Researchers have found that higher education is known to stabilize political opinions and thought to enhance critical thinking skills. The role that an individual's level of education plays in shaping public opinion during a foreign affairs crisis, within the context of repetitious and uniform news media coverage, has yet to be determined. The theoretical foundation of agenda-setting explains how salience is created by emphasizing certain messages and influencing public opinion and may bypass education and political knowledge. Islamic terrorism has become a global problem which has resulted in human, social, political, and economic costs. Many Islamic terrorist organizations have focused their attacks on the West and its interests. They justify these acts by making reference to policies of the West, which they believe are inimical to Islam. France, a Western country, recently introduced a law which bans the Islamic face veil (the burqa) in public places in the country. This study examined the implications of this law. The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. Variation in the Medicaid program has frequently been studied across states, and considered a product of political, fiscal and administrative factors. Few studies have considered variation in Medicaid as a product of federal bureaucratic behavior. This study examines federal variation, and uses federalism, intergovernmental relations and public policy lenses to compare two cases where classes of recipients were being disenrolled from Medicaid, in apparent conflict with federal regulations. In one case, when individuals moved from county-to-county and became disenrolled in Medicaid, the federal bureaucrats used most of the implementation tools at their disposal to try to bring states back into …
