In this article, we use data collected from municipal council members and department heads in Michigan municipalities with over 10 000 residents to determine how, and why, they view the quality of their interactions with one another. Building theories of small group dynamics and political control of bureaucracy, we test several hypotheses and conclude that council members and department heads hold divergent views of their interactions with one another and that their views are determined by government form and community characteristics. The Federal Government has sought to address the issues of urban cites through a series of urban polices. This study explores one of the more prominent and sustained urban policies, the Community Development Block Grant (CDBG) program and evaluates a series of political factors on local decision making in the allocations of Community Development Block Grant dollars.

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? Bureauspeak analyzes bureaucrats' rhetorical practices within municipal governments. This project asserts that respectful rhetorical practices have always been implicit in traditional notions of rhetoric, but have not been explicitly addressed. This project describes the political epistemic field (PEF), formed by discourse, audience, reality and rhetor, that is created within a municipal environment where policy deliberations occur. The PEF allows for interactions among the four elements and results in changes to all the elements as the interactions occur. The policy-making audience in the PEF expects their bureaucrat-rhetor to enact respectful rhetorical practices, but in many instances those expectations are also implicit …

This paper examines how the neighbourhood regeneration programs of David Miller and Rob Ford in Toronto compare based on the approaches to public administration taken by each mayor. It uses a comparative analysis of the two cases with a specific focus on Miller’s Priority Neighbourhoods (PNs) and Ford’s Neighbourhood Improvement Areas (NIAs). The findings reveal that the two programs are based on different approaches to public administration, with Miller emphasizing the community development approach and Ford favouring the economic model of public administration.

This paper examines the types of community and political participation municipal employees favour and the effect of political activity regulations on participation based on a survey administered to public service employees in the City of London. The findings reveal that many municipal employees consider themselves to have a high amount of discretion in their duties and the commitment to public service transcends the workplace and translates into exceptional levels of participation in the community, but many are reluctant to engage in overt forms of political participation.

This paper examines the disconnect between theories of good public administration and the actual practice of public administration. An analysis of the relationship between theory of all types and the practice of public administration – with a specific focus on the apparent discrepancy between theories of justice and the field – is conducted. The findings reveal that the on-the-ground practice of public administration is not governed by justice, ethics, and morality but rather by professional guidelines and norms.

This paper examines the role of the ICMA in promoting performance measurement during the years of Clarence Ridley’s administration. Clarence Ridley received his Ph.D. at Syracuse University in 1927 and soon, thereafter, became the executive director of the ICMA. His Ph.D. topic constitutes the first book specifically focused on performance measurement. It differs from other performance measurement literature of that era in that it is more instrumental and oriented towards management objectives and standards. In contrast, earlier literature, such as that of Charles Beard or William Munro, provided significant consideration to the performance of government as a political entity. This …

This paper examines concerns regarding the roles and responsibilities of councillors and bureaucrats within the policymaking process based on a case study of the Gore Park Rejuvenation Program in Hamilton. The findings reveal that if the expectations of councillors and bureaucrats are not coordinated, problems will eventually occur and, more specifically, if councillors do not prudently assess issues and bureaucrats fail to act responsibly, policies will not be properly formulated or delivered.
