This internal report has been prepared as part of the larger Methamphetamine Treatment Facility Feasibility Study conducted by the College of Public Affairs and Community Services for the Nebraska State Legislature. The major purposes of this report are as follows: 1) to integrate previously submitted working findings and tables into a single “stand-alone” document and 2) to provide an overview and context for the findings that will be useful to technical writers, faculty, staff and graduate assistants who are responsible for preparing the final report for the legislature.

Past Publications

The Center for Public Affairs Research and the Urban Studies Program at the University of Nebraska at Omaha organized a telephone survey of Benson-area residents. The survey identified various neighborhood perceptions and activity patterns of alliance residents. The interviews occurred between November 20 and December 4, 2005, with 387 interviews being completed.

The continuing shift toward privatization has created new opportunities for private participation in transportation policy formation, infrastructure development, and service provision. The resulting high stakes have drawn a variety of traditionally powerful private players to overtly participate in Texas state policy making. Understanding policy formation in this era of resurgent private power is imperative because the outcomes will affect urban development, population distribution, and subsequent politics and policy. The police community in the United States began to adopt the philosophy of community policing in the early 1970s as a solution to rising crime rates. Since that time a great many police departments have officially stated that they have embraced and practice this concept. Effective citizenship practice in the United States has several important characteristics, which can provide the foundation for young people to access opportunity in employment and education. A continuum of policies, programs, and strategies meant to alleviate poverty have central themes of providing education and vocational opportunities, and yet large numbers of young minority people remain disenfranchised with no chance to succeed. There is even greater loss in the population of African American males who otherwise could achieve stable and strong economic life styles. This study explored the relationship between Intimate Partner Violence and HIV Risk-Propensity in African-American women. Current literature on HIV reveals that one of the groups most seriously impacted by the continued scourge of HIV is African-American heterosexual women. An anonymous questionnaire was completed by a community based sample of 200 African American women with a varied history of intimate partner violence to (1) explore whether a relationship exists between Intimate Partner Violence and sexual coercion in African-American women (2) determine whether a relationship exists between sexual coercion and HIV Risk in African-American women (3) determine if the frequency of intimate …

Preferences For Performance Measures: A Study Of A Federal Agency, Gina Beckles

The purpose of this dissertation was to determine the preferences of clients of programs administered by selected federal agencies and the preferences of the federal managers who administer the programs in assessing performance measurement systems. Using the general progression of previous budgetary models used in the public sector, the researcher developed the Modified Balance Scorecard (MBSC), a performance measurement model designed specifically for use within the public sector. Surveys based on the MBSC were administered to public managers and to clients of those managers in order to determine their preferences. With the assistance of A. E. Buck, Herbert Hoover coined the term Performance Budget in 1949 to rebrand cost data budgeting. Cost data budgeting originated in 1912 in Richmond County (Staten Island), New York. It is strongly associated with the National Commission on Municipal Standards and the Committee on Uniform Street Sanitation Records, which are both direct derivatives of Clarence Ridley’s original work in making sense of performance measurement under the title Means of Measuring Municipal Government, his 1927 dissertation at Syracuse University. While contracting out has been the predominant method of privatization, there has been greater emphasis in recent times on using public-private partnerships (sometimes referred to as PPPs or P3s) instead. These public-private partnerships differ from contracting out, as they are characterized more by "a commitment between public and private actors ... in which partners develop products together and share risks, costs, and revenues" (Klijn & Teisman 2000, p. 85).

As the speed of change increases, federal agencies are challenged more often to develop and implement improvements to existing programs, new programs to meet new needs, or adjustments to programs based on changed circumstances of delivery. Built on the foundation of systems theory, expectancy theory, and field theory, this research seeks to explain why some managers do not propose changes in their organizations---even when the very survival of the organization is at risk. Community Health Centers (CHCs), designed to provide accessible and affordable health care services to low-income families, were first funded by the Federal Government as part of the War on Poverty in the mid-1960s. Improving healthcare organizational performance efficiency is paramount. It is an especially pressing need for CHCs' because they carry a disproportionate burden of caring for the uninsured within limited budgets.
