With the filing on March 28 of a proposed metropolitan government charter, Nashville and Davidson County have moved one step closer toward creating a new species of local government, one that is distinctly metropolitan in its design. The metropolitan charter, to be voted on June 17, would abolish the City of Nashville and Davidson County and consolidate their functions in a single "Metropolitan Government of Nashville and Davidson County."

In August 1957 Mr. W. G. Thomas, General Manager, Athens Utility Board, requested MTAS to obtain certain statistical information on the operation of municipally-owned water utilities in the State. In replying to our survey questionnaire, so many officials requested a copy of the results that it was decided to print them in this form and to give the report a wide distribution.

Proper municipal accounting is basic to efficient city administration. Hence, if good municipal government is to prevail, the accounting system must be so designed and operated as to produce the required fiscal information. For this reason the Municipal Technical Advisory Service is grateful for the opportunity to make available to municipal finance officers and other officials in Tennessee this publication, a "Manual of Accounts." The manual is the first of a series of important technical publications in this field; two others now in preparation are scheduled for publication within the coming year.

For several years the Universities of Alabama, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, and Virginia, along with the Tennessee Valley Authority, have been working together in an effort to obtain more information about governn1ent in the southern states, and to 1nake that inforn1ation available to public officials and other interested individuals. The General Education Board, a philanthropic foundation, has helped finance this progran1, and those who have participated in the enterprise greatly appreciate 'its assistance.
