Annexation Handbook III is divided into 11 chapters, each of which discusses a discrete subject in the area of annexation. Following those chapters are a number of appendices that contain various annexation forms, including a joint MTAS-CTAS publication on how comprehensive growth plans are amended (as modified by Public Acts 2014, Chapter 707). Effective May 19, 1998, Public Acts 1998, Chapter 1101, was a new law governing annexation and incorporation in Tennessee. Changes in annexation and incorporation included a required countywide land use planning process that limits annexations and incorporations to certain areas and subjects them to new restrictions. The law also gave counties a major new role in the annexation planning process and in annexation and incorporation decisions. It also preserved their revenues in newly-annexed and incorporated territories.

The Ad Hoc Study Committee on Annexation, established by Lt. Governor Wilder and Speaker Naifeh, worked through the fall of 1997 and into the 1998 legislative session to develop a new vision for growth policy in Tennessee. Under the leadership of its co-chairs, Senator Robert Rochelle and Representative Matt Kisber, the Ad Hoc Committee vigorously pursued a solution that seeks to meet the public service demands of commercial and residential growth, while maintaining the character of Tennessee's rural areas. In an opinion on petition to rehear (not designated for publication), the Tennessee Supreme Court has held that the plaintiffs in McGill v. City of Knoxville and Johnson v. City of Knoxville who contested the annexation of a right-of-way along Interstate 40 / 75 owned by the state lack standing to contest the annexation .

The unincorporated urban fringe that surrounds most cities creates a host of problems, both from the the viewpoint of the city and the suburban dwellers. The purpose of this handbook is to present and to discuss briefly the factors that enter into a decision as to whether annexation should be undertaken.
