"It was just a decade ago that the comprehensive plan for the city of Springfield, Mass. was published, and almost immediately, the national news media picked it up and publicized it throughout the country. What was it about this plan for the future of a middle-sized city that would generate this type of attention? In 1989, the state legislature passed an Act affecting the manner in which certain police officers are disciplined. The Act, Chapter 398 of the 1989 General Assembly, known as the Police Bill of Rights, requires that, effective January 1, 1990, questioning of any police officers on matters that are likely to lead to the discipline of officers for punitive reasons, take place at a reasonable time and place designated by the investigating official. The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore

Single-equation estimation of the consumption function often is used in testing the Ricardian equivalence theorem. This approach may be misleading, as effects on interest rates usually are ignored. This paper proposes simultaneous estimation of consumption and investment equations, with the interest rate serving to equilibrate the market. Five existing studies are replicated and subjected to sensitivity tests. The results show that the interest rate is important in the consumption function. The Ricardian equivalence theorem is tested, but the results are mixed.
