The Kind Of Solution A Smart City Is: Knowledge Commons And Postindustrial Pittsburgh, Michael J. Madison

This case study brings new attention to a critical but under-appreciated dimension of so-called “smart” cities: how smart city governance builds and relies on institutionalized sharing of data, information, and other forms of knowledge across all sectors of public administration. Those smart city practices are referred to here as knowledge commons and systematized using the Governing Knowledge Commons (GKC) research framework. That framework extends and modifies Ostrom’s research tradition as to community-based resource governance. As with other GKC-focused research, this work relies on a qualitative case study. States across the country focus intensely on creating jobs, catalyzing capital investment, and stimulating economic output. They pursue different strategies, mixing and matching a variety of tactics in the pursuit of their economic objectives. While scholars have studied the relationship between economic development tactics and economic growth or business climate and economic growth, none to my knowledge have studied the impact of economic development efforts on economic outcomes while accounting for a state’s business climate.

One of Worcester Interfaith’s goals is to eradicate the stigma of affordable housing in Worcester. Currently, the perception of affordable housing is of an image of unkept and old residences filled with destitute citizens who cannot afford basic needs to live in a city, let alone housing. This image is perpetuated by media, stigma, and a lack of education of the true reality of affordable housing and who its recipients are. Affordable housing-qualified citizens represent a range of educations, professions, age, race, and income levels. Today, promoting community assets through a quality web presence is a vital component of economic development practice. However, many local development agencies do not have functional websites and also lack quality social media sites. In this study, we examine how municipalities in the Atlanta Metro area use their websites to promote economic development. The study seeks to answer two research questions: How are municipalities promoting their community assets on the web? In the spring of 2014, the Town of Winthrop hired the Edward J. Collins, Jr. Center for Public Management at the University of Massachusetts Boston to help develop a Strategic Plan for Economic Development. The Center’s project team began its work by carefully analyzing data in order to understand Winthrop’s current business environment, and to learn how it has changed over time. Multiple sources of information were used, including the Census Bureau’s Decennial Census, American Community Survey, and County Business Patterns, data from the Bureau of Labor Statistics, and Claritas retail leakage data. Explaining County Government Budget Transparency In An Age Of E-Government, Jonathan M. Birds, Leander D. Kellogg, E. Lee Bernick

This research seeks to explain budgetary transparency practices of individual US counties by examining the extent of information sharing with constituents via their websites. There are 3,138 counties and county-equivalents in the United States. This study evaluates a random sample of 400 US counties where 19% of the represented counties having populations of 100,000 or more residents, matching the same ratio of counties with populations of 100,000 or more residents nationally. We create a four-level categorical dependent variable measuring budget transparency. Using an ordered probit analysis with six independent variables we are able to explain the probability of counties having …

This article examines the public–private partnerships' (PPPs') processes, governance structures, financing, and promotion strategies through tax increment reinvestment zones' (TIRZs') provision in various projects and their impacts in the City of Houston, Texas. In conclusion, the analysis delineates the policy implication of using PPPs or TIRZs as a government reinvention tool in public service delivery in the 21st century and recommends how to implement successful partnerships.

This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

The Nevada Test Site (NTS) has served a crucial role in protecting the nation's security over the last 50 years. Changing national budgets and fiscal priorities have signaled dramatic adjustments for the NTS. Following the 1992 nuclear testing moratorium, the U.S. government has begun to make parts of the NTS available for private-sector use in an effort to generate money, utilize the Test Site's unique resources and capabilities, and provide economic development to southern Nevada. Since the “container revolution” in the 1970s, seaports on the Pacific Coast have been the engines of economic development, regionally, nationally and globally. But circumstances continue to change that threaten the long-term viability of the intermodal “land bridge” system that emerged from that revolution. These circumstances include railroads not maintaining rail lines critical to transcontinental container traffic and the shift in the locus of global production that raises the question of obsolescence for the existing infrastructure moving trade West to East from the Pacific Rim. This municipal phenomenon is occurring concurrently with both a shift away from the traditional nation-centric structure of international relations under the influence of globalism as well as a sharp decline in intergovernmental aid. Conventional wisdom suggests that the basic job of public policy studies (and public institutions, for that matter) is to deal in a timely and practical fashion with pressing public issues of the day. The focus typically is on 'ripe' topics, 'hot' political problems. If a study can be ahead of the curve, in John Kingdon's apt phrase "an idea whose time has come," so much the better. But unlike more traditional academic research, where the focus is timeless — i.e., an explanation of previously inexplicable phenomena, timeliness is a prime reason for initiating a policy study.

In keeping with his promise to make government work better for the people of Maine, Governor Angus King commissioned the Task Force on Regional Options for Better Government. The Governor charged the task force with recommending some alternative regional arrangements for the delivery of government services currently provided by state or local government. The task force evaluated three services in which regionalism offered some advantages: economic development; demand response transportation; and municipal management information systems.

This study is an original application of resource dependence theory to research administration at public universities. It examines the extent to which and under what conditions economic development orientations can be predicted by resource dependence theory. Data analyses concentrate on the combined effects of administrative structure and variations in federal financial support on the economic development orientations of public doctorate-granting universities nationwide.

Maine Governor John McKernan highlights his administration's efforts to expand the state’s economy, including its initiatives to reduce the cost of doing business in the state, to reform education, and to build consensus among various constituencies around goals and strategies for economic development.
