Network Analysis Of A Shared Governance System, Debra Reifman Whitall

This study contributes to the growing body of literature on the role of networks in creating efficacious systems of governance. In particular, this study considers if, in addition to network structure, two network characteristics, network social capital and network management, each have direct and indirect effects on network performance. Also considered are the combined effects of these three network characteristics on network performance. The findings of this study re-examine the relationship between network characteristics and performance, especially the influence of network structure on performance. Thus, this study has practical implications for policy makers regarding effective collaborative strategies.

Contracting out is currently one of the most prevalent mechanisms of the privatization movement. Understanding its trends and rigorously analyzing its implications is an increasingly salient issue for public management research. This article builds a multi-stage theoretical framework addressing two broad research questions. The first is to identify the array of economic, political, organizational, and institutional factors that may impact a government agency's decision to contract out. The second is to detail the various organizational and environmental factors influencing contractor performance. Particular attention is paid to effective contract monitoring and its relationship to contractor performance.

She states that it is all about making a difference and that means taking stands on things that matter in the field. It also means acting courageously where there is no money-back guarantee. Furthermore, she stresses that legacies are not just wishful thinking where public managers choose to leave will be based upon the life they lead.

Impacts Of The Greenbelt Plan On The Agricultural Industry, Case Study: Town Of Erin, Wellington County, Robert Dwayne Evans

This paper examines the impact of the Greenbelt Plan on the agricultural industry in the Greater Golden Horseshoe Area. An analysis of agricultural data from the 2001 Census and interviews with farmers living both within and outside of the Greenbelt Area in the lower-tier municipality of Erin were conducted. The findings reveal that the Greenbelt Plan does not have a negative impact on the agricultural industry in the Greater Golden Horseshoe and many participants cited the positive effects of the legislation.

The promotion of homeownership opportunities represents an important approach used by localities to support the revitalization of deteriorated urban neighborhoods. Homeownership is associated with a variety of social and economic benefits to the homeowner including increased residential stability and equity accumulation. The introduction of new homeownership opportunities into a deteriorated urban neighborhood as part of local public policy is intended to capitalize upon the anticipated positive social and economic outcomes. This study explored the influence of public service motivation on recruits' decisions to complete the Navy Delayed Entry Program and proceed to basic training, or to quit the program, having changed their minds about joining the Navy. The study was motivated by a problematic attrition rate, up to 25% in some instances, from the Navy Delayed Entry Program. Given the increased domestic and international demands placed on the U.S. military amidst significant political debate about the deployment of forces, military recruiting faces tough challenges in meeting its authorized personnel requirements. This paper examines the disconnect between theories of good public administration and the actual practice of public administration. An analysis of the relationship between theory of all types and the practice of public administration – with a specific focus on the apparent discrepancy between theories of justice and the field – is conducted. The findings reveal that the on-the-ground practice of public administration is not governed by justice, ethics, and morality but rather by professional guidelines and norms.

This study is concerned with the judicial implementation of the revised family code in Addis Ababa, Ethiopia. The revised family code pertains to the family courts of Addis Ababa which are situated at the lower level of government structure. These courts have a public mandate and are the legitimate public forums wherein to authorize the implementation of the provisions of the code. Open-ended interviews were conducted with judges, attorneys and people affiliated with gender advocacy institutions. My subsequent writing in this area takes his definition of transforming leadership from the political context and applies it to formal organizations. Transforming organizational leaders shape collective purpose and developmental processes within the organization that adapt to some social changes and promote others. Though leadership scholars have previously adapted Burns's concept and incorporated it in leader-follower relationships (Bass 1985; Bennis and Nanus 1985; Tichy and Devanna 1986; Bass, Avolio, and Goodheim 1987; Bass, Waldman, Avolio, and Bebb 1987), my work attempts to infuse organizations with Burns's imperative to link leadership with "collective purpose and social change (Burns 1978:3).

The following case draws upon two views of accountability. One is democratic accountability the other is accountability to one's own moral conscience. As the story unfolds, other facts may get in the way but these central views should not be forgotten. The focus of this case is on the individual. However, the material also covers institutional decisions and policies that deserve considering. The institutional story is the background, not the foreground, of this case. Yet, when the institutional features are considered, they may give new insight to the individuals' decisions.

In March 2006, the National Policy Consensus Center (NPCC) and the United States Environmental Protection Agency (US EPA) co-hosted a multi-stakeholder Colloquium to consider whether collaborative approaches would allow Supplemental Environmental Projects (SEPs) to leverage environmental, public health, economic, and social benefits for communities affected by environmental law violations. A SEP is an environmentally beneficial project that a violator voluntarily agrees to perform, in addition to actions required to correct the violation(s), as part of an enforcement settlement.

A dynamic civil society is essential to a functioning democracy. After the fall of the Soviet Union there was hope that Russia could create a robust civil society to compliment its burgeoning democracy, but 15 years after the fall neither occurrence appears to be the case. Instead of an open society, Russian civil society faces challenges of oppression, threats of violence, an overbearing bureaucracy, and a constitution open to interpretation. The following research outlines some of the obstacles facing Russia’s civil society and addresses how the government is restricting civil society functions.

Collaborative governance is the process of public, private, and non-profit sectors jointly developing solutions to public problems.

This process—convening people from different sectors to work together on a shared issue—can yield the best solutions to public problems. Research and experience show that solutions created in a collaborative governance process are “better informed, stronger in concept and content, and more likely to be implemented,” according to Terry Amsler, Director of the Collaborative Governance Initiative.

This paper discusses the current practices used by the City of Las Vegas and compares them to the top 5 sustainable cities throughout the United States (as identified by the U.S. Green Building Council). The purpose of this study is to provide a detailed examination and analysis of neighborhood satisfaction determinants among residents living within defended and defensible gated communities in the United States. The study considers whether there are significant differences in the determinants at national or regional levels and whether there are significant differences within the components of individual household characteristics, neighborhood quality characteristics, or both.
