Abstract The U.S. Congress created and adopted the Foreign Sovereign Immunities Act (FSIA) to address foreign diplomatic immunity matters. The purpose of this generic qualitative study was to analyze the policy implications of implementing FISA by public administrators. Mettler and SoRelle’s policy feedback theory provided the theoretical foundation for this study. The area of interest for this study was the 50 U.S. states with a focus on two metropolitan areas that include a large diplomatic contingent. This qualitative case study addressed a gap in administrative ethics literature and was aimed at exploring how leaders in local government make ethical decisions and to understand the impact of codes of ethics on ethical conduct and ethical decision making. Trevino’s interactionist model of ethical decision making was used as a theoretical lens to guide the study. United States public health guidelines for mandating vaccination of school age children for preventable diseases is increasingly ineffective. Little is known, however, about what sociocultural factors influence parents’ and legal guardians’ decisions to adhere to, hesitate against, or refuse to abide by immunization public health guidelines. The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. Using the learning history methodology, the study deeply explores the ways that complex systems coexist by capturing the lived experiences of research participants and enhance theoretical understanding of complex regulatory systems. The Coalition for Healthy Nevada Lands, Wildlife and Free-roaming Horses (CHNL) is dedicated to proper management of free-roaming horses (Equus caballus) and burros (E. asinus) so rangelands are healthy, which benefits wildlife and the horses and burros themselves. The CHNL proposes the rapid reduction of horses and burros on designated public lands to achieve appropriate management levels (AML). After these reductions, the use of fertility control, supplemented with some gathers and adoption of gathered horses, should allow the Bureau of Land Management to economically maintain horse and burro populations at AML.
