Scholars generally agree that organizational capacity influences a nonprofit’s sustainability and overall effectiveness. Identified challenges include defining capacity, operationalizing it and understanding how capacity affects effectiveness. This research project seeks to explore these challenges and examine the construct of capacity from the perspectives of 195 emergency food program practitioners across eleven counties in upstate New York. The qualitative study aims to understand “what” capacity is; the quantitative study aims to understand “how” capacity is operationalized and the mixed method study examines the “why this matters”, through asking how capacity influences effectiveness.

Most countries, developing as well as developed, have adopted some type of quality assurance mechanism. Argentina is neither an island nor an outlier in higher education reforms in general, and it not when it comes to graduate program accreditation in particular. This study explores the way higher education institutions, as examples of autonomous organizations, respond to a new set of regulatory policies. My specific core interest is to discover what types of responses graduate programs give to compulsory accreditation. The study incorporates analysis from the regulatory and the higher education literature, theories and findings.

People with chronic conditions such as HIV/AIDS become experts through their extensive experience with healthcare organizations and so have valuable patient-centered insight into the organization of healthcare delivery services. The AIDS model of care, largely funded by the federal Ryan White Care Act, is a long-standing, yet understudied innovation with many similarities to “new” models such as the PCMH. This dissertation is designed to uncover the voices of patients on the patient experience at three HIV/AIDS outpatient clinics in New York State and to offer lessons for policymakers and healthcare leaders. This study examines in two ways the provision of support services in outpatient substance abuse treatment (OSAT): (1) the extent to which ownership makes a difference; (2) how public policy and market conditions influence the ownership effect. Two types of support services are investigated: free treatment provision and the total number of ancillary services helping underserved populations recover from drug and alcohol abuse.

This dissertation is an exploratory analysis of a government policy tool− contracting out social welfare services with nonprofit organizations− that aims to identify how contracting relationships between public and nonprofit managers influence the contract management process. Most evaluation capacity building (ECB) approaches use staff training as the method to build evaluation capacity (EC) in organizations. ECB has rarely been understood and empirically studied at the organizational level. The present study fills this gap by using an organizational learning perspective. Specifically, the study was a response to the following research question: do organizations with high EC differ from organizations with low EC in terms of OLC? Most of our hopes and dreams for public education rely on how well teachers teach, and major federal education policies often need teachers to serve as their primary implementers. Yet we know very little about how teachers' responses to federal education policies affect their teaching, their identity and their motivations. In political science, several theories of contentious politics hold that political action results from complex dynamic interactions between political groups and other stakeholders, such as their governments. This dissertation creates an integrated feedback view of three such theories of contentious politics (Relative Deprivation, Resource Mobilization, and Political Opportunity Structures) as well as three recent attempts to integrate these theories (Collier & Hoeffler, 2000; Regan & Norton, 2005; Wimmer, Cederman, & Min, 2009). This integrated feedback view provides a better understanding of the link between these theories' causal structure and behavior.

Despite the scholarly interest in workplace incivility in the field of organizational behavior, public administration (PA) scholars have paid much less attention to this timely and relevant topic. Based on a unique sample of 401 individuals (nested in 83 work units) employed in a public organization in Thailand, the present study seeks to address this void by examining whether different sources of workplace incivility (i.e., supervisors, coworkers and customers) will have differential effects on different types of employee deviant behaviors (i.e., deviance directed towards the organization, supervisors, coworkers and customers). This research attempts to increase understanding of how judgmental performance in a personnel evaluation task is influenced by task properties and cognitive strategy. The study relies on Cognitive Continuum Theory (CCT) which is based on Social Judgment Theory (SJT). Focusing on organizational legitimacy is an essential element to the survival of an organization. Suchman (1995) suggests that "Legitimacy is a generalized perception or assumption that the actions of an entity are desirable, proper, or appropriate within some socially constructed system of norms, values, beliefs, and definitions" (p. 574). Legitimacy must first be gained and then maintained. If lost, legitimacy must be regained or the organization is unlikely to survive. This dissertation analyzes the boundaries between the nonprofit and for-profit sectors using network analysis on interlocking directorates. Drawing upon data that contains over 26,000 directors and 1000 organizations, it seeks to identify the nature of the network between the largest organizations in American society and addresses how it might explain recent marketization trends in the nonprofit sector. At one level, policy makers prioritize treatments that will be covered under a publicly financed health care system. This dissertation is an empirical analysis of a government policy tool--registry of civil society organizations--targeted toward civil society, how civil society and nonprofit organizations respond to the policy tool, and how it influences the development of civil society. The theoretical framework is based on concepts from literature on mapping civil society, policy studies, nonprofit studies, and development studies. The analysis is based on data collected through administrative and legislative documents and 82 interviews with nonprofit leaders in Ecuador and Colombia, South America.

This dissertation proposes a conceptual framework that integrates stakeholder and compliance theory and employs a multi-method approach to examine the influence of stakeholders, bureaucratic discretion and external environment on nursing home inspections and enforcement. Negative binomial regression analysis was conducted on a population of 655 nursing homes in New York to identify determinants of variation in compliance and enforcement (as measured by deficiency citations). As hypothesized, organizational characteristics (i.e., nursing home bed capacity, sponsorship, occupancy rates and Medicaid revenue) were significant predictors of regulatory compliance and quality of care. The main objective of the dissertation was to understand how members of elite ongoing policy-making groups in organizations influence each other in the process of making policy. The research was conducted using the Federal Open Market Committee (FOMC) of the US Federal Reserve System as the case study; the verbatim transcripts of FOMC meetings as the data; and the open coding as the method.

This study attempts to provide a comprehensive understanding of the antecedents of public employees' organizational citizenship behaviors (OCBs). Using Deci and Ryan's Self-determination theory as an overarching framework, this study tests the argument put forth by public management researchers that public employees' OCB will be influenced by their personal beliefs and organizational values as well as by their general satisfaction with their work environment. Based on this notion, public employees' prosocial orientation, organizational identification and subjective OCB norms are thus examined as major antecedents of OCB in this study.

Collaboration has increasingly emerged in recent years as a new paradigm in public management. This collaborative trend, however, has contradicted the longstanding American political tradition of conflictual contestation of competing interests and adversarial legalism.
