over the past few decades stokes thoughts about what is missing—signifying the need to examine present legal mechanisms pertinent to FGC critically. The current research fails to consider the full breadth of the entanglement of law and culture relating to FGC, which is important because where the change of behavior is the objective of the law, social and legal norms must interact. The United States is losing the competition for global power to China, especially on the African continent. This thesis aims to analyze opportunities for the United States to take advantage of China’s withdrawal from Ethiopia in order to develop relations with the quickly growing country and influence the country toward democratization. This author found that while democracy is not likely, through increasing relations with Ethiopia’s prime minister, the United States has an opportunity to push for increased individual freedoms for Ethiopians. The author relied on open-source information and strategic analytic techniques often employed by the U.S. intelligence community.

Numerous studies have considered the important role of cognition in estimating the returns to schooling. How cognitive abilities affect schooling may have important policy implications, especially in developing countries during periods of increasing educational attainment. Using two longitudinal labor surveys that collect direct proxy measures of cognitive skills, we study the importance of specific cognitive domains for the returns to schooling in two samples. We instrument for schooling levels and we find that each additional year of schooling leads to an increase in earnings by approximately 18-20 percent. This dissertation offers an in-depth descriptive account of how women manage daily risks associated with sex work, criminalization, and HIV/AIDS. Primary data collection took place within two slums in Kampala, Uganda over the course of fourteen months. The emphasis was on ethnographic methodologies involving participant observation and informal and unstructured interviewing. Insights then informed document analysis of international and national policies concerning HIV prevention and treatment strategies in the context of Uganda. This study provides the first analysis of the politics and ethics behind carbon taxation in South Africa and Mexico. Using the preexisting scholarly frameworks of climate change policy, tax policy, and Robert Putnam’s two level games, I determine that in both cases, international pressures from multilateral negotiations and international development funding sources initiated the carbon tax policymaking process within the environment and treasury ministries of both countries. Once environment ministry bureaucrats initiated the carbon tax a lack of politicization of climate change (both countries) and an additional gain of raising revenue (Mexico) allowed the taxes to become law.
