The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. Using the learning history methodology, the study deeply explores the ways that complex systems coexist by capturing the lived experiences of research participants and enhance theoretical understanding of complex regulatory systems. The lack of gender equity in the public sector is a critical issue, especially for emergency services. We explore the gendered nature of firefighting and policing at both professional and organizational levels. We assess gender equity by asking the following questions: (1) How have understandings of gender in emergency services evolved over time? (2) What are the normative implications of emergency services' lack of gender equity? In the discipline of public administration, popular culture remains under-examined in scholarship and under-utilized in pedagogy. However, the field would benefit from greater integration of popular culture to expand understandings of governance, especially in that it provides important representations of and messaging about some of today's most pressing social equity issues. To contextualize popular culture in public administration, we use critical discourse analysis as a frame to demonstrate how popular culture can inform public administration, especially regarding social equity. Purpose – Given widespread acceptance of the importance of addressing social inequalities in Latin America and the critical role that public policy and public administration can have on advancing these goals, this paper examines the extent to which accreditation of public affairs education programs can be a tool to advance those goals.

Design/methodology/approach – International and national accreditation standards are compared using content analysis for their reference to social equity and diversity in their standards regarding faculty, students, curriculum content, and learning outcomes. The research applies content analysis of key documents and thematic coding.
