The Irish Government’s Public-Private Partnership (PPP) programme of pilot projects is now reaching its conclusion and PPP has become established as a key element in the strategy for provision of public sector facilities. Compiled through a literature review as part of a PhD level research project, this paper examines organisational culture differences between the public and private sectors and assesses the potential affect of these differences on the future development of the Irish PPP programme. This volume is the first comprehensive publication of the almost one thousand prints in the holdings of the United States Senate. The collection represents a 30-year effort to document graphically the 19th and early 20th century history of the Senate, the Capitol, and American political history. The diverse illustrations range from inauguration ceremonies and impeachment trials to senatorial portraits and political cartoons. The nature of engagement between American campuses and communities is contested. This article is an invitation to reconsider why community-campus partnerships often look so different and have diverse and sometimes negative outcomes. Using a cultural theory approach (Thompson, Ellis, & Wildavsky, 1990) to elucidate the four main cultural frames that inform human behavior--hierarchist, individualistic, fatalistic, and egalitarian--this treatment maps these frames onto the broad terrain of community-campus partnerships. This exploration enables service-learning and other partnership building practitioners to more clearly recognize and understand the preconceptions that influence partners' approaches. This essay explores the themes of curriculum and pedagogy, as outlined by the editors of this special edition, in the context of Portland State University's institutional transformation. We elucidate select mechanisms that support curricular-community interactions, known at PSU as "community-based learning." In doing so we discuss how CBL and other civic engagement strategies relate to the disciplines, departments, and interdisciplinary work as well as how these various collaborative approaches affect pedagogy and epistemology at PSU.

Over the past two decades, various structural modifications associated with the provision of national health and its systems have been undertaken. The preponderance of liberalization experiences have occurred in the absence of epidemiological, political, or social considerations associated with adoption and implementation. Often, financial and political manipulation by international organizations and powerful foreign governments has served as the impetus for fundamental shifts leading to an asymmetrical distribution of resources by population density, geography, and along various socio-cultural boundaries. As evidenced by Hurricane Katrina in August, 2005, disaster response efforts are hindered by a lack of coordination, poor information flows, and the inability of disaster response managers to validate and process relevant information and make decisions in a timely fashion. A number of factors contribute to current lackluster response efforts. Some are inherent to the complex, rapidly changing decision-making environments that characterize most disaster response settings. Others reflect systematic flaws in how decisions are made within the organizational hierarchies of the many agencies involved in a disaster response. With the assistance of A. E. Buck, Herbert Hoover coined the term Performance Budget in 1949 to rebrand cost data budgeting. Cost data budgeting originated in 1912 in Richmond County (Staten Island), New York. It is strongly associated with the National Commission on Municipal Standards and the Committee on Uniform Street Sanitation Records, which are both direct derivatives of Clarence Ridley’s original work in making sense of performance measurement under the title Means of Measuring Municipal Government, his 1927 dissertation at Syracuse University. Ridley subsequently led the International City Managers Association for nearly 30 years. He teamed with A. E. …

Many studies have be done on mercury in the environment. The studies though have focused on sport fish and migratory waterfowl. North American Bullfrog (Rana catesbeiana) has been one species neglected from studies. One study has shown that bullfrogs due accumulate significant amounts of mercury (Gerstenberger S., and Pearson R. 2002). Though, no study has been done to find out if hind limbs have more concentrations that front limbs. This article presents a modeling framework that represents bus priority at signalized intersections in the context of its potential network-level and intermodal effects. The model incorporates bus priority within an intermodal dynamic traffic assignment simulation model. It dynamically assigns travelers to different modes and routes in the network according to prevailing traffic conditions, which result from applying a certain network control/bus priority scheme. The model considers changes in traffic conditions as a result of (1) drivers’ route choice adjustments due to changes in traffic signals settings and (2) modal shifts by travelers to take advantage of improved transit service. The new public management (NPM) philosophy and move towards a governance approach places emphasis on the accountability of individuals, supervisors and managers relative to practice, processes and designated outcome - conformance and performance. A dichotomy is highlighted working within the NPM environment where managers need to practice creative and innovative freedoms, and at the same time to exercise constraint and compliance within a regulated and permission seeking framework.
