The literature identifies different types of co-production including individual, group and collective and it also identifies factors associated with co-production. Voter turnout has been declining in Canadian elections at all three levels of government, raising questions about the quality of Canadian democracy. This trend is believed to be pronounced at the municipal level, but some academics, local governments, and professional organizations believe its true extent is unknown because municipal voters’ lists in Ontario may not be as accurate as provincial and federal lists This research paper assesses this claim and provides recommendations for reform. This paper assesses the extent to which Rethink London exemplifies the tenets of collaborative planning. Rethink London was an innovative, community driven approach to planning whose main objective was to collaboratively engage the London community in creating a shared vision for urban development. Since the Immigration and Refugee Protection Act (IRPA) came into effect in 2002, Canada has stopped placing so much emphasis in the selection process on refugee skills and ability to integrate. Rather, emphasis is placed on resettling refugees who need protection. As a result, post-IRPA Government Assisted Refugees (GARs) arriving in Canada are younger and have higher needs than previous groups of GARs. In Canada the Resettlement Assistance Program (RAP) is responsible for providing GAR’s with their immediate needs. RAP came into effect in 1998. There are many differences between medical practices in urban and rural settings. As it relates to the recruitment of physicians, there is substantially more emphasis placed on the significance of physicians within rural municipalities and a number of resources are employed to recruit physicians to those areas. This research project describes the leadership roles of the municipal Chief Administrative Officer (CAO) in smaller municipalities through two profiles of experienced professionals working in southwestern Ontario. The CAO is the organizational superior to all municipal employees. The position is the main conduit between council and administration, and is ultimately responsible for policy development and implementation. The profiles were developed through semi-structured interviews. On a much smaller scale, this replicates the method employed by Siegel in his 2015 book, Leaders in the Shadows: The Leadership Qualities of Municipal Chief Administrative Officers (University of Toronto Press). The focus of this research paper was to explore the possible barriers women may encounter when pursuing a career as an operational firefighter in Ontario. Primary research was used to analyze empirical data collected through an on-line survey while guided by literature on concepts related to human resources best practices. Secondary research on bona fide occupational requirements (BFORs) and physical abilities testing used for firefighter candidates was also explored to investigate the validity of candidate physical testing being used in Ontario. Indigenous-Municipal Intergovernmental Agreements: A Case Study Examining Substantive Collaboration, Gwendolyn Lowrie-Dennis

Indigenous-municipal intergovernmental collaboration has been increasing across Canada. Some suggest it can act as either a tool to create empowering policy or as an instrument of authoritative control. This paper examines the case study of the Upper Ottawa Valley Medical Recruitment Committee and classifies its intergovernmental agreement as either symbolic or substantive. It does so by analyzing the frequency of communication, the decision-making processes used, the implementation of the agreement, and its outcomes. The findings suggest that the Committee achieved substantive results on all measures, but not without facing significant logistical and social barriers. Many Chief Administrative Officers will retire in the coming years, posing a succession problem for municipalities. The problem is especially acute in small and Northern municipalities. Municipalities must develop talent recruitment and retention strategies. Analysis of two case studies indicates that strong council support for succession planning is required, and municipal organizations should invest in their staff so that they can ascend to leadership positions, including promoting professional networking opportunities.

This research report examines the extent to which senior municipal staff in Perth County consider the economic and social implications of joint and several liability. Data for the report is drawn from semi-structured interviews with Chief Administrative Officers or senior staff in the Municipality of North Perth, the Municipality of West Perth, the Township of Perth East, the Township of Perth South, and the County of Perth. The interviews reveal that staff consider both the economic and social implications of the current legislative framework, however economic implications are given greater weight.

This research report analyzes whether Ontario municipalities with ward-based electoral systems spend more per capita than those with at-large elections. American literature suggests that ward-based municipalities spend more because of log-rolling and politicians' greater responsiveness to neighbourhood electorates. The analysis considerd per-capita expenditures for all Ontario municipalities in the year 2011. Operating and capital expenditures were analyzed separately, as were lower-tier, single-tier, and upper-tier municipalities. Contrary to expectations, ward municipalities spend less per capita than at-large ones on average, however the difference between the two groups was not found to be statistically significant when controlling for municipality type, municipal population …

Municipalities across the Province are grappling with infrastructure deficits. Small, northern, and rural municipality’s tax assessment base limits its ability to garner sufficient revenue to support operations as well as renew and replace infrastructure. Federal and Provincial governments must step in and assist. As a result, the province introduced the Ontario Community Infrastructure Fund (OCIF) as a permanent program to fund critical infrastructure projects for core assets—roads, bridges, water and wastewater. As costs rise, the Ministry of Education and school boards have cut costs by closing schools. The social fabric and economic growth of rural areas are negatively affected by school closures. On the basis of an examination of recent school closure processes in the Upper Canada District School Board in eastern Ontario, this paper recommends explicit incorporation of economic impacts in closure studies, reform to the distribution of provincial education funding, and greater public engagement.

Ontario Service Manager areas are now mandated by the province of Ontario to enumerate the homeless population under their jurisdiction. The rural homeless have unique characteristics that must be incorporated into the enumeration methodology. Case study analysis suggests that period prevalence and registry week methods are better suited to rural areas than a point-in-time count.

This study identifies and explains variation in the choices of public engagement methods across Ontario’s Local Health Integration Networks, in order to inform the policy space these organizations operate in with respect to enabling citizen participation in regional health planning decisions. The websites of all 14 Local Health Integration Networks (LHINs) were searched for three key documents that detail their past and future public engagement method choices. There is an extensive regulatory framework embodying the operational supply of drinking water in Ontario, including the need for all municipalities to provide a self-sustaining financial plan for their system. This has resulted in the price of water in Ontario significantly outpacing the Consumer Price Index and general property taxation rates. This paper explores the relationship between income inequality and social assistance caseload within the context of London, Ontario from 1993 to 2013. Gini coefficients, social assistance caseload, and control variable data have been gathered and calculated using a multiple linear regression statistical analysis and academic investigation. The findings suggest that there is a 68 percent correlation between the regression model and the independent variable of social assistance caseload, with unemployment being the strongest explanatory variable. A negative relationship between income inequality and social assistance caseload variables was found, but important endogenous variables, such as policy interventions and macroeconomic cycles, have …

In 2008, the Ministry of Health and Long-Term Care released the Public Health Emergency Preparedness Protocol, which mandated local health units to develop emergency response plans consistent with the Incident Management System (IMS). The main purpose for implementing IMS was to provide a standardized approach to local and provincial government emergency response by providing a common framework. This paper identifies some of the factors present in health units that consistently implement IMS during incident and emergency response. Within the context of public transit, PPPs involve the private sector designing, building, financing, and operating the facilities. This paper analyzes the potential benefits of P3s based on an in-depth case study of public transportation investment in Greater Vancouver. In recent years, both the public and private sectors have been using digital strategies, which represent an integration of business and technology plans in an organization. This paper investigates the early adoption of digital strategies in the public sector at the local government level using case studies for southern Ontario that focus on existing academic and practice-based literature, along with documented government adoptions of digital strategies to identify trends and issues. This paper explores the merits of directly-elected heads of council versus appointed heads of council in Ontario’s upper-tier regional governments with a specific focus on the Niagara Region. A comparative literature review of academic papers and government publications was undertaken, principally by examining the local government reforms introduced by the Blair government in English municipalities, namely the creation of the Greater London Authority (GLA) and the position of Mayor of London. Over the past several decades, dramatic growth and institutional reforms have taken place in the Chinese economy and society, which has been accompanied by accelerated urbanization. This paper examines the rationale behind the local government’s pursuit of urbanization and its deep relationship with fiscal reform, local land management, and the political performance evaluation system of local cadres by central officials. This paper assesses the Housing First approach to homelessness, which provides people living on the street with permanent homes before offering them optional support, as opposed to the traditional approach to housing, where people need to meet certain conditions, such as sobriety, before being assisted to obtain housing.
