Abstract

This report presents the results of vegetation monitoring efforts in 2014 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN).

During the fourth full year of field work, crew members from NGPN visited eight plant community monitoring plots to collect data on the vegetation at SCBL. This is part of a long-term monitoring effort that will sample eight of 20 randomly located upland plots every year, so that each plot is visited for two consecutive years and then rested for three years, on a five-year rotating basis. This report describes collaborative efforts undertaken by the Town of Scituate and its Council on Aging (COA), and the Center for Social and Demographic Research on Aging within the Gerontology Institute at the University of Massachusetts Boston. Beginning in Summer 2014, these organizations partnered to conduct a needs assessment study to investigate the needs, interests, preferences, and opinions of the Town’s older resident population, with respect to living and aging in Scituate. The U.S. Government faces acute budgetary deficits and national debt problems in the Obama Administration. These problems have been brought about by decades of unsustainable government spending affecting all agencies including the National Aeronautics and Space Administration. (NASA). An outgrowth of this fiscal profligacy is the presence of wasteful and duplicative programs within NASA that prevent this agency from achieving its space science and human spaceflight objectives. These problems occur due to mismanagement of these programs from NASA and the creation of these programs by the U.S. Congress and congressional committees. "The People Behind the Presidential Bully Pulpit" argues that civil servants best serve the interests of both the President of the United States and the American people as public affairs officers in the Department of the Treasury. Using interviews conducted with political appointees who served as Treasury spokespeople during the administrations of Presidents Barack Obama and George W. Bush, civil servants who served in public affairs for the Treasury, and Treasury reporters who interacted frequently with the government officials, the study finds that civil servants better advance the goals of the President in the press than the political appointees personally …

Transitioning The Canadian Democratic System Into The Era Of Digital Governance: A Longitudinal Study Of First Time Online Voting And Voter Turnout In Ontario Municipalities, Chris Bantock

This paper examines the relationship between online voting and voter turnout rates in Ontario municipalities. It uses a longitudinal research design to collect election data from municipalities that used online voting for the first time in 2014, which is compared to election data from the 2010 Ontario municipal elections, and it also uses a survey that was administered to the Clerks Department of randomly selected municipalities. The findings reveal a statistically proven relationship between online voting and increased voter turnout in Ontario municipalities.

Implementing (Environmental) Justice: Equity And Performance In California's S.B. 535, Meagan Tokunaga

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? Devalued homes and weakened economic conditions of 2008 led to lost property tax revenues, more vacant and abandoned properties, and destabilized neighborhoods. The first Neighborhood Stabilization Program (NSP1) was a federal intervention designed to mitigate the damage of the recession, but there is scant evidence of program effectiveness. A phenomenological study, using a method outlined by Moustakas,

answered questions on the benefits and barriers of NSP1 as perceived by stakeholders in a Mid-Atlantic city. Stakeholders included nonprofit housing advocates, residents, business partners, and government officials. Failure to receive critical and timely information from emergency management professionals (EMPs) may lead to the loss of life during disasters and emergencies. Recent research and government reports have indicated that there may be communication failures between EMPs and minority community members, though little is known about how minority communities perceive EMP communication efforts. The central research questions and purpose of this study were designed to explore the experiences of minority community members in receiving and interpreting disaster-related communications from EMPs. Data for this phenomenological study were acquired through-in-depth interviews with 13 African Americans (7 males and 6 females) located …
