Provisions in the Medicaid statute permit states to apply for waivers from traditional program requirements. On January 16, 2009, the federal government approved Rhode Island's Global Consumer Choice Compact Waiver. In exchange for a cap on combined federal and state spending of $12.075 billion through 2013, Rhode Island received greater flexibility to adopt certain Medicaid program changes. This study analyzes the design and implementation of the Global Waiver to draw general lessons for health reform at the state-level, a key concern given ongoing state discretion to improve their health care systems under the Patient Protection and Affordable Care Act. On January 16, 2009, the Federal government approved Rhode Island’s application for a Global Consumer Choice Compact Medicaid Waiver whereby the state became the first granted permission to operate its entire Medicaid program under the state plan and a single 1115 “research and demonstration” waiver. The Global Waiver has been implemented in the context of Republican proposals to turn Medicaid into a block grant which would give states substantially more flexibility administering the program in exchange for receiving an upfront allotment from the Federal government. The purpose of this needs assessment is to investigate the needs, interests, and opinions of mature residents of Hingham, Massachusetts, relating to their aging experiences and needs for age-related services. This assessment was undertaken by the Gerontology Institute of the McCormack Graduate School at UMass Boston on behalf of the Town of Hingham Department of Elder Services (hereinafter referred to as the Department of Elder Services). The focus of this report is on Hingham residents aged 60+ (referred to here as “Seniors”) and residents aged 45-59 (referred to here as “Boomers”). Child soldiers and child labor contribute to extreme poverty, lack of education, shortage of human resources, and lack of parental or family guidance in many countries. More importantly, economic and educational impacts from child labor are widespread and persistent in many countries. In countries that are already poor, war tends to deteriorate economic and social conditions, thereby, forcing families into further economic hardship. The paper explores the question, “What global core competencies can public administration glean from the field of borderlands studies?” Borderlands studies have traditionally focused on the geographic area on or near the frontier demarcation between nation states. Borderlands also function as buffering or mediating zones where often markedly different countries develop complex networked administrative systems to permit the passage of peoples and products across territorial boundaries. In this way borderlands often shape the administrative and policy decisions made in the centers of national power. The breadth of activities and organizational forms among religious organizations rivals that of nonprofits generally, and religious organizations are vulnerable to the same types of problems that justify state regulation and oversight of nonprofits. Such problems include excessive compensation, improper benefits for board members and other insiders, misleading or fraudulent fundraising, employment discrimination, unsafe working conditions, consumer fraud, improper debt collection, and many others. Religious organizations are different, however, in that under federal and state law they enjoy unique protections from state regulation. Privatization, or contracting with non-governmental agencies for provision of state or federally funded services, is a strategy that has gained recent attention from policymakers as a potential tool for successful child welfare reform. The Child Welfare Privatization Initiatives Project was created in 2007 as a joint effort between the United States Department of Health and Human Services and the Office of the Assistant Secretary for Planning and Evaluation. The framework identified by this project produced twelve key considerations for states moving towards a privatized system. This dissertation examines the process of agency capture at four federal bank regulatory agencies leading up to the 2008 financial crisis: the Federal Deposit Insurance Corporation, the Federal Reserve, The Office of the Comptroller of the Currency, and The Office of Thrift Supervision. Though public administration and policy scholars have moved away from capture theory toward a more pluralistic understanding of agency policymaking, recent events like the Gulf oil spill, coal mining disasters, and the 2008 financial crisis have renewed attention to the role lax regulation plays in disasters and crises. The paradox motivating this article is why California has acted globally by enacting a comprehensive mitigation policy to reduce the emissions of Greenhouse gases, a true public good since the benefits will be shared across the planet, but has not mustered the will to act locally through the adoption of an equally comprehensive adaptation policy for the state to protect its own public and private assets and interests. We attempt to explain the paradox by identifying what it is that differentiates climate change adaptation from mitigation, both substantively and politically. This paper explores the role of direct citizen participation, trust, and environmental literacy and its impact on the legitimacy of government institutions in the context of environmental governance in the U.S. The current knowledge regarding the dynamics of the institutional legitimacy at the policy level is significantly lacking. This paper addresses broadly the effects of direct citizen participation, citizen trust, and environmental literacy on government legitimacy. Findings indicate that citizens prefer government institutions over ordinary people on leading environmental governance.
