The Foundation Review

In the 1990s, nonprofit management education was an emerging discipline with few established academic centers seeking to increase connectivity, build out the field, and gain financial sustainability. While organized philanthropy supported this development, foundations’ impact on individual programs and the field more broadly is unclear.

The W.K. Kellogg Foundation’s Building Bridges Initiative, a $13.5 million, five-year program to fund nonprofit academic centers as a strategy to increase the nonprofit sector’s capacity, exemplifies the potentials and limits of a private foundation’s engagement with emerging academic disciplines. What if philanthropic evaluations told us that changes in the world had occurred, as well as how and why they occurred, including in what ways foundation funding and grantees contributed to those changes? What if evaluations made change pathways more visible, tested hypotheses and assumptions, and generated new insights based on what happened in the “black box” of systems change strategies? This type of learning comes from causal analysis — inquiry that explores cause-andeffect relationships.

Yet currently in philanthropy, particularly for strategies and initiatives that feature high complexity, few evaluations use robust techniques for understanding causality. Instead, philanthropic evaluation tends …

While philanthropic relationships between nonprofits and businesses are complex and ever evolving, the dominant pattern is one where the process is largely managed by the nonprofit, with businesses providing little more than monetary resources or in-kind donations in response to specific “asks.” This article explores the Transformative Impact Model, a new approach to corporate donor-led giving employed by the Wynn Resorts Foundation that allows community partners to take ownership of capital improvement projects.

This article examines the approaches employed by the Obama and Trump administrations to US military aid to Egypt and proposes practical steps that can be taken by policymakers and the military personnel on the ground to advance US human rights values.

Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.

Drawing on Samuel P. Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. It reviews how the US Army implemented this phase following the Civil War through the post–Vietnam War years and the implications for the officer corps.

This dissertation analyzes three participatory technology assessment (pTA) projects conducted within United States federal agencies between 2014 and 2018. The field of Science and Technology Studies (STS) argues that a lack of public participation in addressing issues of science and technology in society has produced undemocratic processes of decision-making with outcomes insensitive to the daily lives of the public. There has been little work in STS, however, examining what the political pressures and administrative challenges are to improving public participation in U.S. agency decision-making processes. The main purpose of this study is to identify the key determinants of the unfunded liability (UL) for state and local public Defined Benefit (DB) pension plans. The UL is a measure of pension debt in plans across the U.S. This debt continues to rise while pension obligations to current and future retirees must also be satisfied. The UL is derived by subtracting the market value of plan assets from its accrued liabilities. If assets are less than liabilities, it signals a lack of funds set aside to cover all pension benefits and generates what is known as an unfunded …

The Defense Of American Exceptionalism: President Trump's Covid-19 Rhetoric, Sabrina Paetow

This thesis uses grounded theory and content analysis to examine the political rhetoric President Donald Trump used in the Coronavirus Task Force press briefings during the early phases of the COVID-19 pandemic. I collected 44 transcripts of these press briefings from when they began on February 26, 2020 until April 27, 2020. This time frame marks the period during which the press briefings happened with consistency and when Trump spoke at all of them. Through my research, I established that United States presidents have employed rhetorical tropes of American exceptionalism, including Trump. Conflicts exist and persist because of workplace pressures such as unstable political climates, budget restrictions, technological advances, a diverse workforce, disruptive change, and organizational transformation.
