The intention of this research is to benchmark the City of San José against other Bay Area cities and counties in their methods for determining base salaries (which excludes fringe benefits) for selected comparative non-exempt classifications. Areas of focus within this research include compensation models for the public sector, an analysis of current compensation policies, as well as the examination of methods the City of San José uses when developing compensation for classifications in comparison to local Bay Area cities and counties that are defined as its market. Using An Equity/Performance Matrix To Address Salary Compression/Inversion And Performance Pay Issues, Peter Richardson, Steven Thomas

Pay compression and inversion are significant problems for many organizations and are often severe in schools of business in particular. At the same time, there is more insistence on showing accountability and paying employees based on performance. The authors explain and show a detailed example of how to use a Compensation Equity/ Performance Matrix (CEPM) approach to rationally and fairly address both of these issues simultaneously. The context is discussed along with the use and limitations of this approach. The CEPM approach can be used by any type of organization facing these problems.

Improving principal quality in Arkansas may be a partial solution to the public policy problem of low performing public schools. Just as policymakers in other states are beginning to explore incentive-based compensation policies to improve principal quality, education policymakers in Arkansas should look to these policies as a way to align goals and minimize agency costs. Setting incentives tied to transparent, publicly available performance measures can resolve monitoring difficulties inherent in principal-agent relationships and can improve goal congruence by signaling clearly about policy priorities. For those cities that elected to reimburse for travel using the federal reimbursement rates, the federal government increased the vehicle-cents-per-mile reimbursement rate for 2000 to 32.5 cents per mile. This increase became effective Jan. 1, 2000.

In September 1977, the State Department of Employment Security mailed out forms to every municipality on which to designate whether a particular municipality was to be treated as a "taxpaying" employer or a "reimbursement" employer. Around September 1, 1977 the Tennessee Department of Employment Security mailed to each city in Tennessee a packet of informational material and forms related to municipal administration of the unemployment compensation insurance program for public employers which becomes effective January 1, 1978. The primary purpose of this Technical Bulletin was to alert city officials to the immediate necessity of determining whether the city would be a "taxpaying" or "reimbursing" employer.

On Oct. 20, 1976, President Ford signed into law Public Law 94-566, the Unemployment Compensation Amendments of 1976, which had been passed overwhelmingly by both houses of Congress. The Tennessee General Assembly, by adopting chapter 330 of the Public Acts of 1977, has acted to comply with the federal law. This Technical Bulletin addresses some questions about the unemployment compensation insurance program.
