Chinese financial authorities began to liberalize their economy in the 1970s, though it would take two more decades to realize a solution to the massive non-performing loan (NPL) problem faced by state-owned commercial banks (SOCBs). In order to remove and dispose of bad assets left over from the policy-lending era of the former command economy, the State Council created four public asset management corporations (AMCs) between April and October of 1999. Scholars embrace multilevel governance as an analytical framework for complex problems, such as climate change or water pollution. However, the elements needed to comprehensively operationalize multilevel governance remain undefined in the literature. This paper describes the five necessary ingredients to a multilevel framework: sanctioning and coordinating authority, provision of capacity, knowledge co-production, framing of co-benefits, and inclusion of civil society. The framework’s analytical utility is illustrated through two contrasting case examples – watershed management in the U.S. and air quality management in China. The framework balances local and central actors, which can promote a more effective governance regime.

Amid the accumulation of private wealth in China, family foundations have begun to emerge in recent decades. Little research, however, has explored this nascent phenomenon. This article examines the development of two Chinese family foundations — the Lao Niu Foundation and the Lu Jiaxiang Foundation — using document analyses and semi-structured interviews with foundation leaders.

While detailed data on program effectiveness and efficiency is lacking because of underdeveloped methods of evaluation, it is evident that both foundations have generated positive impacts on social development despite an overall lack of support for the foundation sector from Chinese government policy.

The China that Chairman Mao Zedong ruled was primarily agrarian. Mao’s party, consistent with the ideas of Lenin on which it was partially based, pursued planned industrialization by promoting state-owned manufacturing. This endeavor involved all sectors of society in the push to catch up with the West – even to the point of imploring rural residents to smelt steel in backyard furnaces. These efforts showed some success – by 1978 manufacturing’s share of GDP had risen from the 28 percent it held in 1949. In 1958 the Chinese government created the hukou housing registration system to control the migration of Chinese citizens from rural to urban areas. A person’s hukou has major implications on their lives; it controls food rations, medical benefits, quality of education, as well as movement within the country. This Capstone evaluates the elasticity of the revenue system in China, by classifying the revenue sources into three categories: the income tax, turnover tax, and charges and fees. By comparing the annual data and specific elasticity of each category between China and the United States, it is found that the revenue system in China, from 2007 to 2010, was relatively inelastic while the major component of the total revenue keeps pace with the steady growth of the economy. Such a revenue system, though it cannot have an explosive growth when the economy is turning better, can provide sustainable, stable revenue …

This study comprises a comparative analysis between the US and China regarding public sector leadership behaviors in the context of cross-boundary information sharing and integration. Based on the literature on leadership, public sector information sharing, and cross-cultural analysis, the research begins with an original case study in China set in the product safety and food safety policy domain.
