The aim of this article is to describe the role of health care professionals in the capital punishment process. The relationship between the protocol of capital punishment in the United States and the use of health care professionals to carry out that task has been overlooked in the literature on punishment. Yet for some time, the operation of the medical sciences in prison have been `part of a disciplinary strategy' `intrinsic to the development of power relationships'. The Tennessee Legislature, at the request of the Tennessee Department of Environment and Conservation (TDEC), created a new state law entitled the "Inter-basin Water Transfer Act." The act was designed to regulate water volumes withdrawn from one basin and transferred to another basin for consumption and disposal. It only affected new transfers or increases in existing transfers. The rule became effective Oct. 1, 2000.

Der Beitrag analysiert mit Blick auf die Asienkrise Entwicklungsaspekte und ausgewählte Strukturmerkmale der öffentlichen Verwaltung in Malaysia, an die nicht zuletzt im Rahmen des derzeitigen Krisenmanagements hohe Anforderungen hinsichtlich Effizienz, Professionalität und Kundenorientiertheit gestellt werden. Besonderes Interesse gilt den vor einigen Jahren eingeleiteten Reform- und Debürokratisierungsmaßnahmen, durch die die Leistungskraft der öffentlichen Verwaltung und der in ihr Tätigen erhöht werden soll. The City of Rockwood operates a natural gas system for approximately 2,600 residential and commercial customers who are served by the main city gas distribution gate. In addition, there are three industrial customers, IMCO, Horsehead, and Bayou Steel who purchase natural gas under a third party contract. These customers separately contract with Rockwood for transportation of the gas on the city distribution system for these gas purchases.

Hal G. Rainey and Paula Steinbauer (1999) recently proposed a theory of effective government organizations. Several other theories exist in whole or in part, but empirical testing is rare. In this article we cut to the chase and examine several key elements of these theories empirically. First, we explore the theoretical dimensions of organizational performance and derive a taxonomy to help measure the construct. Second, we draw from the literature and develop a model predicting organizational performance. Third, we operationalize and test the model with data from the 1996 Merit Principles Survey, U.S. Merit Systems Protection Board. In the end, …
