Library Philosophy and Practice (e-journal)

Women migrant workers from Indonesia are in great demand by placement countries to work in the domestic sector. West Java province ranks third largest as a contributor to the dominance of women migrant workers in Indonesia after Central Java and East Java. At the pre-placement stage their ability to understand all information about migration is very reliable. Prospective migrant workers must be given access to read, understood, and agree to every article in the employment agreement. The U.S. Child Care Subsidy Program Is Underused But Well-Positioned To Promote Racial Equity, Taryn Morrissey, Colleen Heflin, William Fannin

Population Health Research Brief Series

Child care is expensive and difficult to find, especially for infants and toddlers. Compared to their higher-income peers, children from lower-income families are less likely to attend out-of-home early childhood care – which tend to be more expensive but provides more stability and is higher quality than home-based care. This contributes to disparities in school readiness and later life outcomes. This brief summarizes findings from a recently published paper examining administrative data from the Commonwealth of Virginia. Findings suggest that children are least likely to receive subsides when they are infants and toddlers despite early childhood care being the most …

U.S. Policing As Racialized Violence And Control: A Qualitative Assessment Of Black Narratives From Ferguson, Missouri, Jason M. Williams Sep 2021

U.S. Policing As Racialized Violence And Control: A Qualitative Assessment Of Black Narratives From Ferguson, Missouri, Jason M. Williams

Department of Justice Studies Faculty Scholarship and Creative Works

U.S. policing has long been captured within a master narrative of colorblind consensus; however, distinct lived experiences between community groups depict grave disparities in law enforcement experiences and perceptions. Orthodox conceptions of law enforcement ultimately silence marginalized voices disproportionately affected by negative contacts with law enforcement. Centering data in critical theory, this study will present thematic results from semi-interviews gathered in Ferguson, M.O., during a critical ethnographic research project. Themes reveal experiences and perceptions of racialized and violent policing, the unique position of Black officers, and regard for the impact police have on children. Results also help to foreground new …

Public-Private Partnerships In The United States: The Relevance Of Public Policy And Finance, Yanbing Han Jun 2021

Public-Private Partnerships In The United States: The Relevance Of Public Policy And Finance, Yanbing Han

FIU Electronic Theses and Dissertations

The infrastructure deficit is among the most significant challenges facing the United States. The Trump and Biden administrations called for using public-private partnerships (PPPs) to rebuild the nation’s crumbling infrastructure. As distinct arrangements that are part of both the public and private sectors, PPPs pose critical questions to public policy and administration. They have also gained popularity as a result of the New Public Management and Collaborative Governance movements.

By synthesizing the theories of the economics of hybrid organizations, public choice, and public value, my research suggests that PPP formation, management, and performance evaluation require the strategic interactions of both …

Similarly, there is a dearth of knowledge on how the management of these networks affects disaster-stricken populations are affected by the management of these networks. This dissertation addresses such lacunae using a case study of the National Reconstruction Authority (NRA), an organization established by the Nepali government to execute post-disaster …

Understanding Public-Private Partnerships: Strategic Alliances, Risk Aversion, And Policy Diffusion, Min Xiong Jun 2021

Understanding Public-Private Partnerships: Strategic Alliances, Risk Aversion, And Policy Diffusion, Min Xiong

FIU Electronic Theses and Dissertations

Public-private partnerships (PPPs) have experienced tremendous growth worldwide since governments in the UK utilized private financing for public infrastructure in the 1990s. Throughout the past few decades, scholars have researched the concept, development, drivers, and performance of PPPs. However, the extant research stems predominately from the lens of governments and focuses on how governments screen and select private partners. A neglect of the private sector’s preference toward and selection of governmental partners would hinder scholarly understandings of PPP formation. Such overlook may also hinder the utilization and development of PPPs in public service delivery.

This dissertation uses three essays to …

The Deregulation Deception, Cary Coglianese, Natasha Sarin, Stuart Shapiro Jun 2021

The Deregulation Deception, Cary Coglianese, Natasha Sarin, Stuart Shapiro

All Faculty Scholarship

President Donald Trump and members of his Administration repeatedly asserted that they had delivered substantial deregulation that fueled positive trends in the U.S. economy prior to the COVID pandemic. Drawing on an original analysis of data on federal regulation from across the Trump Administration’s four years, we show that the Trump Administration actually accomplished much less by way of deregulation than it repeatedly claimed—and much less than many commentators and scholars have believed. In addition, and also contrary to the Administration’s claims, overall economic trends in the pre-pandemic Trump years tended simply to follow economic trends that began years earlier. …

Supporting The Child Welfare Workforce During The Coronavirus Pandemic: Provision Of Personal Protective Equipment, Quality Improvement Center For Workforce Development

Other QIC-WD Products

At the beginning of the Coronavirus pandemic some child welfare jurisdictions required continued, in-person contact with children and families, and workers struggled to obtain appropriate personal protective equipment (PPE), including masks, gloves, gowns, hand sanitizers, to protect themselves (and their families), as well as their clients. In March of 2020, the National Council on Juvenile Crime and Delinquency conducted a survey of juvenile justice and child welfare agencies in 20 states on agency response to COVID-19. Child welfare agency respondents reported that inadequate PPE was the most significant challenge they faced at that point in the pandemic. Survey recommendations included …

Unrules, Cary Coglianese, Gabriel Scheffler, Daniel Walters Apr 2021

Unrules, Cary Coglianese, Gabriel Scheffler, Daniel Walters

All Faculty Scholarship

At the center of contemporary debates over public law lies administrative agencies’ discretion to impose rules. Yet, for every one of these rules, there are also unrules nearby. Often overlooked and sometimes barely visible, unrules are the decisions that regulators make to lift or limit the scope of a regulatory obligation, for instance through waivers, exemptions, and exceptions. In some cases, unrules enable regulators to reduce burdens on regulated entities or to conserve valuable government resources in ways that make law more efficient. However, too much discretion to create unrules can facilitate undue business influence over the law, weaken regulatory …

Gender In Emergency Services: Foundations For Greater Equity In Professional Codes Of Ethics, Sebawit Bishu, Sean Mccandless, Nicole M. Elias

Publications and Research

The lack of gender equity in the public sector is a critical issue, especially for emergency services. We explore the gendered nature of firefighting and policing at both professional and organizational levels. We assess gender equity by asking the following questions: (1) How have understandings of gender in emergency services evolved over time? (2) What are the normative implications of emergency services' lack of gender equity? We draw from feminist literature to critique the lack of progress and examine firefighting and policing histories along with the professional ethics codes of the U.S. Fire Administration and the International Association of Chiefs …
